Raising of two additional Battalions for National Disaster Response Force (NDRF)

New Delhi: August 20, 2010.

 

The Union Cabinet today approved the upgradation/conversion of two additional battalions for National Disaster Response Force (NDRF).  The proposal approved by the Cabinet includes:-

 

§             Upgradation/conversion of two standard battalions, i.e one each from Border Security Force (BSF) and Central Reserve Police Force (CRPF) respectively into NDRF battalion with 1149 personnel each to be located at Patna (Bihar) and Vijaywada (Andhra Pradesh).

§             Procurement of disaster response equipments, vehicles, dogs, communication equipments and other essential equipments to operationalize these two NDRF battalions.

§             Sanction of Rs.79.58 crore (non recurring) and Rs.72.08 crore (recurring) for this upgradation/conversion.

 

The placement of NDRF Battalions at Patna and Vijaywada will cut short the response time for immediate intervention by NDRF battalion in a disaster situation viz. flood, cyclone, and earthquake etc. and also man made disasters in eastern U.P., Bihar and North Bengal and in the eastern coast especially in Andhra Pradesh, Southern Orissa and Northern Tamilnadu.

It will also help in quick intervention during any disaster or threatening disaster and ensure prompt search, rescue and relief operation, thereby upgrading the Government's capacity to respond effectively and promptly to citizens in distress.

With these two additional battalions the strength of NDRF battalions(bns) will reach the mark of ten battalions from the present eight bns.

 

Background:

National Disaster Response Force (NDRF) is a multi-disciplinary, multi-skilled and high-tech Force capable of effectively responding to all types of disasters. It follows the concept of pro-active deployment during any threatening disaster situation to avoid delay in response. They also prepare the community to mitigate the suffering from disasters by imparting training during the course of their regular familiarization and community awareness programmes.

Appointment of Advocates

New Delhi: August 20, 2010.

 

Central Government appoints/engages counsel to conduct its litigation in different courts of law. Informing this in Lok Sabha in a written reply Dr.M.Veerappa Moily said that at present, the total number of counsel appointed by the Ministry of Law and Justice is 2463.

 

The Minister further informed the House that the counsels are appointed/engaged by the Government to conduct Central Government Litigations on the basis of their professional competence, standing at the Bar and their integrity. Dr.Moily said that there is no reservation for appointment of Scheduled Castes/Scheduled Tribes and Other Backward Classes as Government Counsels. Accordingly, no statistics have been maintained in this regard, the Minister informed.

Appointment of Jharkhand High Court Chief Justice

New Delhi: August 20, 2010.

 

In exercise of the powers conferred by clause (1) of article 217 of the Constitution of India, the President is pleased to appoint Shri Justice Bhagwati Prasad, Judge of the Gujarat High Court, to be the Chief Justice of the Jharkhand High Court with effect from the date he assumes charge of his office.

Major General Sarbjit Singh Pawar Appointed as Vice Chancellor of Lnupe, Gwalior

New Delhi: August 20, 2010.

 

Major General Sarbjit Singh Pawar, VSM has been appointed as Vice Chancellor of Lakshmibai National University of Physical Education (LNUPE), Gwalior, an autonomous organization attached to Ministry of Youth Affairs and Sports. He will replace Major General S.N. Mukherjee whose extended tenure is going to expire on 23.9.2010.

Major General Pawar retired from Indian Army on 31st July 2010 after a distinguished career of about 38 years. He has specialized in management and administrative skills through various courses in India and abroad. During his tenure with the army, Maj. Gen. Pawar handled important assignments in the country as well as in foreign countries and was instrumental in establishing a Defence Services Staff College for Botswana Defence Force as a premier training institute. He was awarded Vishisht Sewa Medal by the President of India for distinguished service of exceptional order on the Republic Day 2010.

Consultative Committee Meeting of Social Justice & Empowerment Ministry Deliberates on Pradhan Mantri Adarsh Gram Yojna

New Delhi: August 20, 2010.

 

The Union Minister of Social Justice & Empowerment Shri Mukul Wasnik has said that the Government would consider several aspects including the enhancement in allocation of Rs. 10 Lakh per village under the "Pradhan Mantri Adarsh Gram Yojana" (PMAGY) which is to cover 1000 scheduled caste majority villages of five States, in the present pilot phase. Shri Wasnik said that based on the experience of the pilot phase, the Government would undertake a stock-taking exercise in consultation with the implementing States and on the basis of their feedback, necessary modifications would be considered.

He was addressing a meeting of the Parliamentary Consultative Committee attached to the Ministry of Social Justice & Empowerment here late yesterday evening. The Meeting discussed various aspects of the Pradhan Mantri Adarsh Gram Yojana which was launched at Village 18 BB of District Sriganganagar of Rajasthan on 23rd of last month.

Chairing the Meeting, Shri Wasnik emphasized that the larger objective is to ensure that the Scheduled Caste majority villages under the Scheme develop as model villages where basic needs of all citizens are met, and there is no discrimination on the basis of caste and no incidents of atrocities against weaker sections.

The Minister said that the role of people's representatives in the successful implementation of any scheme is vital and therefore, it would be ensured that the concerned Members of the Parliament play their due role in guiding and monitoring the scheme in their respective areas.

A presentation was made at the meeting on various aspects of the PMAGY and members were informed that the Scheme aims to achieve all-round, integrated development of selected villages primarily, through convergent implementation of all relevant Central and State schemes in them, and by meeting remaining needs through "gap-filling" funds for which central assistance will be provided @ Rs. 10 lakh per village, with State Government also expected to make a suitable, preferably matching, contribution.

The Members were also informed that PMAGY marked a paradigm shift in the approach to development of the Scheduled Castes in the country. While earlier, this was sought to be done almost entirely through beneficiary-oriented Schemes, this is the first time when an area-development approach is being adopted by specifically targeting SC-majority villages in a Centrally-sponsored scheme.

Participating in the discussion, the Members generally welcomed the Ministry's initiative in this regard and suggested that enhancement in central assistance should be considered on priority.

The Members who attended the Meeting were : Smt. Usha Verma, Sh. Shakti Mohan Malik,  Sh. Arjun Munda, Sh. Thangso Baite, Sh. P.L. Punia and Shri Pramod Kureel.

Approval for the Project of four laning of Ranchi-Rargaon-Jamshedpur section of NH-33 in the State of Jharkhand under NHDP Phase-III

New Delhi: August 20, 2010.

 

The Cabinet Committee on Infrastructure (CCI) today approved the implementation of the project of four laning of Ranchi-Rargaon-Jamshedpur section of NH-33 from 113.73 Km to 277.50 Km in the State of Jharkhand under NHDP Phase III on Design, Build, Finance Operate and Transfer (DBFOT) basis.

 

The total project cost is estimated at Rs. 1479 crore under DBFOT pattern.   The concession period is 15 years including a construction period of 30 months. The Government will also meet the

expenditure amounting to Rs 55.84 crore for land acquisition and other pre- construction activities for the project.

 

The implementation of the project will reduce the time and cost of travel for the traffic plying between the capital city of Ranchi and the industrial township of Jamshedpur in Jharkhand.  It will also increase the potential of employment opportunities for local labourers in the project activities.

 

BACKGROUND:

 

In  March 2005,  the Cabinet gave approval for four/six laning of 4000 km. of National Highways under NHDP Phase IIIA on BOT basis.  Subsequently, approval for additional stretches for implementation of four laning was granted in May 2006, October 2006 and April 2007, for upgradation under NHDP Phase IIIA and IIIB.  A total tentative length of 12109 km is to be done at an estimated cost of Rs.80,626 crore.  The aforesaid stretch is a part of the approved stretches.
