দেশের সব নাগরিকদের ওপর আড়িপাতার ব্যবস্থা চালু করতে চলেছে কেন্দ্রের ইউপিএ টু সরকার। এমনই অভিযোগ করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। ফেসবুকে পোস্ট করা এক প্রতিক্রিয়ায় কেন্দ্রের বিরুদ্ধে সরাসরি এই অভিযোগ এনেছেন তিনি। মুখ্যমন্ত্রী লিখেছেন, মনে হচ্ছে, খুব দ্রুত ইউপিএ টু সরকারের হাতে দেশবাসীর গোপনীয়তা বিপন্ন হবে।
বিভিন্ন রিপোর্ট থেকে এটা স্পষ্ট, ইউপিএ টু সরকার সেন্ট্রালাইজড মনিটরিং সিস্টেম (সিএমএস) নামে একটি ব্যবস্থা তৈরি করতে চলেছে। কেন্দ্রীয় সংস্থা সি ডট এর দায়িত্বে রয়েছে। কেন্দ্রীয় সরকারি সংস্থাগুলি যে কোনও মোবাইল, ল্যান্ডলাইন ফোন, এসএমএস, ফ্যাক্স, ওয়েবসাইট ও সোশাল মিডিয়ার ব্যবহার, ইন্টারনেট সার্চ এবং ই মেলে নজরদারি চালাতে পারবে সিএমএসের মাধ্যমে।
বিশেষজ্ঞদের ধারনা, সিএমএস-এর ক্ষমতা মার্কিন যুক্তরাষ্ট্রে ব্যবহৃত প্রিজম প্রকল্পের মতোই ভয়ঙ্কর এবং অন্তর্ভেদী।
প্রাথমিক পরিকল্পনা হল কলকাতা, কর্নাটক এবং কেরলে এই ব্যবস্থা চালু করা। মার্চ ২০১৪-র মধ্যে ১২টি রাজ্য এর আওতায় আসবে। বিরোধীদের, বিশেষ করে রাজনীতিকদের, চুপ করিয়ে রাখাটাই কি এই ব্যবস্থার লক্ষ্য? কারা নজরদারির নিশানায় থাকবেন তা কে ঠিক করে দেবে ?
West Bengal Chief Minister Mamata Banerjee Tuesday said the people's privacy was in jeopardy with the central government developing the Centralised Monitoring System (CMS), an all-encompassing surveillance mechanism.
"The UPA-II government is developing a system called Centralised Monitoring System (CMS) by C-DoT that will enable the government and its agencies unfettered access in realtime to any phone conversation, SMS, fax, website visit and social media usage," Banerjee said on Facebook, quoting a media report about the CMS.
"Experts feel that these capabilities could be as lethal and intrusive as the highly controversial PRISM project. Privacy of our countrymen would soon be at stake at the hands of the UPA," she said.
Stating that the centre has plans to launch the system by March 2014 in 12 states, Banerjee questioned the motive behind it.
"Why is the UPA government developing an autocratic system of surveillance and monitoring to secure interception of telephonic conversation in all forms? Will it be targeted to silence the opposition, politicians and others? Who will authorise or decide on selection of targets?" she said.
"Won't this intrusion make our constitutional right to freedom of speech and expression under Article 19(1)(a) a mockery," asked the Trinamool Congress chief.
Calling the CMS draconian, Banerjee accused the centre of impropriety without consulting political parties or discussing the CMS in parliament.

Reports reveal that this UPA-II Government is in the process of developing a system called Centralized Monitoring System (CMS) by C-DoT that will enable the Government and its agencies unfettered access in real time to any mobile and fixed line phone conversation, SMS, fax, website visit, social media usage, Internet search and emails, including partially written emails in draft folders of target accounts.
Experts feel that these capabilities could be as lethal and intrusive as the highly controversial PRISM project.
The plan is to launch it in Kolkata, Karnataka and Kerala. By March, 2014, the aim is to cover about 12 states.

In a federal and democratic system of our country, will it be proper to move ahead with such a draconian means without consulting the political parties or without discussing the matter in the Parliament?
