But Kalmadi said such a possibility existed only after the Games. "There is no question of it.

The whole team is working day and night to make the Games a success," he insisted. The corruption allegations began with a Central Vigilance Commission report which pointed out financial bunglings in handing of construction and other contracts.

At least 80 people were killed and over 300 injured in flash floods triggered by a massive cloudburst that hit Leh town of Jammu and Kashmir's Ladakh region, washing away several government buildings and houses, police said Friday.Reports received here said the flash floods have washed away concrete structures, including government offices, paramilitary camps and residential homes, in the town.The headquarters of the Bharat Sanchar Nigam limited (BSNL), a government polytechnic, the ITBP camp, Central Reserve Police Force (CRPF) camp, some houses and government offices have been extensively damaged.

A huge cloudburst struck the town around midnight Thursday, triggering flash floods and mud slides, Inspector General of Police (Kashmir zone) Farooq Ahmad told IANS.

'Eighty bodies have been recovered so far. A massive relief and rescue operation was started by the police during the night. We have now been joined by the army and the Indo-Tibetan Border Police (ITBP),' Ahmad said.

Meanwhile,Observing that it wanted to "win the hearts and minds" of the people of Kashmir, the government today said it would resume dialogue and asked the separatists, including hardline Hurriyat leader Syed Ali Shah Geelani, to join it. Home Minister P Chidambaram told the Rajya Sabha that the Centre was keen on fulfilling its promises, including on the controversial Armed Forces Special Powers Act (AFSPA) and reduction of security personnel in the state, depending on the situation there.Mind you, Kalmadi faced more embarrassment when he made public ''doctored'' e-mails from the Indian High Commission to justify payments worth lakhs of pounds to a UK-based company for services provided during the Queen''s Baton Relay in London.

Organising Committee''s Joint Director General T S Darbari, who oversaw the QBR''s London leg, was suspended after the furore. A three-member probe panel is currently investigating the matter after the Ministry of External Affairs revealed that the e-mails were ''doctored'' to add the UK-based A M Films name as a recommended company for car rentals and other services.

Despite the damaging allegations, Kalmadi said, "We are doing a great job." "The CVC report has come and technical officials have given a preliminary report and it is true that some of the stadiums are still to be ready and Mr (Mike) Fennell (Commonwealth Games Federation chief) has also made some observations about that.

There is concern but while we are taking over stadiums, we are making sure that things are alright," he said. "In case they are not, we are asking the handlers to give in writing that they will be ok within a certain span of time," he added.

Rapid Action Force deployed in Jammu and Kashmir

A team of Rapid Action Force (RAF) has been deployed in the Srinagar valley to control demonstrations, which have left over 40 persons dead in the recent past.
The RAF squad that was dispatched from New Delhi reached Srinagar on Thursday evening.
The curfew imposed by the administration entered its eighth day on Friday, with the police and paramilitary forces deployed across curfew-hit areas patrolling to prevent civilian mobilisation and further demonstrations.
"Three companies of Rapid Action Force have come here yesterday and they carried out the flag march across the city today. Post their flag march the city is under control. You must have seen that there are no reports of any violence in the city. So, we can say that due to the addition of RAF to the other security forces here, the valley was comparatively calm today," said Partaker Triparti, Public Relation Officer of CRPF.
The RAF squad is specially trained to control violent crowds.
"The (RAF) personnel are experts in this. They are experts in handling mob and violent crowds. Wherever there is any kind of violence the RAF is very useful there," said Triparti. By Fayaz Ahmad (ANI)

Facebook protests lead to vigil against corruption

Assamese students in Delhi, expressing their concern over 'rampant corruption' in the state on Facebook, have planned a vigil in the capital Sunday to 'mourn the death of honesty of our politicians'.
The idea germinated on the Facebook page of an RTI activist, and attracted outpourings against corruption in the north-eastern state.
'We were supporting an RTI activist in Assam on Facebook. Very soon, we got a huge number supporting the cause. Through Facebook members decided to hold a vigil and there has been a huge response,' said 27-year-old Ruma Bhuyan, who is working in the capital.
A peaceful and non-political vigil will be carried out by educated Assamese youths and professionals at Jantar Mantar in Delhi and various places in Assam like Guwahati, Jorhat and Nagaon on the same day.
'We will protest with a black arm band at the Jantar Mantar from 3 p.m. to 5 p.m. and a candlelight vigil will be observed in Assam,' said another expatriate Assamese in Delhi, Aryama Dutta Saikia.
According to Pallavi Deka, a doctorate student and former general secretary of Jawaharlal Nehru University Student Union, the vigil was not targeted against any individual.
'It is for every corrupt official, be it a traffic policeman who let go a signal violator for Rs.10. We have aimed to awaken the youth of our state and stand against corruption.'
Aryama Dutta Saikia is one of the organisers of the vigil.

CWG corruption rocks Lok Sabha

The Lok Sabha was adjourned at 1 pm on Friday after the Opposition launched a concerted attack on the Union government over the alleged financial irregularities in the Commonwealth Games panel.
After a debate on the issue on a 'calling attention' motion moved by CPI MP Gurudas Dasgupta, the Opposition shook the House when Union Urban Development Minister Jaipal Reddy got ready to reply.
The Opposition said the Union government could not reply on the issue now and argued that a full-fledged discussion on it was already scheduled. They said the government should reply then.
Leader of the Opposition in the Lok Sabha, Sushma Swaraj, said there was no need for the government to reply as the matter had 'only come up for discussion' on Friday.
Speaker Meira Kumar also said she had given permission to Reddy to reply on the motion. He should have been allowed to speak, she maintained.
Parliamentary Affairs Minister P K Bansal said it was unprecedented that a minister was stopped from speaking.
CPI(M) leader Basudeb Acharia demanded setting up of a JPC on the "large-scale corruption scam", alleging that while a cricket stadium in Hyderabad was constructed at Rs 90 crore, the renovation of Jawaharlal Nehru stadium in Delhi cost over Rs 961 crore.
"There is no accountability. No one has been held responsible. Government says it does not have money to supply foodgrains," Acharia said, with Gurudas Dasgupta (CPI) saying this was "a loot of public money" as over Rs 50,000 crore was being spent on the games.
Seeking to counter the opposition, Congress member Sanjay Nirupam said it does not behove some of the opposition leaders to talk about corruption, a statement that led to protests. "You can't hang a person against whom charges have been made without trial".
Raising the issue during Zero Hour, he recalled that in the 1982 Asian Games, then Prime Minister Indira Gandhi was personally monitoring the projects by visiting the sites.
"What is happening today is total chaos and disaster, bringing the country to shame. ... You (government) are proving to the world that India is incapable of holding the games. Shame," he said.
The JD(U) chief Sharad Yadav and his SP counterpart Mulayam Singh Yadav claimed that the actual cost of hosting the CWG was around Rs 1 lakh crore, which was being spent in a surreptitious manner.

Satyam scam: Examination of Raju, others postponed yet again

Hyderabad, Aug 6 (PTI) The examination of the disgraced former chairman of Satyam Computers B Ramalinga Raju and nine other accused in the Rs 10,000-crore accounting fraud, was again postponed today, as one of the accused moved the High Court seeking reversal of procedures to commence the trial. The XXIth additional chief metropolitan magistrate court here adjourned the matter (examination of the accused) to August 11, following a request from one of the accused, Ch Srisailam.
Srisailam requested the court to adjourn the case saying he his petition, pending in the Andhra High Court, against the sessions court order that had on Wednesday dismissed his application to hear the accused before examination and framing of charges. Srisailam filed the revision petition in the sessions court after magistrate BVLN Chakravarti, who had earlier dismissed his plea for hearing the charges against the accused ahead of their formal examination.
The court wants to examine all the accused, including Raju, following two CBI charge-sheets, before commencing the trial. Raju, undergoing treatment for Hepatitis-C at NIMS Hospital and has not been attending court proceedings since last September,would be examined at the hospital through a questionnaire, while the remaining nine accused would be taken up in the court itself.
The counrt had earlier adjourned the case on July 23, 26, and July 29 pending Srisailam''s petition.


Israeli colonel spills Kashmir beans

Jersusalem, Aug. 5: Imagine that! Indian Army generals being lectured on human rights by their Israeli counterparts in Jammu and Kashmir!

With Kashmir on the boil once again, this may be a significant one among many keys to unravelling recent events which have brought the troubled northern state to its current pass and why the situation on the ground threatens to get worse.

According to Daniel Reisner, Indian generals have been telling the Israelis during formal exchanges that every door in Kashmir that is suspected of hiding weapons behind them ought to be kicked open and if weapons are found, those occupying the houses should be "treated" as terrorists engaged in or aiding the insurgency.

Reisner was a senior member of Israeli Prime Minister Ehud Barak's delegation to the failed Camp David talks in July 2000, brokered by President Bill Clinton on a "final status settlement" to the Israeli-Palestinian conflict.

A reserve colonel now, he once headed the international law department of the Israeli Defence Forces' (IDF) Advocate General's Corps and had key responsibilities in the investigation or prosecution of Israeli soldiers for civil and human rights violations during the Palestinian intifada in the occupied territories.

In America, Reisner is viewed as the Israeli equivalent of US federal judge Jay Bybee, who wrote the now infamous Bush administration memos arguing for the legality of torture.

This is because of Reisner's role in rewriting the IDF's rules of engagement of Palestinians who threw stones at Israeli soldiers or incited other forms of attack against Israelis in the West Bank and Gaza much the same way Kashmiri youths are today throwing stones and attacking security forces in Kashmir.

Israel, according to Reisner, stopped dealing with such attacks as a law and order problem and hardened its response about seven years ago after he helped rewrite the IDF's rules of engagement.

Even so, the callous and insensitive statements he attributed to Indian generals about civilian unrest in Kashmir appear to have shocked the Israelis, who are among those most criticised in the international community for alleged human rights violations in dealing with the Palestinians in territories occupied by Israel after the 1967 Arab-Israeli war.

This came through during Reisner's interaction last week with a group of Indian journalists visiting Israel.

Reisner, who continues to be a key adviser to the Israeli government on the Arab-Israeli peace process indicated that the Israelis, from their experience, told the Indian generals that their army's policies in Kashmir will not work unless they wanted to cut off their civilian adversaries altogether as Israel has now done in the Gaza Strip following the ascent of Hamas to power.

Reisner did not identify the generals, although he made it clear that their idea of breaking down every door in Kashmir which is suspected of hiding weapons with impunity was not an isolated view and that it represented the collective approach of the Indian security forces.

India engages in intense and extensive interaction with the Israeli defence establishment. Israel is now the second biggest source of arms for India and may soon overtake Russia as its No.1 arms supplier, according to sources here.

Ironically, even as the Indian Army has been advocating unrestrained and irrational use of force in civilian unrest as their policy, according to Reisner, the ministry of external affairs (MEA) has issued a spate of statements criticising Israel for the use of force against Palestinians.

In one of several such statements about the situation in the Gaza Strip which would appear to be a case of the right hand of the Indian government not knowing what its left hand is doing, MEA stated: "It is disappointing to note that the use of disproportionate force (by Israel) is resulting in a large number of civilian casualties (in Gaza) on the one hand and the escalating violence on the other.

"This continued use of indiscriminate force is unwarranted and condemnable. The government of India urges utmost restraint (by Israel) so as to give peace a chance as the peace process may well get derailed irreversibly."

In a recent reply to the Lok Sabha, the government reported that during a 23-day period upto January 18, 2009, "over 1,200 Palestinians, including civilians and children, were reportedly killed. Thirteen Israelis are also said to have been killed".

The Lok Sabha was also told that India had called "for an immediate end to the disproportionate and condemnable use of force (by Israel), particularly against civilians, and for the restoration of peace".

Last week, external affairs minister S.M. Krishna drew attention of Lok Sabha members to India's condemnation of Israel's attack on a flotilla of ships which attempted to break Tel Aviv's blockade of Gaza in May.

That action resulted in the loss of nine lives and injuries to several others.

Krishna quoted from India's condemnation of the attack on the flotilla: "India deplores the tragic loss of life and the reports of killings and injuries to people on the boats carrying supplies for Gaza. There can be no justification for such indiscriminate use of force, which we condemn."

Last year, responding to a "flash appeal" by UN Relief and Works Agency (UNRWA) for Palestinian refugees, India gave $1 million for the affected families in Gaza.

In addition, to mark UNRWA's 60th anniversary, the UPA government enhanced its regular contribution to the agency to $1 million a year "in keeping with India's consistent and principled support for the people of Palestine".

Reisner's on-the-record revelations about purportedly confidential exchanges between Indian and Israeli generals surprised Indian journalists, but they concluded it may have been a deliberate Israeli attempt to draw attention to New Delhi's double standards on tackling civilian unrest in Palestine on the one hand, and in Kashmir on the other.

If that is so, it could not have come at a worse time for India when human rights organisations worldwide are once again waking up to the Kashmir "problem"

New Delhi, Aug. 5: Heads rolled today at the Commonwealth Games organising committee over corruption allegations but its head Suresh Kalmadi stayed firmly in place.

The committee executive board even suspended a member who had quit as the committee's deputy director-general three months ago, claiming it had not then accepted Sanjay Mohindroo's resignation.

The others suspended were joint director-general T.S. Darbari, a close Kalmadi aide, and a relatively junior functionary, accounts department officer M. Jayachandran, over the allegedly irregular hiring of UK firm AM Films for the Queen's Baton relay in London last October.

Asked why Kalmadi had been spared, sports minister M.S. Gill indicated that removing him just 59 days before the event might not be wise. "With the Games so near, you change horses and you may not even get a horse."

Pressed, Gill said he didn't want to say more because "there are complications (chakkar)". He, however, hinted that Kalmadi's removal might not be easy because of clauses in the agreement signed with the Commonwealth Games Federation in 2003 to host the event.

Investigation of the London relay-related allegations would be handed over to the Enforcement Directorate, committee secretary-general Lalit Bhanot told a news conference that Kalmadi skipped. He said Kalmadi would face the media only if necessary.

Bhanot, however, avoided answering why the committee had not yet lodged an FIR on the doctoring of the email with which Kalmadi had tried to prove his innocence in the London controversy.

Committee treasurer Anil Khanna too resigned today after it emerged that Australian firm Rebound Ace, whose Indian branch has his son Aditya as CEO, had supplied surfaces for the Games tennis venue. Khanna, though, said he was not a committee office-bearer when the contract was awarded.

A.K. Mattoo has been appointed the new treasurer. Mattoo had resigned from the same post in January after differences with Kalmadi.

Asked why senior officials, including Kalmadi, should not own responsibility for the corruption allegations, Bhanot appeared to pass the buck to junior officials. "There are 1,500 people working in the committee and it's difficult to know what the person on the first floor (the top brass sit on the third floor) is doing. Senior management is not directly controlling all the staff. No individual has any financial authority; it's done collectively by the board," he said.

New Delhi, Aug. 5: Mamata Banerjee today virtually ran from Parliament's Central Hall to the Lok Sabha and drenched the House in a shower of "shayari", all because Mulayam Singh Yadav appeared to be angling for minority votes.

Mamata was seen bustling into the House and egging on party MPs to join issue with the Samajwadi Party leader who had just alleged government apathy towards Urdu newspapers.

That was enough to kick off a scramble, with the Left and even the BJP competing to register their claims over the Muslim vote bank. An issue that was to be disposed of through a special mention turned into a full-fledged debate, compelling leader of the House Pranab Mukherjee to declare the government would take all necessary steps to promote and protect Urdu.

"I love shayari; it's so powerful," Mamata said, underlining her commitment and love for the Urdu language. She went on to recite one Urdu poem after another, reading out from her notes, presumably written in the Bengali script.

It all began when Mulayam received the Chair's permission to make a special mention of how the government had allegedly stopped publishing advertisements in Urdu newspapers. Mulayam said the government was trying to finish off the language.

Even before Mulayam had finished, Mamata, who had left the House, was seen rushing back. She sat down behind Sudip Bandopadhyay and whispered something to him. Sudip immediately raised his hand for a chance to speak.

Speaker Meira Kumar appeared reluctant, mentioning how members were waiting to raise zero-hour issues. Sudip eventually prevailed and rose to declare that Urdu was a very sweet language and his party would fight to protect it.

But the race was wide open by then. The BJP's deputy leader, Gopinath Munde, sprang a surprise and sympathised with Mulayam's concern even as ally Shiv Sena's MPs were seen fretting and fuming. Senior BJP leaders such as L.K. Advani were not in the House.

"Urdu bhasha desh ki bhasha hai, kisi dharm ki bhasha nahi (Urdu is a language of the country and not of any religion)," Munde said. He demanded that Urdu newspapers be protected, setting off a round of desk-thumping.

With a BJP leader backing Urdu, the Left couldn't afford to be left behind. The CPI's Gurudas Dasgupta raised his hands, followed by the CPM's Basudeb Acharya.

But they had to wait: the Chair had given right of way to Jammu and Kashmir MP Mirza Mehboob Beg, who thanked the members for their concern for Urdu.

Now the ball seemed ensconced in Kashmir's court, with renewable energy minister Farooq Abdullah taking charge. Pointing towards Shatrughan Sinha, he said Urdu was surviving because of Bollywood.

Health minister Ghulam Nabi Azad, another former Jammu and Kashmir chief minister, then took over. Eventually, Shatrughan had his say on the language before the comrades got their opportunity.

All this made Mamata restless. She got up and walked towards Azad and sat down beside him in the front row. The health minister was seen telling her something, which she scribbled on a piece of paper.

Apparently, it was "shayari".

Armed with the poem — or poems — Mamata was seen appealing to the Chair with folded hands. She received permission to speak.

Looking pleased, the Trinamul Congress chief got up and let loose four Urdu poems, ignoring BJP members' taunts that it was all a ploy to woo the Muslim voter.

The railway minister, who had peppered her rail budget speech with Urdu couplets, demanded a comprehensive plan for the development of the language and increased reservation for Muslims.

"Khudi ko kar buland itna ke har tadbir se pehle/ Khuda bande se khud puchhe ke bata teri raza kya hai (make yourself so strong that before you plead for anything, God Himself asks you, 'tell me what's your wish')," she recited.

She ended with the opening lines of Ram Prasad Bismil's patriotic song: "Sarfaroshi ki tamanna ab hamare dil me hai/ Dekhna hai zor kitna bazuye kaatil me hai (the desire for sacrifice is now in our hearts; let's see how much strength lies in the enemy's arms)."

This appeared directed at the CPM. On being asked, politburo member Sitaram Yechury scoffed: "She read out Urdu shayari from the Bengali script. The political meaning is quite clear."

Dear Sir:
I am writing today regarding a matter of utmost urgency – the continuing evictions and take over of land that the Government of Orissa is carrying forward in the three gram panchayats of Gadkujang, Nuagoan and Dinkia to secure land for the POSCO project in direct violation of the MoEF's own explicitly stated position and the recommendations of the (Ashish Kothari) Special Committee appointed by your ministry to look into the FRA violations in the POSCO project area.
The residents of the three gram panchayats have historically lived and built a strong economy in this area. They have cultivated the said land (4004 acres) for over a century and have time and again made visible that they are part of a consistently productive and very remunerative economy. As such therefore compliance with the FRA is crucial if the rights of ordinary Indians has to be protected.
Earlier this year on Jan 8th 2010, your Ministry had issued a clarification stating that the Forest Clearance issued to the POSCO project was conditional, and subject to fulfillment of other requirements including certificates from gram sabhas of the affected area stating that (a) The process of implementation of the Forest Rights Act is complete and all rights have been recognized, and (b) That they consent to the diversion after being informed of the nature and details of the project and rehabilitation project.
To date, the gram sabhas of the area have not given their consent to the POSCO project—on the contrary, Nuagaon, Gobindpur and Dhinkia gram sabhas have categorically opposed the diversion of land for the POSCO project. In addition, the 3-member National Forest Rights Act committee of the Union Ministries of Environment and Forests, and Tribal Affairs, headed by Ashish Kothari which visited the POSCO project area has confirmed numerous FRA violations, and recommended in a press conference that no forest land can be diverted unless the rights of the people dependent on the forest land are settled under the Act.

In light of these facts, continued takeover of land by the Government of Orissa is clearly illegal and violates the rights of Indian Citizens, besides escalating an already tense situation in Orissa. I fail to understand why the MoEF has not yet revoked the Forest Clearance granted to the POSCO project.
As an advocate of human rights, I am concerned that the lives of ordinary citizens seem to matter less and less to the Indian government in comparison to the demands of corporations. I urge you to respond to the crisis immediately and facilitate its fair resolution:
1. By issuing the necessary notifications/letter required to stop the Orissa government from continuing with the illegal land acquisition.
2. By immediately withdrawing the Final Clearance that your ministry granted for the project in spite of the Forest rights Act not being complied with.

Call all-party meet, BJP tells PM

The BJP on Thursday met Prime Minister Manmohan Singh and asked him to call an all-party meeting to discuss the situation in the Valley. Urging the PM to act quickly and decisively to restore peace in the Valley, the main Opposition told him that the Omar Abdullah government had become "extremely unpopular". It, however, neither sought the CM's resignation nor imposition of Governor's Rule in J-K as it pointed out that the writ of the state government no longer prevailed.
In line with its hardline stance, the BJP asked the PM to first bring the situation under control, rather than give any political package, and also sought an end to steps that demoralised the security forces.
BJP leaders said the PM assured them that a political package, as sought by Omar, was not on the agenda, as the priority now was to restore peace. Singh also favoured the idea of an all-party meet on the issue, Leader of the Opposition in Lok Sabha Sushma Swaraj said.
By political package, Omar meant a re-look at the Armed Forces Special Powers Act, rehabilitation package for youngsters who had crossed over to Pakistan-occupied Kashmir and compensation for victims of the ongoing trouble. The BJP is against any such step as it feels that it would embolden the separatists.
"The government is clueless on tackling the situation. Earlier, there used to be terrorist violence. It has now turned into mob violence," senior BJP leader L K Advani was quoted as telling the PM by Swaraj. Accompanying Advani, Swaraj and Leader of the Opposition in Rajya Sabha Arun Jaitley were BJP MLAs from the state. A memorandum submitted by the legislators said there was a "personal resentment" against the CM.
The CPM, meanwhile, asked the PM to send an all-party parliamentary delegation to the Valley to hold discussions with all sections of the polity. The people of Kashmir have to be told that "the entire Indian political process is concerned about their problems," CPM Politburo member Sitaram Yechury said.

Steps to control prices have worked: Pranab

New Delhi, Aug. 5 -- Finance Minister Pranab Mukherjee on Thursday said the Centre had taken all possible steps to counter inflation and asked Opposition parties to refrain from indulging in a blame game since the problem could only be solved through a collective effort.
"It is for the states to take action against hoarders and revamp the public distribution system (PDS) to check prices," Mukherjee said in reply to a motion moved in the Rajya Sabha on Wednesday by leader of the Opposition Arun Jaitley. After the hour-long reply, which was followed by Jaitley's rejoinder expressing dissatisfaction with it, the House unanimously adopted a resolution asking the government to take steps to control inflation.
The finance minister admitted that shortage of supply of food items like pulses and edible oil, along with hardening of international prices, had compounded the situation, yet the government's efforts had brought down food inflation from 21 per cent last December to 9.55 per cent at present. Mukherjee said he did not believe in passing the buck to the states, but most areas in controlling prices such as the PDS and Essential Commodities Act lay with them.
He rejected the Opposition charge that the Centre was insensitive to the plight of the poor. "No insensitive government takes welfare steps like NREGA and providing right to education till 14 years, initiated by the UPA regime.
" He cautioned against reckless spending by the government, saying he did not want a repeat of the humiliation India faced in 1991 when it had to pledge gold for a few million dollars. In his response to Mukherjee, Jaitley said the minister failed to assure the nation as to how he intended to tackle inflation.
"He has rationalised the causes of inflation and expects the nation to be prepared for inflation in future," Jaitley said. No interference in GST Pranab Mukherjee on Thursday sought to allay the fears of state governments that the Centre would usurp their powers through a veto provision in the Goods and Services Tax (GST).

India hints at Pakistan role in Kashmir unrest

Home minister Palaniappan Chidambaram hinted on Friday that Pakistan could be behind weeks of violent anti-India protests in the disputed Kashmir region, a move that could hurt the nuclear-armed rivals' attempts to improve ties.
This is the first time New Delhi has linked Pakistan to the violence in Kashmir that has killed nearly 50 people since June. Earlier India had said Pakistan-based militants were inciting trouble in Kashmir, a region divided between India and Pakistan and which both claim in full.
"Pakistan appears to have altered its strategy in influencing events in Jammu and Kashmir," Chidambaram told the parliament during a debate on the protests, among the biggest since a separatist revolt against Indian rule broke out in 1989.
"It is possible that they believe that relying upon civilian unrest will pay them better dividends. But I am confident if we are able to win the hearts and minds of the people ... those designs can be foiled."
There were fresh pro-independence protests in several places in Kashmir on Friday. At least two people were wounded when police opened fire on thousands of protesters in Sopore town in north Kashmir.
The minister's comments could be seen by Islamabad as a provocation, damaging prospects for improving ties that plummeted after the 2008 Mumbai attacks that killed 166 people and derailed a sluggish four-year-old peace process with Pakistan.
So far, the latest violence in Kashmir has appeared to have little impact on relations.
The two sides last held peace talks in July and those ended in acrimony over the attacks, even though the dialogue itself is seen as a tentative step toward improving ties.
Divided Kashmir remains at the heart of the dispute between India and Pakistan, with both sides claiming the Himalayan region in full. They have fought two of their three wars over it.
India accuses Pakistan of fuelling unrest in Kashmir, but Islamabad says it only lends moral support to what it calls Kashmir's independence movement which has killed tens of thousands of people.
In June, India blamed Pakistan-based Lashkar-e-Taiba (LeT) militants for the Mumbai attacks, but Kashmiri separatists say protests by crowds of mainly Muslim youths are generally spontaneous.
LeT was founded in 1990 to fight Indian rule in Kashmir and is based in Pakistan's Punjab province.
Militant violence has fallen dramatically in recent years but popular protests have continued. In 2008, the region witnessed the biggest protests against Indian rule in two decades.
Kashmiri separatists want to carve out an independent homeland or merge with predominantly Muslim Pakistan.

Cameron, Zardari pledge unity

London, Aug 6 (IANS) In their efforts to minimise ongoing tensions between Britain and Pakistan, Prime Minister David Cameron and visiting President Asif Ali Zardari Friday insisted that the two countries have an 'unbreakable' relationship.
During a meeting at British premier's country retreat, the two leaders attempted to smooth over the row sparked by the Cameron's recent remarks that Pakistan is 'exporting terror', the Daily Telegraph reported.
Cameron and Zardari also discussed ways to step up cooperation in the fight against terrorism and the situation in Afghanistan.
Cameron said: 'The president and I have been talking about what we see as an unbreakable relationship between Britain and Pakistan based on our mutual interests....
'Above all what we've been talking about is our strategic partnership and how we can deepen and enhance that partnership to make sure we deal with all the issues where we want to see progress - whether that is in trade, whether it is in education and also in the absolutely vital area of combating terrorism, where we want to work together to combat terrorism.'
'Whether it is keeping troops safe in Afghanistan or keeping people safe on the streets of Britain, that is a real priority for my Government, and somewhere where, with Pakistan, we are going to work together in this enhanced strategic partnership,' Cameron said.
'This is a friendship that will never break, no matter what happens,' Zardari said.
A joint statement revealed that the prime minister has accepted an invitation to make an 'early visit' to Pakistan.
'Both leaders discussed the role being played by the (Pakistan) democratic government in fighting against terrorism,' the statement said.
'The Prime Minister recognised the sacrifices made by Pakistan's military, civil law enforcement agencies and people in fighting violent extremism and militancy,' it said.
Asked to confirm that the leaders had addressed Cameron's remarks in India, an official merely replied that there had been a 'detailed and very constructive, fruitful discussion on counter-terrorism issues'.

Angry Supreme Court cites Charles Dickens in Bhopal gas case

New Delhi:  Taking a dig at the slow pace of judicial proceedings, the Supreme Court on Friday said it would perhaps take another 25 years before the Bhopal gas tragedy case is decided by it and by that time the victims would be dead.

"It took the trial court 25 years to decide the case. It will then come on an appeal in the High Court where it will drag on for another 15 years. After that, it will come to the Supreme Court where it will go on for another 10 years. By that time, the victims will all be dead," the apex court said.

Justice Markandeya Katju, heading the bench which included Justice T S Thakur, made the remarks while expressing ire at the protracted delay in disposal of the cases as litigants/advocates take undue advantage of the loopholes in the legal system.

The Bench cited a Charles Dicken's novel where a reference is made to a civil dispute involving two families, Jarndis Vs Jarndis that dragged on for over a century.Share on SocialGmail BuzzPrint

"In that case, the matter dragged on for 100 years, several generations had died. The descendants, the advocates and the judges were not aware what was the case about but they were fighting it. India is also becoming like that. Cases keep dragging," the apex court said.

Justice Katju made the observations while dealing with a SLP in a 24-year-old civil dispute.

"This is a 24-year-old case and you are filing a SLP," the Bench said while refusing to entertain the case.

On August 2, CBI had moved the apex court seeking restoration of the stringent charge of culpable homicide, which attracts maximum punishment of 10 years jail term, against the accused in Bhopal gas leak case.

It has urged the apex court to recall its 14-year-old judgement that had diluted the offence in the December 2-3, 1984 incident to a mere charge of causing death due to rash and negligent act against former Union Carbide India Chairman Keshub Mahindra and six others.

Besides Mahindra, Vijay Gokhale, the then Managing Director of UCIL, Kishore Kamdar, the then Vice President, J N Mukund, the then Works Manager, S P Choudhary, the then Production Manager, K V Shetty, the then Plant Superintendent and S I Quereshi, the then Production Assistant were convicted and sentenced to two years jail term by a trial court in Bhopal on June 7.

The trial court verdict had sparked an outrage and civil society activists and political parties sought an appeal against it, maintaining the accused had been tried under a less stringent provision of law for the world's worst industrial disaster that left over 15,000 people dead and thousands maimed.

Iran suspicious over WikiLeaks disclosures

New Delhi, Aug 6 (ANI): Iran is suspicious about the revelations made by web portal WikiLeaks, exposing the dubious designs of Pakistani spy agency Inter-Services Intelligence in targeting Indian interests in Kabul and role of Tehran in fuelling insurgency in Afghanistan.
WikiLeaks, the whistle-blower organization has posted over 90,000 classified reports about the Afghan war, which exposes ISI's profound links with Taliban, and its complicity in terrorist attacks on Indian interests in Afghanistan, including attack on the Indian Embassy in 2008.
The disclosure of a six-year archive of classified US military documents by the WikiLeaks.org website underscores deep suspicions about the role of ISI in War against Terror.
"We are suspicious of revealing of these documents because issues raised in these documents are not new ones," Iran's Deputy Foreign Minister Mohammad Fathollahi told reporters in New Delhi.
Fathollahi further said that by releasing this report "special goals and objectives" are being followed in order to create an atmosphere.
"We believe raising of these issues at this time which we know in the past they have existed we consider it as a kind of strain for development, stability and political process of Afghanistan," he said while commenting on WikiLeaks report.
India sees validity in the leaked documents, which vindicates New Delhi's charge of complicity between terrorist networks and ISI.
US has already initiated investigations in the biggest leak in its defence history, and Pentagon is now said to be searching for moles in US Afghanistan operations.
The Iranian Deputy Foreign Minister is visiting Delhi and has held comprehensive 'consultations' on Afghanistan with External Affairs Minister SM Krishna and Foreign Secretary Nirupama Rao on Thursday.
Iran and India share almost identical positions and "close viewpoint" on development of Afghanistan.
Speaking on reconciliation and reintegration of Taliban militants in Afghanistan, Fathollahi said: "We disagree that that trouble in Afghanistan has a military solution, we don't agree that the presence of foreign forces in Afghanistan is a solution. Government of Afghanistan should be trusted."
Fathollahi denied that there is any pressure on New Delhi from Washington to downgrade its relationship with Tehran.
He also told reporters that the Chahbahar port is partially ready, having two-and-a-half million tones of uploading capacity and soon it will be developed further so that Indian goods can be transited into Afghanistan.
Fathollahi visit to New Delhi is the second ministerial visit in less than a month and follows the July 9 joint commission meeting at which Tehran had relented to expedite work at the Chabahar port that could deepen India's outreach in both Afghanistan and Central Asia. By Naveen Kapoor (ANI)

U.N. climate deal retreats as Bonn talks end

BONN(Reuters) - U.N. climate talks have moved backward rather than forward toward a hoped-for deal later this year as nations make slow progress on pledges to cut greenhouse gas emissions and add more proposals to the working document.
As talks in Bonn on a new climate treaty draw to an end on Friday, the frustration of delegates with the process this week is clearly felt, and a deal in Mexico this year seems unlikely.
This week's meeting is the penultimate before a meeting set for the end of November in Cancun, Mexico.
"I came to Bonn hopeful of a deal in Cancun, but at this point I am very concerned as I have seen some countries walking back from progress made in Copenhagen," said Jonathan Pershing, the U.S. deputy special climate envoy.
A new climate text under discussion has increased to 34 pages from 17 as new proposals are added or old ones reinserted.
It is a blueprint to guide negotiators in overcoming rifts between rich and poor nations when they meet again at the next session in October in Tianjin, China.
The European Union's co-lead negotiator Artur Runge-Metzger accused some countries of adding text in a "tit for tat" way.
"It is important in Tianjin to turn that spirit around."
U.N. climate chief Christiana Figueres said this was the last chance for countries to add to the text.
"If you see the bigger picture, we have progress here in Bonn. It is hard to cook a meal without a pot and governments are much closer to actually making the pot," she said.
SLOW PACE
The pace of negotiations has slowed as some countries have gone back on issues agreed last year in Copenhagen such as monitoring and measuring greenhouse gas emissions and ways of cutting emissions from rich nations and developing countries.
"The mitigation discussion even went backwards and became more polarized," said Gordon Shepherd at campaign group WWF.
Reducing emissions from deforestation and degradation (REDD) was also reopened over the definition of what it covered.
The Alliance of Small Island States complained rich nations' emissions cut pledges fell short of what was needed.
"We cannot anticipate any major shift from what we had in Copenhagen, which was a 12 to 18 percent reduction when the IPCC called for 25 percent. We are far from that in the aggregate figures," said the group's chair Dessima Williams.
The U.S. said the talks focused too much on putting the onus on only rich nations to deliver cuts, rather than all countries.
Climate finance is also an area of disagreement. The Copenhagen Accord last December set a long-term goal of raising $100 billion a year by 2020 to avert the effects of climate change and a short-term goal of $10 billion a year by 2012.
Pershing said some countries were seeking "staggering sums out of line with reality."
Another setback to the talks arose from the lack of legislation to curb emissions in the United States.
The U.S. Senate dropped efforts to put emissions curbs in an energy bill that is now focused narrowly on reforming offshore drilling, but the country has said it will stick by its 2020 target for reducing emissions.
"It has been taken as a signal by some that the process should be slowed or we should wait for the U.S.," Williams said.

White House: More bumps likely as economy recovers

White House economic adviser Christina Romer on Friday said it was important not to read too much into any one monthly employment report and there were likely to be more bumps ahead as the U.S. economy recovers.
"It is essential that we continue our efforts to move in the right direction and replace job losses with robust job gains," Romer said after the government reported the unemployment rate was unchanged at 9.5 percent in July for a second straight month, just below market expectations for a rise to 9.6 percent.

WikiLeaks expose: Pentagon wants Afghan war files back

Washington, Aug 6 (IANS/RIA Novosti) US Defence Department demanded that whistle-blowing website WikiLeaks return all US secret documents on the war in Afghanistan and erase the classified data already posted on the internet.
Last month, WikiLeaks released some 71,000 US military secret files on the war in Afghanistan dating from September 2004 to December 2009. The website is believed to have at least 15,000 more files with classified data.
'The Defence Department demands that WikiLeaks return immediately to the US government all versions of documents obtained directly or indirectly from the Department of Defence databases or records,' Pentagon spokesman Geoff Morrell said Thursday.
'We are asking them (WikiLeaks) to do the right thing. This is the appropriate course of action given the damage that has been done,' Morrell said.
The leaked documents contain a massive amount of classified data, from reports on the killings of civilians and lists of names of Afghan informers helping NATO troops, to reports that Pakistan's ISI intelligence agency is helping the Taliban in Afghanistan.
US Defence Secretary Robert Gates earlier said the publication of Afghan war files may lead to serious consequences for NATO troops and their Afghan assets.
Afghan President Hamid Karzai has denounced leaking the names of Afghan informants, saying 'their lives will be in danger now'.
The Pentagon, the FBI and the Justice Department are jointly probing the leaks.
The main suspect in the leak of the documents is jailed US private Bradley Manning, who had top-secret clearance as an intelligence analyst for the army when he was stationed in Iraq.
Pentagon investigators believe that Manning has accessed a worldwide military classified internet and e-mail system to download the documents.
Manning, 22, was charged in June with several violations of the US Criminal Code for allegedly transferring classified data without authorization.
Earlier this year, the Wikileaks website posted a video showing US troops firing repeatedly on a group of men, some of whom were unarmed, walking down a Baghdad street.
The website does not have a central office or any paid staff and its operations are run only by a small dedicated team and some 800 volunteers.
Wikileaks' founder, Australian activist Julian Assange, has no home address but he often pops up in Sweden and Iceland, where internet anonymity is protected by laws. He is being hunted by Pentagon investigators and as is suspected of releasing confidential US State Department documents.

Bangalore, Aug 6 (ANI): Reacting to the Congress party's 'Bellary Chalo' padayatra from Bangalore to Bellary to press the Bharatiya Janata Party (BJP) Government in Karnataka to order a CBI inquiry into the illegal mining issue, Tourism Minister G. Janardhan Reddy on Friday said Congress leaders are most welcome to visit Bellary District and witness the developments.
Addressing a seminar hosted by State's Infrastructure Development Department here, Reddy said: "We are welcoming all these Congress people, heartily to Bellary. I have told all my BJP workers to treat them like our guests. Let them come to Bellary and see the development of the Bellary because even Sonia Gandhi hasn't turned to Bellary."
"Sushma Swaraj is coming to Bellary. From last eleven years, how much development we are doing in Bellary. Let them come and see it," he added.
Reddy further said that there was no point in mooting this padayatra since the Karnataka Government has already banned export of iron ore.
The Congress leaders began their march from Bangalore on July 25, and will walk for 20 km every day, covering an average of three km per hour for 15 days.
The padayatra ends in Bellary on August 9.
The Reddy brothers are facing allegations of illegal mining of iron ores by encroaching upon a large chunk of forestland in the area causing huge damage to the environment. (ANI)

Shocking: Liquid soap for Rs 9,379

New Delhi: The Suresh Kalmadi-led Commonwealth Games Organising Committee (OC) may have some more explaining to do. A scrutiny of the final inventory and price list of several "overlays" — movable fixtures and fittings for venues and stadia — hired from four foreign firms reveals major anomalies.
The total cost of hiring these "overlays" is over Rs 600 crore and the inventory list shows several cases where there is a huge price differential for the same item.
The overlays include first-aid kits, water dispensers, lecterns, office stationery, staircases, bookshelves, curtains, doormats, barricade golf carts, fire extinguishers and emergency lights.
Consider:
* After a bidding process, the OC selected four foreign firms for their mega turnkey deal and, as it now transpires, while one vendor, Nussli of Switzerland, for instance, is charging Rs 187 for renting out each "liquid soap dispenser," another firm, British consortium ESAJV, is charging Rs 9,379 for the same item. While the Hong Kong-based Pico Deepali Overlays Consortium is charging the OC Rs 2 for a single disposable glass, the ESAJV consortium is charging India Rs 37 per glass.
* All the hired items were split into seven operational "clusters" covering all the 60 venues of the Games. Each cluster is made up of specific stadia and venues.

* For instance, a 82.5 KVA generator set is hired by OC for Rs 4.65 lakh from Pico Deepali. A generator of the same specifications was hired from Nussli for Rs 14.58 lakh.
* There is a difference of almost Rs 60 lakh for hiring a single public display system of identical size and pitch between Pico Deepali and ESAJV with several such systems being hired for a single games cluster.
Asked about these discrepancies, senior OC members said it was now standard international practice for overlays to be rented per cluster for large sporting events and that the contracts were awarded to the four foreign vendors since their bids were "overall" the lowest.

They said that in such transactions, it was understood that a large quantity of the overlays would be refurbished or brought in second-hand, while other items like furniture, carpets, stationery and toiletries would obviously be new.
Said A K Saxena, OC's Joint Director General (overlays and procurement), told The Indian Express: "There are a few internationally reputed firms who deal with overlays and we have no option but to negotiate on the basis of entire clusters. There may be a price difference between identical items but we have only looked at the lowest bidder for entire clusters and there may also be difference of quality in the items."

Other OC officials admit it took them almost two years to resolve the muddle over overlay rentals since the agencies constructing the venues showed a reluctance to furbish the interiors themselves. Lalit Bhanot, OC's Secretary General, said that they had -- at an earlier stage -- requested for experts from the Central Vigilance Commission and the Delhi Metro Rail Corporation to be part of the hire procedure.
"When no expert joined us, we did the procurement ourselves and picked companies which were not only the lowest bidders but had also done events like the Beijing Olympics and the FIFA World Cup," he said.
He admitted that after the Games, the empty venues would be handed back by the OC to the administrative bodies -- to be refurbished.
