The law and order situation has deteriorated with violent protests rocking most cities and towns and mobs attacking police stations, police camps, vehicles on the highways and also beating up trapped security men.In New Delhi, the Cabinet Committee on Security (CCS) Sunday discussed the situation in Jammu and Kashmir in the wake of renewed violence in the Valley but did not take any decisions, an official said.

'The meeting reviewed the overall scenario in the wake of the violence but did not take any decisions,' an official said, speaking on condition of anonymity as he was not authorised to speak to the media.
Home Minister P. Chidambaram briefed the meeting, chaired by Prime Minister Manmohan Singh and attended among others by Defence Minister A.K. Antony.

In Kolkata,the West Bengal government Monday agreed to give conditional permission to the Trinamool Congress for organising its Aug 9 meeting in Maoist-affected Lalgarh of West Midnapore district, a top official said.

Omar Abdullah says return of normalcy prerequisite for political initiative

Jammu and Kashmir Chief Minister Omar Abdullah on Monday said that the state has to show a semblance of normalcy to be restored before political initiatives can begin.

Addressing a press conference after meeting Home Minister P. Chidambaram: Abdullah said: "We need to break the cycle of violence. For any initiative to work, there has to be peace first. The curfew must be adhered to in all circumstances."

"The problem is inherently political. Political initiative has to include amending armed forces act," he added

He further said that Jammu and Kashmir needed a political solution, rather than an economic package.

Referring to the protests that have led to clashes with security forces, he said that efforts were made not to resort to force. Our government doesn't want to resort to the use of force but when people come out to take law in their own hands, there are consequences."

He appealed to people to stop "lawlessness" and to allow the government to take steps to restore normalcy.

Curfew where announced will have to be implemented strictly. There will be no other way around this," he added.

Earlier in the day, Abdullah met Prime Minister, Dr Manmohan Singh and discussed issues including the need for additional forces and initiation of 'internal and external' dialogue with people concerned.

At least eight people were killed on Sunday in separate incidents of violence. (ANI)

Meanwhile,Congress president Sonia Gandhi has said that elements instigating violence in Jammu and Kashmir must be identified and brought to book and the state government should continue to push the development agenda as this would bring jobs and livelihood opportunities.

Nevertheless,The opposition agreed on Monday to stop blocking parliament proceedings, party officials said, paving the way for the Congress party-led government to take up key economic reforms.

Since it reconvened a week ago following a summer recess, parliament has on almost all days shut within minutes of opening as opposition protests over high prices scuppered debates.

Finance Minister Pranab Mukherjee secured the agreement after meeting opposition members on Monday. He agreed to a symbolic resolution expressing concern about inflationary pressures and a discussion in parliament on Tuesday on price rises.

The move is seen as a compromise between the government and the opposition. The government wanted at all costs to avoid a vote in parliament on its failure to keep inflation in check.

Since the beginning of the year the government has lurched from one crisis to another, disappointing hopes in some quarters that its convincing 2009 electoral victory would accelerate much-needed reforms in Asia's third-largest economy.

"There was consensus. It was agreed that a resolution asking the government to take further measures to contain the adverse impact of inflation on the common man will be passed at the end of the discussion," Communist leader Basudeb Acharia said.

If the opposition sticks to its pledge not to disrupt parliament, the government is expected soon to introduce changes to the income tax system and hopes to start discussions on India's most ambitious indirect tax reform -- a nationwide goods and services tax, which would streamline the country's complex revenue system.

In her letter to Congresspersons in the latest issue of Sandesh, the mouthpiece of the party, Sonia Gandhi said the party was pained by the upsurge in violence in Jammu and Kashmir.

'My deepest condolences to those who were killed in this mindless violence. I understand there were elements with ulterior motives that were instigating these attacks. These elements must be brought to book and identified,' she said.

Gandhi said the state government's endeavour was to do everything to restore normal life.

The Congress is part of the ruling coalition in Jammu and Kashmir along with the National Conference.

Referring to the foreign-minister level talks with Pakistan, Gandhi said it was important to engage the western neighbour to address outstanding issues, particularly cross-border terrorism.

Violence again swept through the Kashmir Valley Monday, claiming the lives of eight people, including six in police firing on angry mobs, taking the toll in the new wave of violence since Friday to 22. Embattled Chief Minister Omar Abdullah met central government leaders in New Delhi and sought help, including more troopers, in tackling the worsening situation.



Highly agitated mobs of stone pelting protesters attacked the Kakpora railway station in south Kashmir's Pulwama district and tried to torch it, police said.

'Security forces intervened to stop the mob and, after baton charges and tear smoke failed to bring the situation under control, firearms were used against the violators. One protester, identified as Muhammad Yaqoob Bhat, was killed in the security force firing and another injured,' a senior police officer told IANS on phone from Pulwama.

The injured protester has since been shifted to Srinagar for treatment, the officer said.

Another protester, identified as Bashir Ahmad Reshi, was killed at Sangam village in south Kashmir's Anantnag district where unruly mobs burnt the building of the Delhi Public School branch and the security forces had to open fire to quell the mob.

Mobs from neighbouring villages attempted to break the curfew imposed in south Kashmir's Kulgam town and security forces opened fire, killing another youth, identified as Ashiq Hussain Bhat of Chawalgam village.

In Kralpora village of north Kashmir's Kupwara district, police opened fire on mobs engaging in heavy stone pelting when repeated baton charges and tear gas failed to disperse them. A youth identified as Khurshid Ahmad was killed in the firing.

In Srinagar, a youth, Tariq Ahmed, who had been admitted to the hospital after he was critically injured, later succumbed to his injuries. He had been hit by a tear smoke shell Saturday during clashes in south Kashmir's Bijbehara town.

Despite the curfew, scores of agitated, unruly mobs broke the restrictions and took to the streets in a number of areas in the city, raising anti-India slogans and engaging the deployed security forces in pitched clashes.

Mobs torched the offices of the local tehsildar, chief medical officer and chief horticulture officer and a hutment at the local railway station in central Kashmir's Badgam district.

Chief Minister Omar Abdullah, who met Prime Minister Manmohan Singh and Home Minister P. Chidambaram in Delhi Monday, told reporters at a press conference later that the present cycle of violence must end before a political initiative is taken to address the political causes of the turmoil in Kashmir.

Making a passionate appeal Sunday for restoration of calm in the Valley, Abdullah had appealed to both his mainstream and separatist opponents to lend a helping hand in bringing the situation under control here.

More than 150 people including security men and protesters have been injured during the last four days of unrelenting violence in the Valley.

Sunday was the bloodiest day with eight deaths - three including two 17-year-olds (one of them a girl) - in police firing in Pulwama district. Later, five protesters were killed and 35 others injured when a rampaging mob entered the Khrew police post after torching it.

Explosive material stored inside the police post caught fire, resulting in a massive explosion that trapped the protesting mob under the debris of the building.

Army ambulances carried the wounded to various hospitals in Srinagar after rescuing them from under the debris.

On Friday, four protesters were killed in north Kashmir, two in Pattan town and two at Amargarh in Sopore town.

Two more protesters, one in Baramulla town and one in Naidkhai town were killed Saturday when mobs went on rampage targeting police stations, government buildings and security force camps in these towns.

Parliament skips knotty bills for the week as sesion resumes

As parliament resumed its normal functioning Monday after a week of disruptions, the government played safe by not listing the controversial civil nuclear liability bill and the women's reservation bill for discussion this week.
Both bills are a litmus test for the government as the women's reservation bill has some of its own allies against the measure while the nuclear liability bill is being resisted by the major opposition parties.
The opposition to the women's reservation bill by the Samajwadi Party, the Janata Dal-United (JD-U) and the Rashtriya Janata Dal (RJD) continues as they are demanding a sub-quota for the other backward classes.
The Trinamool Congress, led by Railway Minister Mamata Banerjee, the second largest party in the Congress-led ruling alliance, has also opposed the bill in its present form.
The civil nuclear liability bill, on the other hand, has seen
widespread resistance from both the Bhartiya Janata Party and the Left parties, along with some other opposition parties.
In the Lok Sabha, discussion and passing of the Indian Medical Council Bill is among the important mesures listed, according to official sources.
This week's list of business for the Rajya Sabha includes the Clinical Establishment Bill and the Minority Educational Institutions Amendment Bill, the sources said.
The discussion on the price rise, which is likely on Tuesday in the Lok Sabha and on Wednesday in Rajya Sabha, according to sources, is set to dominate the week's proceedings.

Curfew must be implemented strictly: Omar Abdullah
Battling an upsurge in violence, Jammu and Kashmir chief minister Omar Abdullah today said that the state needs a political initiative to deal with the situation but made it clear that for that to happen a semblance of normalcy is a precursor.
Addressing a press conference after a meeting with the
prime minister and senior ministers in the capital, Omar said that curfew will be implemented strictly and sought additional
paramilitary forces especially the Rapid Action Force to deal
with street protesters.
"Jammu and Kashmir is a political situation. It needs political handling. It requires a political package more than an economic package," he said.
By political package, the Chief Minister said he meant dealing with issues like Armed Forces Special Powers Act, footprint of the security forces, rehabilitation package for youngsters who are across the line of control and compensation for victims of the ongoing trouble.
I have come with a single point agenda of briefing the central government and seeking any inputs it may have about the situation, says J&K chief minister Omar.
Today I don't believe that there is one individual or one group behind this unrest. Number of elements are fishing in troubled waters. There is need to augment paramilitary forces and Rapid Action Force which specialise in dealing with public protests. Home minister P Chidambaram has assured me help in this regard, he said.
He also said that restraint has to be observed from both sides. Security forces have shown restraint as much as it possible for them.

Sohrabuddin case: CBI wants Amit Shah to be remanded for five days

The Central Bureau of Investigation (CBI) today sought former Gujarat Home Minister Amit Shah's custody for five more days in connection with the Sohrabuddin Sheikh fake encounter case.

At the hearing today, the CBI opposed Shah's bail plea and requested the court to put Shah in its custody for five more days, as he has not cooperated during his judicial interrogation.

Meanwhile, Shah's defence lawyer Ram Jethmalani argued that the CBI has failed to question Shah when he surrendered and wants to ruin his political career.

The CBI has charged Shah with murder, abduction, extortion and conspiracy in the Sohrabuddin Sheikh fake encounter case.

On July 23, it produced a 30,000-page chargesheet implicating Shah in the case.

Shah was interrogated over three days in jail last week, but the CBI said he did not cooperate and has denied any involvement in the case.

Most of Shah"s replies according to the agency were evasive.

"He has feigned ignorance and loss of memory and is getting away by saying that that 'I do not know or I do not remember," sources said.

Raj Thackeray blames "migrants" for malaria outbreak in Mumbai

Maharashtra Navnirman Sena chief Raj Thackeray has blamed migrants for the outbreak of malaria in Mumbai.
"It is all an attack of the population. These epidemics of malaria and dengue don't spread on their own. Who is coming to Mumbai, who is staying in Mumbai, no one knows.
Slums are increasing; gutters are flowing and breeding mosquitoes. The municipal corporation blames the state government and vice-a-versa. This is the only business going on," Thackarey told reporters here.
"All the city's hospitals are crowded with these migrants. There's absolutely no space left for anyone else. Where does the local go, then?", he said.
Heavy downpour has flooded streets and houses in Mumbai and several rivers are in spate across Maharashtra.
While a good monsoon is vital to India's farm sector, heavy rains and runoff also leads to floods and outbreak of diseases. (ANI)

Earlier, the CBI summoned Geetha Johri, the first woman IPS officer of Gujarat, in connection with the case.

Johri, who was the part of Supreme Court appointed Special Investigation Team (SIT) to probe the case, has been asked to appear before the CBI on August 10.

Earlier, the CBI has also summoned former Gujarat Director General of Police (DGP) P C Pandey and asked him to appear before it on August 11. Pandey was DGP of Gujarat when the state CID was investigating the fake encounter case.

The Supreme Court on January 12 has handed over the investigation of the case to the CBI asking it to place before it the report on the progress of the probe within six months by July 31.

BCCI reserves decision on Modi plea

The BCCI disciplinary committee finally concluded its hearing of suspended Indian Premier League commissioner Lalit Modi's plea for recusal of Arun Jaitley and IPL interim chairman Chirayu Amin from the panel on Sunday, but reserved its order on the issue. "We reserve our orders on the recusal application. Both parties would be informed of the order as soon as it is pronounced," a board release said.
Meanwhile Modi, who once again skipped the hearing, tweeted that the BCCI panel was asking for a recusal of one of his lawyers instead. "Just heard that the BCCI want my lawyers to recuse themselves! Shocked since the meeting was for committee's recusal," Modi wrote on his Twitter page. "People party to all decisions don't want to recuse themselves. But want my team who are presenting my case to. Is this how an enquiry is done?" he added.
Modi's lawyer Mehmood Abdi, however, refused to confirm if such a demand was indeed made by the panel. "The committee has clarified on the issue in this meeting, the matter is settled and we should not get into controversy," he said. "I think the committee will take a decision after considering all the arguments, counter arguments and a rejoinder by both parties," he said.
The BCCI release, however, clarified that Dhond, who is also appearing on behalf of Modi, is party to a deal relating to the WSG deal that is under scanner.

Mamata adds 'apolitical' prefix to Lalgarh rally

Trinamool Congress chief Mamata Banerjee said on Sunday that the August 9 Lalgarh rally will be "apolitical" and invited all other outfits, which have called for the ouster of the joint forces in the Jungalmahal, to join the rally.
"We will organise the rally under the banner of Santrash Birodhi Mancha. I have come to know that there are many who want to go. I would urge everyone to join the rally. We would not hold it under the Trinamool Congress banner," said Banerjee at her Kalighat residence.
She said the rally will be for peace and progress, and establishing democratic rights for the people in Lalgarh.
The tactical move of the Railway Minister is seen as an attempt to win the support of intellectuals and a section of those with ultra-Left ideologies. This move is expected to put pressure on the Left Front government which have denied permission to organise a rally in Lalgarh till now, citing security concerns.
A few days ago, a group of intellectuals had welcomed Banerjee's decision to hold a rally in the heart of the Maoist-affected parts of Bengal. They also announced their plan to visit Lalgarh on August 15 to hoist a flag of 'Independent Lalgarh'.
Banerjee today reiterated her determination to visit Lalgarh and said she
would visit the area despite all resistance.
Adequate security to be given to Mamata:Pranab
Union Finance Minister Pranab Mukherjee has said that adequate security will be provided to Railway Minister Mamata Banerjee, who had alleged that a conspiracy was being hatched by the CPM to eliminate her. "I have seen (her statement) in the newspapers. She is a Union minister. Of course, adequate security arrangements will be made," Mukherjee told mediapersons in Kolkata.
Banerjee, who is determined to address a public meeting at Maoist-affected Lalgarh in West Midnapore district on August 9, alleged on Saturday that the CPM and some political parties with vested interests have plotted to eliminate her. According to Banerjee, the CPM has even discussed the idea of forming suicide squads to eliminate her. Earlier, Chief Minister Buddhadeb Bhattacharjee had told the Assembly that his government was against holding of public rally in Lalgarh citing security concerns.

FACTBOX - Key political risks to watch in India

With last year's strong election victory India had appeared set to push swift economic reforms, but tackling stubbornly high inflation, a political hot potato, has largely distracted the Congress party-led government.
Here is a summary of political risks to watch in India:
* INFLATION AND MONETARY POLICY
Inflation, particularly of food prices, has been the single major political and policy challenge for a government whose core constituency is predominantly poor and rural.
Headline inflation in India may touch 11 percent for July, which would make it six straight months in double-digits. Inflationary pressures are now generalised and demand side pressures are clearly evident. The RBI has responded by raising interest rates four times since March, most recently on July 27 when it hiked the reverse repo rate by 50 basis points, more forcefully than expected to absorb excess cash. With inflation a dominant concern and an economic recovery firmly in place, the stage appears set for more tightening.
The Reserve Bank of India's repeated use of the word "calibrated" to describe its exit from crisis-period monetary policies has been interpreted by markets as increases in key rates of 25 basis points at each of its quarterly reviews for the rest of the fiscal year. A Reuters poll after the July 27 policy review found economists expect the central bank to lift rates aggressively, with most expecting a further increase in rates by the end of September.
Analysts expect price pressures to continue because of a government decision in June to lift price controls on gasoline and raise prices of other fuels. The government has left open the option of intervening if global crude prices soar.
What to watch:
-- Comments by policymakers, advisers and central bankers on the outlook for inflation. Hawkish comments raise the likelihood of bigger rate increases and would weigh on bond prices.
-- Progress of monsoon rains. The government is counting on strong farm output to curb high food prices.
-- Oil prices. If they soar and the government intervenes to subsidise, then investors may begin to worry about the impact on efforts to keep the fiscal deficit below the forecast 5.5 percent of GDP in 2010/11.
* POLITICAL FALLOUT FROM INFLATION
In a country where voters are known to have kicked out governments over high onion prices, inflation is a handy tool for the opposition which has threatened to block proceedings in parliament if the government does not agree to a discussion and vote on the issue. The government has to resign if it loses such a vote. The left-of-centre Congress has 208 members in the 545-member lower house of parliament, with allies taking it past the half-way mark required to pass ordinary legislation. The slim majority puts it at risk of losing a confidence vote.
The parliament speaker has for now turned down the opposition request, prompting them to stall debate on several key reforms bills, including one to simplify taxation and another giving foreign firms access to India's $150 billion nuclear power market. The opposition shut down parts of India with a national strike last month. The government expects inflation, which was at 10.55 percent in June, to come down to 6 percent by December.
If the opposition manages to capitalise on high prices, the Congress party could be hit in major state elections in early 2011, including in West Bengal and Tamil Nadu. But these elections remain months away and any voter backlash could be mitigated by boosting increased social spending with money saved from fuel subsides and telecom spectrum sales.
What to watch:
-- Signs of protests waning which will brighten prospects for pending reforms bills.
-- The stance of Congress allies. Two of them face elections in their stronghold states and political expediency may force them to distance themselves from painful reforms which could anger voters. But they are unlikely to bring down the government.
* ECONOMIC REFORM
While the Congress-led government had appeared to be in a strong position to press forward with an ambitious economic reform agenda after winning a strengthened mandate in elections last year, progress has been much slower than some investors had hoped. The government has made headway in some areas: it has pledged to reform tax laws, sell stakes in some 60 state-run firms and formed an experts panel to ease foreign investment in the financial sector.
June's decision to free up fuel prices was also a signal the government may be getting more serious about reform.
But tackling inflation has distracted the government from pushing reforms, and political expediency in a coalition which includes powerful regional parties eyeing local elections in the coming months will mean slow progress on bold measures like allowing greater foreign stakes in the pensions and insurance sectors and foreign entry into the retail sector.
What to watch:
-- After the fuel price hike, any signs the government will fast-track other reforms will be bullish for markets.
-- Announcement of further stake sales in state firms to raise $8.64 billion to help cut the fiscal deficit.
-- Progress of a nuclear liability bill which would open up India's lucrative nuclear power market.
* MONSOON
The monsoon, which accounts for 75-90 percent of the rainfall in most parts of India and is key to its farm output, is recovering sharply after a 16 percent deficit in June. It is now only 5 percent below normal in the June 1-July 27 period. Rainfall has been well distributed over major crop-growing regions of the country. Good rainfall after last year's drought would help boost farm output, calm inflation and prompt the government to relax curbs on export of wheat and rice. It will also help the government put a tax on sugar imports.
Good rains in the sowing season of July improved sentiment about farm output, but risks remain. If rains fail in the next two months then productivity of key crops such as rice, corn, cane and oilseeds could be hit.
What to watch:
-- Official monthly updates on the progress of the rains.
-- Perennial risks such as floods or storms that are bad for crops.
* SECURITY
India and Pakistan have improved ties since the depths plumbed after the Mumbai attacks that killed 166 people and derailed their 4-year-long sluggish peace process. But the process remains tentative. Another militant attack in India with links to Pakistan could push them to the brink of war.
Anti-India protests in the disputed Kashmir region, which is at the core of the India-Pakistan rivalry, have calmed. Seventeen people were killed in those protests, which New Delhi blamed on Pakistan-based militant group Lashkar-e-Taiba, also accused of the Mumbai attacks.
Violence by Maoist rebels, who want to overthrow the state, is on the rise as they respond to a government security offensive involving thousands of police. India has announced a unified command structure on to help coordinate that offensive, but analysts say the move may not be enough to turn around the battle against the insurgency which the government has described as the country's biggest internal security challenge. The insurgency is strongest in areas which hold most of India's mineral reserves and so has meant substantial loss in business.
The threat from foreign militants also remains high. Some militant groups see India as a key battleground, and Pakistan remains a haven for militants seeking to launch attacks in India.
What to watch:
-- How fast the government can cool tempers in Kashmir.
-- The government has stepped up its offensive against the Maoists but the risk of more attacks, especially on targets with economic importance, has risen.
-- The danger of militant attacks. Markets have proven highly resilient to terrorism -- the impact was very limited even when gunmen rampaged through Mumbai in 2008. But an attack which sharply raised the prospects of conflict with Pakistan would have a strongly negative impact on asset prices, particularly in the current risk-averse climate in global markets.

New twist to hockey impasse: Govt issues notices to HI, IHF

In a new twist to the drama surrounding the national game, Sports Ministry today sought clarifications from both Hockey India and Indian Hockey Federation on how they propose to meet the governments guidelines to run the sport in the country. The Sports Ministry today issued show-cause notices to both HI and IHF, asking the two bodies to clarify as to how they meet the guidelines of the International Hockey Federation (FIH) and the government.
In its show-cause notice to HI, the ministry asked it to explain before Thursday''s election as to why the government should not de-recognise it in the wake of the federation''s declaration before Delhi High Court that it is a private body. While in another notice to IHF, the ministry gave the KPS Gill-led body 14 days time to explain as to how it proposes to meet the FIH as well as government''s guidelines if it wishes to run the sport in the country.
In the notice issued to HI president Vidya Stokes and secretary general Narinder Batra, Joint Secretary in the Ministry Injeti Srinivas said if the national federation fails to provide a satisfactory answer before its polls, the government''s provisional recognition to HI will be automatically withdrawn. "The Ministry of Sports (MoYAS) has carefully studied the orders passed by the Delhi High Courts and the Supreme Court of India and has noted that HI is holding its elections as a private body on the basis of its own set of rules and bye-laws," Srinivas said in the notice.
"In view of the private body status of the HI being accepted by the Honourable Supreme Court, you are hereby called upon to explain before the date of elections as to why the provisional recognition granted to HI by the MoYAS, shall not be withdrawn with immediate effect," the notice said. "Failure to furnish a satisfactory reply within the time limit stated above will automatically result in withdrawal of recognition to HI as a National Sports Federation for hockey in India," it added.
The notice also states that HI had accepted before the Delhi High Court that it was not contesting with erstwhile Indian Hockey Federation to run the sport in the country. "The HI has declared itself to be a private body before the Delhi High Court and that it was not contesting the status of IHF as the sole NSF for hockey in India," it said.
Meanwhile, in a separate notice to IHF president KPS Gill, the ministry said, "In view of the Delhi High Court order it has become incumbent upon the MoYAS to seek the co-operation of IHF and others in finding the way out of the present impasse in the management of hockey in India.

13 railway employees grilled in Sainthia accident

The West Bengal police's Criminal Investigation Department (CID) Monday grilled 13 Eastern Railway employees who were on duty at the time of the July 19 Sainthia train accident in which 63 people were killed.
'We had summoned 13 people who were on duty at Sainthia and Gadhadharpur stations, including the driver of the Vananchal Express and the guard of the Uttar Banga Express, to know the exact situation at the time of the incident,' said a CID officer on condition of anonymity.
'It was just formal information sharing. The statements of all the employees were recorded till late evening,' the officer said.
Asked about the outcome of the interrogation, the officer said: 'We are verifying the statements and only after that a concrete statement can be formulated.'
The Sealdah-bound Uttar Banga Express rammed into the stationary Vananchal Express at Sainthia station in West Bengal's Birbhum district July 19 resulting in the high casualties.

Modi criticises opponents of ''Garib Kalyan Mela''

Gujarat Chief Minister Narendra Modi today came down heavily on those criticising ''Garib Kalyan Mela'' being organised by the state government across the state. Without naming the Congress party or any other entity, Modi said some people were throwing hurdles before this noble work but they would not succeed as the mela has received support from lakhs of poor people.
Assistance worth Rs 11.25 cr were distributed to 6,302 poor beneficiaries under various welfare schemes at the Garib Kalyan Mela held at Kathalal, about 70 km from here, today. "Everyone talks about poor and poverty but nobody has come out with such a well-thought out movement," Modi said.
Yesterday, state Education Minister Ramanlal Vora had demanded the Centre to modify criteria to select Below Poverty Line (BPL) families. A large number of BPL families of the state are deprived of benefits available to them because of the current norms, he had said at a Garib Kalyan Mela here.

Sonia Gandhi to attend Congress' eastern zone meet

Congress president Sonia Gandhi will attend the party's eastern zonal conference scheduled to be held here late next month, West Bengal unit president Manas Bhuniya said Monday.
'AICC chief Sonia Gandhi will attend the eastern zonal conference which is scheduled to be held for any two days between Sep 22 and Sep 26. We will finalise the two days for the conference after the party chief gives her time and date for the function,' Bhuniya said.
The zonal conference of the party would celebrate its 125 years.
About 6,000 delegates from West Bengal, Chattisgarh, Bihar, Orissa, Jharkhand and the Andaman and Nicobar Islands will attend the conference.
Along with Gandhi, other senior party leaders are also expected to attend the conference.

BJP stages protest march over corruption in 2010 Commonweatlh Games preparations

The Bharatiya Janata Party (BJP) staged a protest march here on Monday to highlight public concern and outrage at the widespread corruption being exposed almost every other day in several projects related to the 2010 Commonwealth Games.
Hundreds of party workers carrying party flags and placards participated in the protest, as BJP's Delhi Unit led by Vijender Gupta took to streets along with BJP MP Vijay Goel today in the national capital.
The protest march was taken out from Jantar Mantar to the Parliament.
The leaders demanded probe should be conducted into the corruption charges being leveled against the Commowealth Games' Organising Committee and the poor construction of various stadiums.
"We are demanding that in the name of the commonwealth games, the rampant corruption that is taking place, the budget that was initially 1899 crore have shot up to Rs 87,000 crores, these should be exposed. We demand a probe in the corruption allegations and the soaring budget of the games," said senior BJP leader Vijay Goel
Goel said that BJP was not against organisation of the Commonwealth Games but the way common man's money being misused that needs to be investigated.
"We are all in favour of Commonwealth Games because it was brought during the National Democratic Alliance (NDA) regime, when I was the Sports Minister. But now they have broken the dreams of the common man and the money of the common man has been splurged like water, this should be investigated," Goel added.
Police used water cannon and mild force to disperse the protestors, as they tried to break the barricades put near the Parliament House.
Accusing the organizers of the Commonwealth Games of gulping thousands of crores of taxpayers' money, Vijender Gupta alleged that the delay in the games related projects has been deliberately caused by the organizers to make money.
"Thousands of crore has been guzzled through corruption, inferior quality has been used, they (organizing authorities) are buying things at higher prices and ineligible companies are being used to get the work done," said Gupta.
BJP leaders also lashed out at the Central Government for compromising with the country's prestige.
Media reports have recently questioned the quality of the infrastructure and poor preparation of the Games' venues.
The Central Vigilance Commission in its preliminary report has reportedly found irregularities in several Commonwealth Games related works being carried out by civic and construction agencies.
The Commonwealth Games 2010 will be held from 3 to 14 October in national capital.
The 12-day sporting extravaganza will be India's biggest sporting event since the 1982 Asian Games in New Delhi. (ANI)

Breaking his silence, released Hard-line All Parties Hurriyat Conference chairman Syed Ali Shah Geelani on Monday appealed to people, particularly youth, not to resort to stone-pelting and attacks on public property as he called for a Eidgah march on Tuesday. "There should be no stone pelting and
attacks on public property tomorrow when we assemble at Eidgah. If people are able to display discipline at Eidgah, half of our struggle is won," said Geelani at a press conference held at the Sher-i-Kashmir Institute of Medical Sciences hospital, where he was admitted  after he complained of chest pain in a sub-jail in Srinagar a fortnight ago.
Geelani (84) three days ago refused to leave the hospital and did not sign a release parole offered by the government. The aging and ailing hard-line separatist leader demanded release of all political prisoners and protesters along with him; the demand not heeded by the authorities.
But on Monday afternoon Geelani decided to came out of the hospital saying "I cannot be a mute spectator to the mayhem and killing of young, women and children by the security forces. I have decided to be among the people at this tough time".
Geelani will be leading special prayers at Eidgah --- a ground in Srinagar's downtown area when special prayers like Eid is offered every year and has been separatists' platform since 1990s--- in the afternoon tomorrow.
He appealed the state government not to impose curfew in Kashmir tomorrow.
"Next protest programme will be announced at Eidgah and a resolution will be passed to press India to resolve the Kashmir as per UN resolutions," Geelani told in an interview to local a wire service, Kashmir News Service.
"I will also reveal details of my meeting with New Delhi's interlocutors in Srinagar's sub-jail recently," he added. A three-member team from New Delhi met Geelani two weeks ago in the jail.
Supporting "Quit Kashmir Campaign" launched by lower rung of leadership like Masarat Alam in the Hurriyat, Geelani said the campaign's goal is to press for complete demilitarization of Kashmir.
"It's better India pulls its army from Kashmir now and with some grace," said Geelani.
He accused the security forces of asking for bribe from protesters in lieu to their release. "I have evidences, if the state government wants to have them," said Geelani.
Geelani himself is on the shaky ground after masked protesters defied United Jehad Council chief Syed Salahuddin's plea to go for flexible protest calendar.
Many people, like Chief Minister Omar Abdullah, think the present agitation is leaderless. It will be a challenge for Geelani to consolidate its leadership and control crowds. Releasing Geelani is a big gamble played by the government to discipline mobs in Kashmir.
Moderate Hurriyat chairman Mirwaiz Umar Farooq has also appealed people to organize peaceful protests. "We should not resort to any method during protests which many Indian agencies might try to take advantage of," said the Mirwaiz in a statement.

MLAs demand 'cash-for-vote' during Jharkhand RS poll: Report
A private news channel tonight aired a sting operation claiming that some MLAs from Congress, BJP and Jharkhand Mukti Morcha in Jharkhand were willing to vote for a Rajya Sabha candidate in return for money. The 'expose' carried out by the IBN Network and Cobrapost in June purportedly showed
certain MLAs demanding money to the tune of over Rs one crore from reporters who posed as middlemen and asked for votes for an RS candidate.
The investigation, carried for over a month, purportedly showed that the MLAs entered into bargaining with the decoy middlemen and some of them even demanded cars along with money.
Elections to the Rajya Sabha seat was held recently. The reporters met MLAs from Congress, BJP and JMM at different hotels in Ranchi to finalise the deals.
The sting showed a Congress MLA purportedly telling the reporters that he can arrange ten other MLAs to vote in favour of the candidate and was willing to defy party diktat.
A JMM MLA allegedly assured the reporters that he will arrange votes of four to five MLAs for the candidate and demanded Rs one crore for each of them, it showed.
A BJP MLA purportedly demanded Rs 50 lakh and a car to vote in favour of the candidate, according to the sting operation.
