I want to draw your urgent notice into a terrible and horrendous act of frustration by Border Security Force personnel having nods from their higher ups. In this act of bleakness the personnel battered the bereaved persons who lost their children at the said area and tortured by the BSF. Their sons were killed by BSF personnel in consecutive incidents of extra judicial killings.

 

Details of the persons who have been assaulted by the BSF

1. Mr. Beraj Seikh of Village – Bansgara, father of Late Alamgir Seikh, who had been fired by BSF personnel and became severely injured and later admitted at Rajsahi Medical College & Hospital of Bangladesh & died and after many persuasion the corpse were brought India after several months.
2. Mr. Nusaidul Seikh of Village – Bansgara, father of Babar Seikh, a 19 year boy, who was killed by the BSF personnel in front of Harudanga Mini BSF BOP Camp, near Golpak (a rivulet of Padma) situated at Nirmal Char under Ranitala police station on 31^st December – 1^st January midnight by throttling him under water.
3. Mrs. Tanjira Bibi of Village- Bansgara; mother of Babar Seikh
4. Mr. Ramesh Mondal of village - Char Durgapur – Father of Sukumar Mondal, a 15 year boy, who was killed by the BSF personnel in front of Harudanga Mini BSF BOP Camp, near Golpak (a rivulet of Padma) situated at Nirmal Char under Ranitala police station on 31^st December – 1^st January midnight by throttling him under water.
5. Mrs. Bhanubati Mondal of village – Char Durgapur; Mother of Sukumar Mondal
6. Mr. Baidyanath Mondal of Village - Harudanga – Father of Subodh Mondal, who had been killed by BSF bullets on 16.11.2009 and a complaint has been filed before NHRC and a case initiated by the Commission vide case no. 46/25/13/2010-PF and a complaint case has been filed before the Chief Judicial Magistrate- Bahrampur Court on 25.4.2011 being no. 475/2011.
7. Mr. Nimai Mondal of Village- Char Durgapur, father of Raju Mondal, a 17 year boy, who was killed by the BSF personnel in front of Harudanga Mini BSF BOP Camp, near Golpak (a rivulet of Padma) situated at Nirmal Char under Ranitala police station on 31^st December – 1^st January midnight by throttling him under water.
8. Mrs. Sulata Mondal, mother of Raju Mondal
9. Mr. Nabadwip Mondal of Village- Char Durgapur, father of Sunil Mondal, a 16 year boy, who was killed by the BSF personnel in front of Harudanga Mini BSF BOP Camp, near Golpak (a rivulet of Padma) situated at Nirmal Char under Ranitala police station on 31^st December – 1^st January midnight by throttling him under water.
10. Mr. Krishna Mondal, son of ShyamaPada Mondal of village- Saheb Nagar, physically tortured by BSF personnel
11. Mr. Bharat Mondal, son of Late Kutub Mondal of village- Saheb Nagar, physically tortured by BSF personnel

All of the villages under Raninagar police station of Murshidabad district of West Bengal.

On 25.3.2012, the above mentioned persons with few another were returning from Padma Bhaban at Jalangi after attending a medical camp organized by MASUM on the aegis of United Nations Voluntary Fund for Victims of Torture (UNVFVT). After having medical treatment they were on their way to home. From Sheikhpara they hired a three wheeler van rickshaw from one Mr. Sushil Mondal, son of Late Kalipada Mondal of Village- Harudanga, to reach their homes. At 5.00 pm, they were intercepted by 4 on duty BSF personnel at Kaharpara BSF BOP Company Head Quarter's Out Post No.1 in the vicinity of three way crossing Kaharpara- Char Harudanga and Char Bansgara, near the Iron Bridge. They stopped the vehicle and started searching. They brought down the passengers and started indiscriminate beating without any provocation. They tried to pull down clothing from the bodies of the women and verbally abused with filthiest language having sexual connotation. The BSF personnel threaten the person and said 'you are making campaigns against BSF'. They called the in -charge of Kaharpara BOP – Company Head Quarter from their mobiles. The in -charge came at the spot by a Maruti Gypsy Van and after reaching the spot severely hurled his stick and beaten the said persons. The victims were carrying visuals (printed flexes) on the said programme and for promotional about medical facilities for torture victims having logo of UNVFVT & MASUM. Mrs. Bhanubati Mondal had 8 visuals and Mr. Baidya Nath Mondal 2 on their hands. They snatched the visuals from Bhanubati's hand and dragged Mr. Baidyanath Mondal to the said BSF vehicle and later brought to the mentioned out post. Baidyanath experienced the brutalities of BSF while in their captivity. He was slapped, pounced and kicked. After a couple of hours, the BSF personnel let him to go without framing any charge or sending to the police station. The old man lost his ability to hear due to the beating.

I informed the incident to Superintendent of Police- Murshidabad and Company Commander of BSF 91 BN through a sms at 9.50 pm from my mobile phone.

This act of vandalism and torture is only aiming to dishearten the echoing protests of common villagers against continuing intimidation and illegal acts of posted Border Security Force at the area.

On 26.3.2012, the tortured persons got medical treatment and their injuries have been recorded. They also made a written complaint to Raninagar police station. 

I demand for an urgent notice over the incident and thorough inquiry of the same by your Commission. The victims must be protected and compensated through your recommendation.
