Bamcef Activist KALE called me around NINE PM to inform that the Governement of India has confirmed Caste Census at last. He told me that he knew Nothing Else as he got the information from Pune Headquarter of Bamcef. They told him that TV Channels were breaking the News. I tried to get update from the TV imediately and failed. Kale was anxious to know the Result. I was puzzled to understnd the Strategy of the Ruling manusmriti Hegemony as BJP violated the RSS line to make consensus on the issue.I am afraid that the Result may be the same as it has been seen in the case of Mandal commission report. Meanwhile official reports confirm that  more than Fifty Six Thousnad post meant for Resrved Categories lye VACANT. Liberation, Privatisation and Globalisation have maded reservation and Quota quite IRRELEVANT as I have been writing and speaking for long. The Group of Ministers (GoM) on caste-based census headed by finance minister Pranab Mukherjee Wednesday decided in favour of caste enumeration, official sources said.

The sources said that the GoM will convey its decision to the Cabinet for a final decision on the issue.

At its meeting July 1, the GoM had decided to seek the views of political parties in four weeks on the need for a caste-based headcount.

While the Bharatiya Janata Party (BJP) had told the GoM that the party was not against caste being enumerated in the ongoing census, the Congress said that it will go by the consensus view on the demand for caste-based census.

The GoM on caste census includes union ministers Sharad Pawar, AK Antony, P Chidambaram, Mamata Banerjee, M Veerapa Moily, Farooq Abdullah, Dayanidhi Maran, Kapil Sibal, Mukul Wasnik and Salman Khurshid.

Sources said that the caste census is expected to be done at the biometric phase of the census.

They said that there were suggestions within the government that the caste data of a person should be done along with the economic profiling.

The meeting comes in the backdrop of political parties such as the Samajwadi Party (SP), the Rashtriya Janata Dal (RJD) and the Janata Dal-United (JD-U) exerting pressure on the government to take an early decision on a caste-based census.

JD-U chief Sharad Yadav had last month written a letter to Mukherjee, urging him to expedite a decision on the issue.

BJP leader Sushma Swaraj, in her letter to Mukherjee, also said the caste-based census should be conducted in a manner that the integrity of the headcount is not affected.

Swaraj, who is Leader of Opposition in the Lok Sabha, said the party had already clarified in parliament that it was not opposed to the proposal.

Congress spokesman Manish Tewari had Tuesday said the United Progressive Alliance (UPA) was endeavouring for a consensus on the issue and the Congress will be with the consensus that emerges.

Decks were cleared for inclusion of caste in the census with a Group of Ministers tonight approving the exercise to be undertaken from biometric stage, capping months of uncertainty over the issue that had divided many parties. The GoM, headed by Finance Minister Pranab Mukherjee, met a few days after the deadline ended for political parties to submit their views on the ticklish issue. The biometric phase, expected to start sometime in December, covers photographing, fingerprinting and iris mapping of citizens for the National Population Register (NPR). Most of the political parties favoured inclusion of caste in the census which began on April one. BJP has already supported the inclusion of caste in census, a move being vociferously advocated by parties like SP, RJD and JD(U). Two days ago, the Congress Core Group headed by party chief Sonia Gandhi had deliberated on the issue amid differences in the party. While Congress formally did not write to the GoM, its views were articulated by Mukherjee who had given hints in this regard recently. Party strategists have been indicating that government could go in for the exercise at the biometric stage. Every person aged over 15 will be photographed and fingerprinted to create a biometric national database that will form the base of a new National Population Register of the nation's 1.2 billion population. The biometric stage would see camps being set up across the country to collect fingerprints and iris scan of people. BJP has favoured inclusion of caste in census despite reservations expressed by RSS. In Congress, AICC general secretary Digvijay Singh and Law Minister M Veerappa Moily have favoured the move openly while some others expressed reservations about inclusion of caste in census. A view in the party is that Congress would have to go in for inclusion of caste in census given the fact that backward classes are electorally significant. Besides, the party strategists recall that Congress lost ground heavily in the North in the wake of the Mandal Commission report on reservation for backward classes and does not want a repeat of that. The last caste census was carried out in 1931.

BJP differs with RSS on inclusion of caste in census

In a rare instance, BJP has differed with RSS over supporting inclusion of caste in Census, an idea still opposed by the Sangh founthead.
Leader of Opposition in Lok Sabha Sushma Swaraj on Monday said her letter to Pranab Mukherjee, who heads the Group of Ministers on the issue, giving BJP's assent to "canvassing of caste" in Census followed discussions with the RSS.
"BJP had discussed the inclusion of Caste in Census issue with the RSS. We went ahead with our decision despite disagreement with RSS on the issue," Swaraj said.
The BJP had given its point of view on why it favoured inclusion of caste in Census. While RSS is vehemently opposed to the idea as it feels India is one nation and there should be no divisions on basis of caste, creed, language, race or religion, it found the idea of including only caste--and not categories like OBC--in Census more palatable, sources said.
The Sangh felt that enumerating caste under OBC category, as is done for Scheduled Caste and Scheduled Tribe, would create more rift in society.
BJP President Nitin Gadkari himself discussed the issue with RSS Chief Mohan Bhagwat and conveyed the party view.
While the RSS did not object to BJP going ahead with the opinion, it still remains opposed to the idea as far as its own functioining is concerned.
Bhagwat reportedly said yesterday that he does not support inclusion of caste in Census.
Earlier, two BJP leaders Sumitra Mahajan and Raghunandan Sharma had met RSS leaders and later conveyed to the party that the Sangh was agreeable to the party giving its affirmation to inclusion of caste but its own views were unchanged.
Swaraj wrote to Mukherjee on Friday to give BJP's consent to the government's query on whether it agreed that canvassing of caste should be done in a manner that does not affect the integrity of the headcount (census).
By answering in the affirmative to this, BJP has now put the onus of ensuring that integrity of headcount is not affected, on the government.

PSU public holding rules axed to 10%

In a major relief to PSUs as also to investors from any possible flooding of floating stocks, the government today exempted the listed state-run firms from the mandatory condition of 25 per cent public holding.
Instead these PSUs would have to reach a level of 10 per cent public holding in three years for remaining listed, the Finance Ministry said here.
It may be recalled that the government had made it a must for listed companies to divest at least 25 per cent holding for the public from the promoters' stake from the prevailing norm of 10 per cent.
But within two months, the stringent condition was diluted in favour of PSUs amid fears that a host of issues, either initial or follow-on offers, could impact the disinvestment programme of the government.
"Every listed public sector company shall maintain public shareholding of at least 10 per cent...a public sector company which has public shareholding below 10 per cent on the date of the commencement of the Securities Contracts (Regulation) (SCR) Rules, 2010, shall increase its public shareholding to at least 10 per cent," the Finance Ministry said in its amendment to the norms, issued in June.
The Finance Ministry also asked listed private sector firms to increase public stake in them to 25 per cent in three years, as stipulated earlier.
"A (private sector) company shall increase its public shareholding to at least 25 per cent within a period of three years from the date of listing of the securities," the revised notification said.
Earlier in June, the government had made it mandatory for all listed companies to raise public holding to at least 25 per cent, with a minimum of at least 5 per cent stake a year by promoters to reach the threshold limit.
The amendments assume importance, since many experts have criticised the June norms, saying the market does not have the appetite for so many offers and the flurry of issues will dampen market sentiment.
"After this amendment, there will be substantial reduction on the number and amount of public issues expected to come to the market. This is a quite sensible and practical decision by the finance ministry," SMC Capitals equity head Jagannadham Thunuguntla said.
With the amendment to the regulation, there will now be 15 PSUs which will be required to meet the 10 per cent public holding norm, down from 35 which were to meet the 25 per cent norm.

Direct foreign entry into Indian stocks?
Now, liberalisation is fast staking claim to enter the most sensitive of Indian financial markets. India may allow foreign individuals to invest directly in its stock markets, said two people familiar with a new report prepared for the Ministry of Finance that recommends loosening capital controls.
The recommendation comes as top policymakers worry that global risk aversion could dampen foreign capital inflows, which India needs to fund its widening current account deficit and meet credit demand.
"There is already a first level evaluation. They are giving it now to the regulators to examine," said Ashvin Parekh, a partner at Ernst & Young in Mumbai, who helped advise the committee that prepared the report. "It's at an early stage," he said. A second person involved with the report, who spoke on condition of anonymity because the document is not yet public, also confirmed the recommendation.
India's financing needs are huge, especially for infrastructure projects, which some estimate could cost up to $1 trillion. The government is also selling off minority stakes in large state-run companies as it seeks to plug the fiscal deficit.
But there are few long-term sources of capital available in a nation where investments by pension and insurance funds are tightly regulated and commercial banks are still the primary source of corporate finance.
A 16-member committee was set up last November to broadly evaluate capital controls in India, covering individual and institutional inflows as well as private equity and venture capital investment. They handed their report, which has not been made public, to the Ministry of Finance last week.
In the central bank's July policy review, governor D. Subbarao warned that global risk aversion could slow capital inflows even as India's current account deficit widens.
"This may constrain domestic investment, which is critical to achieving and sustaining high growth rates," he wrote in his policy note.
Currently, India allows foreign institutions to invest in markets directly, but not individuals.
Parekh calculated that if it did, inflows from foreign individuals could total up to seven percent of total investments in listed stocks within five years.
He said individual investors are attractive to India because they tend to be stickier than institutional investors, who have a habit of making quick exits when the going gets tough - a lesson India was painfully reminded of during the Great Recession, when foreign institutions pulled their money out and sent the rupee into a tailspin.
"The institutional money can take flight and vanish. Retail will tend to be there for a longer period," he said. India has strict "know your customer" norms, however, which would be harder to meet with overseas investors.
"The regulator has a larger challenge because the identity of the real investors has to be ascertained," Parekh said.
India has again gained favor with global investors thanks to a faster than expected recovery and economic growth that hit 8.6 percent in the January-March quarter. Foreign institutions have poured $11.2 billion into Indian equities since January, up from $7.5 billion the same period last year.
Ministry of Finance officials declined comment. The Reserve Bank of India said it has yet to receive a copy of the report.FIIs park Rs 51,185 cr in Indian stocks
Affirming their faith in the India growth story, foreign fund houses have parked Rs 51,185 crore (USD 11.1 billion) in domestic stock markets so far this year, more than half of their record investment made in 2009.
An analysis of the data available with the capital market regulator Sebi showed that overseas investors so far in the current year are net buyers of Rs 51,185 crore. They had made a record net purchase of Rs 83,000 crore last year.
Analysts believe that the inflow is expected to continue in coming days also, as India is considered as one of the most favorite destination for FIIs among emerging economies.
"Indian economy is doing well and FIIs are bullish about the domestic markets. Their investment is expected to increase in coming periods," Kotak Mutual Fund Head of Equities Krishna Sanghavi said.
In the past week alone they infused Rs 5,590 crore into local stocks, as per the Sebi data.
With this huge inflow, local markets recovered during the past week and the Sensex made its fresh 2010 highs. On a week-on-week basis, the Sensex went up by about 276 points, or 1.5 per cent, to close at 18,143.99.
In June and July, FIIs made a total net investment of Rs 27,125 crore.
FIIs play a significant role in domestic equity markets and their movement (inflow and outflow) causes fluctuation in benchmark indices.
FIIs had pumped in a record Rs 83,400 crore in 2009 into the domestic equities, but started exiting in early 2010. In January, they were net sellers of Rs 500 crore.
But from February, the scenario started changing and they were net buyers of Rs 1,216 crore. In April, FIIs were net purchaser of shares worth Rs 9,361 crore, after pumping in a whopping Rs 19,928 crore in March.It's decided: Census to count caste

NEW DELHI: Despite the polarising response it evokes, the ongoing census is almost certain to enumerate caste. The pressure of other backward castes (OBC) groups, which have asserted themselves strongly in all political parties, is set to prevail over misgivings about a new wave of caste-based politics.

A group of ministers headed by finance minister Pranab Mukherjee will take a formal view on enumeration of caste after receiving the views of all political parties but the die seems to be cast. What needs to be now resolved is at what stage of the census this will be done and how the question would be framed.

Going by discussions in government so far, an enumeration of all castes might be on the cards. This would mean a comprehensive caste count that will tell what proportions of the population various sections represent, the first authentic figures after the 1931 census. Till now, NSSO and BPL surveys have provided a partial picture.

The only meeting of the GoM held so far had seen some differences in opinion with ministers like Salman Khursheed (minority affairs) and Mukul Wasnik (social justice and empowerment) backing a caste count while Kapil Sibal (HRD) differed. Defence minister A K Antony said he did not believe in caste. The meeting decided to ask parties to send in their views.

One of the issues raised at the meeting was that enumerating sub-castes would create a more fragmented polity with caste interests lobbying for proportionate quotas within broader categories like OBC, something that is already evident.

But such apprehensions as well as the argument that a caste count would not be able to change the Supreme Court-mandated 50% quota ceiling, have been swept aside by the political reality of OBC interests, particularly in north India. The OBC parliamentary forum has only recently given a fresh memorandum to Prime Minister Manmohan Singh to press for a caste count.

Apart from the OBC forum, JD(U) and RJD leaders Sharad Yadav and Lalu Prasad met finance minister Pranab Mukherjee to remind him of assurances offered to them by Congress chief Sonia Gandhi during the Budget session of Parliament. The BJP, too, has decided to reiterate the position outlined by Gopinath Munde -- an OBC leader -- in Parliament in support of a caste count.

BJP has raised a question over the integrity of the census and this has been considered by the home ministry as well. To rule out exaggerated claims, it is felt caste information could be recorded in the last stage of the census when biometric information will be gathered. This way the next stage due to begin in February 2011, will be just the headcount. The first stage, the household and family survey, is over.

Though the government has a window till the end of the year to make up its mind, it will find it extremely difficult to retrace its steps on a caste census without risking a major showdown with OBC groups. Thought is being given as to whether a compromise is possible with some sort of a halfway house where sub-castes are not listed. But with state lists at variance with the Centre, an all caste count may be inevitable.

OBC leaders see the census as an important step towards legitimising their claims to quotas as they have argued that backwards constitute between 52-54% of the population. The NSSO has pegged OBC population in rural areas at 38.5%, a claim that OBC leaders dispute.

The GoM on the caste census has some time to finalise its views as it will consider the responses of parties and changes in either the headcount form or in the biometric procedures are not time consuming. There is still time for the registrar general to effect changes in keeping with the government's decision. The GoM report will be considered by the cabinet.

Ending months of fractious debates across the political spectrum, a Group of Ministers (GoM), headed by Union Finance Minister Pranab Mukherjee, gave its seal of approval to the enumeration of caste in Census 2011 on Wednesday evening.
The GoM, sources said, has recommended that the caste head count should be done at the biometric stage. Most significantly, it will not be just an OBC headcount, but a comprehensive caste headcount, with every citizen being asked which caste he or she belongs to. This data will be tabulated and analysed later to arrive at figures of different castes in the country, it is learnt. The GoM's recommendations will now be taken to the Union Cabinet, and the caste head count should begin in December, official sources said. The biometric phase will cover photographing, fingerprinting and iris mapping of all citizens over the age of 15 for the National Population Register (NPR).
Wednesday's decision comes in the wake of the meeting on Monday of the Congress's Core Group – shortly after Congress president Sonia Gandhi returned to the capital – and decided that it would back a caste-based census, as well as the receipt of written replies from all political parties which had been asked by the GoM to give their views on the subject.
It may be recalled that the GoM was set up after parties, cutting across the political spectrum, had vociferously backed a caste headcount in May during the budget session of Parliament. Subsequently, when it appeared that the BJP was having second thoughts on the subject, because of RSS pressure, the Congress, which is deeply divided on the issue, decided that it would not proceed till it received written approvals for caste enumeration from all parties. Eventually, pushed by its OBC constituency, a reluctant BJP, too, gave its approval, leaving the Congress with no option but to go ahead with a caste headcount.

New Delhi A caste census is set to become a reality with the ruling Congress having made up its mind to give it a go-ahead despite sharp divisions within, it is reliably learnt.
With its partners, including the NCP and the DMK, having declared their support and the Opposition BJP also throwing the ball in the government's court, the Congress was left with few options.
The issue came up for discussion at the Congress Core Group meeting today which was attended by party president Sonia Gandhi who returned from the US last night.
While leaders like M Veerappa Moily and Digvijay Singh have openly backed a caste census, others, including Defence Minister A K Antony, are said to have expressed reservations. Union Minister Ajay Maken wrote to young MPs seeking to bring them together to oppose the move.
At the end of the acrimonious debate, the view in the Congress was that having already lost out in the Hindi heartland in the post-Mandal phase, the party might stand to lose further ground among OBCs if it was seen to be opposing their enumeration.
Last week, the BJP had said that "caste should be canvassed in such a manner and at such stage that it does not affect the integrity of the head count." Finance Minister Pranab Mukherjee, who heads the Group of Ministers on this issue, had written to political parties eliciting their views.
While the BJP's well-crafted reply appeared to re-iterate its support for a caste census — as it had spelt out in the Lok Sabha earlier — party strategists said they had left the door open.

क्‍या साहित्‍यकारों का हाल वेश्‍याओं से भी बुरा है?

विभूति नारायण राय और रवींद्र कालिया के कलुषित गठबंधन के विरुद्ध हिंदी में जो कार्रवाई हुई, उसने हिंदी लेखक-लेखिकाओं की ताकतों, कमजोरियों और विरोधाभासों को भी उजागर करने में 'मदद' की। लेखिकाएं कपिल सिब्बल से मिलीं लेकिन कोई लिखित ज्ञापन नहीं ले गयीं जिसमें विभूति नारायण के इस्तीफे या बर्खास्तगी की मांग की गयी होती। वे राष्ट्रपति से नहीं मिलीं जिन्होंने कुलपति-पद के उम्मीदवारों की सूची से राय के नाम का अनुमोदन किया था। वे प्रधानमंत्री, उनकी पत्नी और उनकी बेटी से नहीं मिलीं। उन्होंने सोनिया गांधी से मिलने का प्रयास नहीं किया। जो धरना ज्ञानपीठ के सामने दिया गया वह रेस कोर्स रोड, जनपथ और राष्ट्रपति-भवन के सिंहद्वार पर भी दिया जा सकता था।
हम 'जसम' की विडंबना की बात कर चुके हैं, लेकिन प्रगतिशील लेखक संघ, जिसके राष्ट्राध्यक्ष नामवर सिंह वर्धा गांधी विश्वविद्यालय में राष्ट्रपति के नामजद कुलाधिपति हैं, की चुप्पी शर्मनाक और निंदनीय है। यदि कुलपति लेखिकाओं को ''छिनाल'' कह सकता है तो 'विजिटर्स नॉमिनी' उसकी सार्वजनिक भर्त्सना अपना नैतिक कर्तव्य समझकर क्यों नहीं कर सकता? उधर हिंदी के कुछ लेखक-लेखिकाएं एक रहस्यमय विवशता में इस पूरे मसले पर या तो चुप हैं, या, जो और भी लज्जास्पद है, राय-कालिया का बचाव या समर्थन कर रहे हैं। इस लेखक ने विभूति राय और रवींद्र कालिया की बर्खास्तगी की मांग करने वाले एक सार्वजनिक पत्र पर दस्तखत किए हैं जिस पर करीब दो सौ हस्ताक्षर और हैं। इनमें शायद हिंदी की सभी विचारधाराओं के प्रतिनिधि होंगे। लेकिन यह कहना कठिन है कि उन सब ने सदिच्छा, ईमानदारी और क्षोभ के साथ इस अभियान में हिस्सा लिया होगा।
वर्तमान हिंदी परिदृश्य ने इतने व्यामोह और मनोविदलता को जन्म दिया है कि हर पार्टनर से उसकी पॉलिटिक्स पूछना अनिवार्य हो गया है। जब मैं इन हस्ताक्षरों को देखता हूं तो कुछ की कोई साहित्यिक पहचान नजर नहीं आती, कुछ कुप्रेरक या दोमुंहे प्रतीत होते हैं और कम-से-कम एक के बारे में मैं ही नहीं, सारा सुधी हिंदी संसार जानता होगा कि वह एक ऐसा 'बहादुर' है जो स्त्रियों को छिनाल से भी बदतर समझने में अपनी सिंह-विजय समझता है और मूलत: राय-कालिया बिरादरी का है।
किसी सोद्देश्य हस्ताक्षर-अभियान का अर्थ यह नहीं होता कि उसमें घुसपैठ कर कुछ धूर्त भी सुर्खरू हो लें- उसमें हमेशा एक जानकार, जागरूक 'मॉडरेटर' चाहिए। खुशी की बात है कि राय-कालिया टीम का भी एक हस्ताक्षर अभयान सामने आया है, और दुर्भाग्यवश उसमें कुछेक ऐसे समझदार दस्तखत भी हैं जो शायद पुरानी दोस्तियों को निबाह रहे हैं। लेकिन महज कुछेक। इन दोनों अभियानों की सूचियों ने हिंदी साहित्य के इतिहास में पहली बार एक आधारभूत गुणात्मक और नैतिक विभाजन को रेखांकित किया है। कुछ विवेक से काम लेते हुए यदि इन दोनों सूचियों को थोड़ा-सा संशोधित किया जाए तो यह पांडवों-कौरवों या द्वितीय विश्व-युद्ध के 'एलाइड' और 'एक्सिस' वाले पक्ष बन जाते हैं और इन दोनों पर अगले वर्षों तक एक सख्त नजर रखी जानी चाहिए।
इस मामले के कुछ और पहलू भी जागरूकता की मांग करते हैं। क्या वजह है कि कपिल सिब्बल से मिलने वाली किन्हीं भी लेखिकाओं ने उस मुलाकात का अपना ब्योरा और आकलन नहीं दिया है? कुछ दूसरी लेखिकाओं ने क्यों राय-कालिया का पक्ष लिया है या चुप्पी अख्तियार कर रखी है – हालांकि स्त्री-पुरुष दोनों लेखकों को यह अधिकार भी है कि वे इस मसले को इतना घिनौना समझें कि हलधर बलराम की तरह युद्ध से विरक्त हो जाएं। कुछ लेखक तो इसलिए गूंगे हैं कि वे आगामी वर्षों में स्वयं को ज्ञानपीठ पुरस्कार की 'शॉर्ट-लिस्ट' में देख रहे हैं लिहाजा उसकी 'ब्लैक-लिस्ट' से बच रहे हैं। यह भी है कि लेखिकाओं का एक बहुत छोटा प्रतिशत अपने 'कैरिअर' को गतिशील बनाने के लिए संपादकों, आलोचकों, सहधर्माओं, प्रकाशकों, प्राध्यापकों और निजी तथा सार्वजनिक साहित्यिक-सांस्कृतिक प्रतिष्ठानों के बीच कुछ ज्यादा-ही सक्रिय है – यद्यपि यदि पुरुष लेखक वैसा करते हैं तो स्त्रियां क्यों न करें, लेकिन दक्षिण एशिया में औरत होने की ही 'ऐसी ट्रेजिडी है नीच' – और मैं समझता हूं कि नारी-गरिमा के लिए कहीं भी अशोभनीय है और नैतिक रूप से संदिग्ध है। महिला-लेखक कम-से-कम पुरुष-लेखकों के पतन का अनुकरण तो न करें। इस प्रकरण में कुछ ब्लॉगों ने सक्रिय, जोशीली, पक्षधर भूमिका निबाही है लेकिन हिंदी का ब्लॉग-विश्व भी अत्यंत संदिग्ध प्रतिक्रियावादियों, कुंठित 'लेखकों', 'पत्रकारों', 'पाठकों', खुदाईखिद मतगारों, प्रगतिविरोधी तत्त्वों और देश के चतुर्दिक पतन से खलसुख प्राप्त करने वालों से बजबजा रहा है।
निस्संदेह कुछ अच्छे, सार्थक, विचारों के उत्तेजक टकराव वाले ब्लॉग भी हैं। लेकिन शेष अधिकांश हिंदी-समाज की गिरावट के प्रतिबिंब ही हैं। एक ही व्यक्ति अनेक नामों या अनामता से स्वयं अपने और दूसरों के ब्लॉगों पर आॅरवेलीय 'डबलथिंक' और 'डबलस्पीक' का लॅकैरीय 'मोल' या 'डबल एजेंट' बना हुआ है। कुछ महिलाओं के जाली नामों से लिख रहे हैं। कुल मिलाकर राय-कालिया जैसी उठाईगीर, बाजारू मानसिकता ने ब्लॉग जैसे सशक्त, कारगर माध्यम को कुछ ही समय में बर्बादी के कगार पर ला दिया है। वहां 'छिनाल' से भी ज्यादा अश्लीलता और चरित्र-हनन 'माउस' की एक 'क्लिक' पर कभी-भी, किसी के भी बारे में अवतरित हो सकते हैं। विडंबना यह भी है कि कंप्यूटर दुनिया हिंदी में आज भी बहुत सीमित है। लेकिन ठीक राय-कालिया और उनकी बिरादरी की तरह कई ब्लॉग-टिटहरियां यह समझ रहीं कि हिंदी भाषा, साहित्य और पत्रकारिता का आकाश जैसा भी है उन्हीं की डेढ़ टांग पर टिका हुआ है। एक अजाचारी, समलैंगिक सुखभ्रांति चतुर्दिक व्याप्त है जिसमें आत्म-रति, अपना और अपने निरीह परिवार का विज्ञापन, गिरोहधर्मा अहोरूपम् अहोध्वनि, रूमानी भावनिकता, भेड़ियाधसान, पर्वतमूषकत्व आदि संचारी भाव हैं। कई ब्लॉग राय-कालिया मामले पर एक मौसेरे भाईचारे में चुप्पी साधे हुए हैं, क्योंकि उनके संचालकों को वृहत्तर अकादमिक और ज्ञानोदय-ज्ञानपीठ परिवार से अनेक आशाएं हैं।
हिंदी में और अखिल भारतीय तंत्र में एक भयावह तत्त्व और है। यदि आप किसी भी क्षेत्र में मनसा-वाचा-कर्मणा वास्तविक नैतिक और विचारधारागत मतभेद रखते हैं तो आप न सिर्फ उस हलके में अवांछित (पर्सोना नॉन-ग्राटा) हो जाते हैं बल्कि आपका एक मौन-अलिखित बहिष्कार कुष्ठ या एड्सग्रस्त या अछूत दलित की तरह शेष हर क्षेत्र में होता जाता है। इसका आतंक अधिकांश भारतीयों को कायर, मौकाशनास, धूर्त और दोमुंहा बना देता है। दुर्भाग्यवश, आज के कठिन-सरल जीवन संघर्ष को देखते हुए अधिकांश युवा उसी की पनाह ले रहे हैं। इसलिए भी कि उनके अधिकांश वरिष्ठों ने उनके सामने कोई बेहतर उदाहरण नहीं रखा।
हिंदी संसार, वह जैसा-जितना है, एक और त्रासद विडंबना से ग्रस्त है कि हिंदी पत्रिकाएं और पुस्तकें ही नहीं, मानीखेज हलचलें भी कोलकाता-मुंबई की हिंदी बिरादरी तक कम या देर से पहुंचती हैं और तब भी उसे विशेष उद्वेलित नहीं कर पातीं। यह भी है कि भोपाल, इंदौर, पटना, इलाहाबाद, बनारस, जयपुर, कानपुर, लखनऊ, शिमला आदि नगरों-कस्बों के हिंदी लेखक, जिनमें खांटी वामपंथी भी शामिल हैं, राय-कालिया से भी कहीं गये-बीते सरकारी-गैरसरकारी सत्ताधारियों के साथ डेली बेसिस पर समझौते करते रहते हैं; महानगरों के शैतानों पर कभी-कभार प्रतीकात्मक पथराव कर देते हैं और छिनाल-जैसे मामलों पर या तो शिशुवत् भोलेपन का अभिनय करते हैं या कह देते हैं कि भैया ये तुम 'दिल्लीवाले मठाधीशों' का सत्ता-संघर्ष है, हमें इस कीचड़ में काहे को घसीटते हो, फिर माफी भी तो मांग ली गयी है – और उसके बाद 'ज्ञानोदय' में रचना भेज कर 'वर्धा' का टिकट कटवा लेते हैं। जहां तक आम लुंपेन हिंदीभाषी का प्रश्न है, राय-कालिया का मानसिक सहोदर होने के कारण वह सार्वजनिक क्षेत्रों में सक्रिय हर महिला को संदिग्ध ही समझता आया है।
यह कल्पना रोमांचक है कि यदि विभूति नारायण ने कार्पोरेट या राजनीतिक विश्व में निम्नोच्च स्तरों पर काम करने वाली महिलाओं को अपने प्रिय विशेषण 'छिनाल' से नवाजा होता तो शास्त्री भवन, 7 रेसकोर्स रोड, 10 जनपथ, राष्ट्रपति भवन, तथा सरदार पटेल, बहादुर शाह जफर और कस्तूरबा गांधी के नामों पर रखे गये मार्गों पर क्या प्रतिक्रिया होती, फिक्की और एसोचैम उसके बारे में क्या कहते। यदि विभूति नारायण ने अंग्रेजी, मराठी, बांग्ला, उर्दू, मलयालम आदि भाषाओं की लेखिकाओं की शान में वह कसीदा पढ़ा होता, तो नतीजों का तसव्वुर आसानी से किया जा सकता था। महात्मा गांधी हिंदी विश्वविद्यालय का कुलपति उस मराठीभाषी क्षेत्र में बैठकर हिंदी लेखिकाओं को छिनाल कह रहा है जहां हिंदी साहित्य को लेकर अब भी बहुत स्नेह और सम्मान है, जहां चंद्रकांत पाटील सरीखा कवि-आलोचक-अनुवादक हाल ही में दस हिंदी कवयित्रियों को 'संगिनी' शीर्षक संग्रह के रूप में अनूदित कर चुका है। यदि विभूति नारायण को मालूम हो जाता तो मराठीभाषियों की चरित्र-रक्षा करने के लिए वे यह संग्रह ही रुकवा देते या उन्हें चेतावनी देने के लिए 'संगिनी' की जगह अपना पसंदीदा शब्द 'बहुवचन' में रखवा देते।
राय-कालिया जोड़ी ने ऐसा कारनामा अंजाम दिया है कि तीनों के लिए सिर्फ असंसदीय, अमुद्रणीय, घोर अपमानजनक शब्द ही जेहन और कलम की नोक पर आ-आकर लौट रहे हैं। दुर्भाग्यवश 'ज्ञानोदय' और 'ज्ञानपीठ' का प्रबंधन भी उन्हीं शब्दों को अर्जित करता लग रहा है – पाखंडी शालीनता में यकीन करना ऐसे मामलों को प्रोत्साहित करना ही होगा।
एक और अजीब कैफियत मुझ पर तारी हुई है। वेश्या-गमन से मुझे कोई आपत्ति नहीं है, बल्कि मैं उसे कानूनी वैधता प्रदान करने के पक्ष में हूं ताकि वेश्याओं का अपमान न हो। मुझे स्वयं कभी उन अभागी औरतों की दरकार नहीं हुई। बहरहाल, जो ''बाजारीकरण'' हमारे आसानीपरस्त, महदूद कहानीकार-कवियों का पिटा हुआ चहेता विषय हो चुका है उसी का विकराल स्वरूप इस शब्द के निर्लज्ज उपयोग और उसके बचाव के पीछे सक्रिय है। हमारे समाज और संस्कृति में बहुत कम गैरत और गुणवत्ता बची थी, बाजारीकरण उनका वेश्याकरण कर रहा है और ठीक इसी तरह साहित्यिक बाजारवाद बचे-खुचे सार्थक, श्रेष्ठ, प्रतिबद्ध लेखन के वेश्याकरण में जुटा हुआ है। जब ज्ञानपीठ का प्रबंधन यह कह रहा है कि रवींद्र कालिया ने 'ज्ञानोदय' और अन्य प्रकाशनों की बिक्री बढ़ा दी है, क्षमा मांग ली गयी है, इसलिए उनके विरुद्ध और कोई कार्रवाई नहीं की जाएगी। चालीस वर्ष पहले ज्ञानोदय-ज्ञानपीठ की निरामिष आत्मपावनता का यह आलम था कि किसी कहानी आदि में 'शराब', 'अंडा' और 'गोश्त' जैसे शब्द 'जूस', 'आलू' और 'पराठा' में बदल दिये जाते थे। आज पेंडुलम दूसरे आत्यंतिक छोर पर है जब ग्राहक बढ़ाने के लिए छिनाल चलायी जा रही है।
विभूति नारायण और रवींद्र कालिया से इस्तीफा लेना अब इसलिए बेमानी लगता है कि, जहां तक मेरा आकलन है, हिंदी साहित्य में उनकी प्रतिष्ठा यदि कभी थी भी तो आज फूटी कौड़ी की नहीं रह गयी है। लेकिन अधिकांश ऐसे प्राणी, उनके सरपरस्त और समर्थक गंडक-चर्म में वाराहावतार होते हैं। उन्हें न व्यापै जगत-गति। फिर जिस समाज में हत्यारे, बलात्कारी, डकैत, स्मग्लर, करोड़ों का गबन करने वाले संसद तक पहुंच रहे हों वहां हिंदी, जो खुद गरीब की जोरू की तरह सबकी भौजाई या साली है, भले ही उसका एक गांधी विश्वविद्यालय हो, उसकी लेखिकाओं को छिनाल कह देना तो एक होली की ठिठोली से ज्यादा कुछ नहीं। हिंदी साहित्य को अब ज्ञानोदय-ज्ञानपीठ से कुलटा, रखैल, समलिंगी, हिजड़ा, 'निंफोमैनिएक' सुपर-विशेषांकों और ग्रंथों की विकल प्रतीक्षा रहेगी। पोर्नोग्राफी के जिस दैत्याकार मार्केट के लिए विदेशी कंपनियां लालायित हैं, ज्ञानपीठ-ज्ञानोदय उसे भारतमाता को कलुषित नहीं करने देंगे। इस तरह वे विदेशी मुद्रा बचाएंगे और खुद कमाएंगे। किसे मालूम कि उससे कभी ज्ञानपीठ पुरस्कार एक करोड़ या उससे भी अधिक का किया जा सके!
क्या हिंदी लेखकों में वह नैतिक बल और संकल्प है कि वे विभूति नारायण और रवींद्र कालिया के रहते हिंदी विश्वविद्यालय और ज्ञानपीठ का बहिष्कार कर सकें? क्या हिंदी के अधिकांश सक्रिय लेखक-लेखिकाएं राय-कालिया जैसी हरकतों के विरुद्ध कोई दृढ़, दीर्घावधि स्टैंड ले सकते हैं? क्या हम हर संभव दरवाजा पीट सकते हैं?
राय और रवींद्र कालिया के सम्मिलित छिनाल कांड ने जिस तरह बेहतर हिंदी लेखकों को जागृत और एकजुट किया है वह एक विडंबनात्मक वरदान है। प्रश्न यही है कि हिंदी के ये सभी स्वाभिमानी और जिम्मेदार लेखक अपमानित मुचकुंद की तरह इस कालयवनद्वय को भस्म कर पाएंगे या वही बने रहेंगे जिसे 'छिनाल' की तरह परिभाषित किया जाता रहे – जबकि वेश्या भी रंडी कहे जाने पर एक तमाचा तो मार ही देती है?

• विभूति राय , राजेन्द्र यादव और विष्णु खरे , ये उन सठियाये बूढों में से हैं ,जो नवजवानो की चरित्र हीनता की चर्चा के बहाने अपनी अश्लील सोच को उजागर करते रहते हैं । ये अब चुक गये हैं और इनके पास गाली- गलौज् के अलावा कुछ बचा नहीं है .राय का सीधा उपाय है – कुर्सी से हटा देना .

• खरे जी , राय ने तो माफ़ी मांग ली और कालिया अपने बेवफ़ाई ' मिसएडवेंचर ' के चलते सकते में आगया है. दोनों की नौकरियां फ़िलहाल बची रह गयी है. कुछ महिला लेखिकाएं छिनाल हैं या नहीं यह तो कल साहित्यिक बहस का विषय होगा . पर आपने अपनी इस बेबाक विस्तृत टिप्पणी की साथ २१ वीं सदी के मौजूदा हिन्दी साहित्यिक महौल की सड़ांध को लेकर इतने सारे मुद्दे उठा दिये हैं कि हैरानी होती है. दृश्य इतने भयावह तरीके बदबूदार है , इसका सही सही अनुमान अब आपकी इस टिप्पणी के बाद हो रहा है.बाज़ार समय की अपसंस्कृति ने इन दस बरसों मे हमारी इस गरीब भाषा के पूरे परिदृश्य को किस कदर लील लिया है.और सच यह है कि आज इस हमाम में सब नंगे हैं.कालिया -राय की नैगेटिव ताकत इसमें है कि इन्होंने बेसाख्ता एक पूरी युवा पीढी को 'करप्ट ' कर दिया है, उसे नैतिक चेतना से कंगाल कर दिया है.कहां हैं इनके हैं वे उछाले हुए चेले- चपाड़े नैतिक प्रतिरोध की इस घडी में.? वे बड़बोले साहित्यिक कैरियरबाज़, हवा-मुर्ग,फ़ेंस -सिटर ,दोयम दरजे के खोखले कहानीकार -कवि शुरु में तो कुछ दिन दयनीय तरीके से कालिया- राय द्वय की दलाली करते रहे या चुप रहे , अब बदली हुई हवा का रुख देख रहे हैं ,बगलें झांक रहे हैं , ' चंदन ' घिस रहे हैं , अपने अपने नफ़ा- नुकसान का हिसाब लगा रहे हैं. सचमुच इसकी भी कथा लिखी जायेगी कभी. और इस पूरे प्रकरण का सबसे एब्सर्ड पक्ष विश्वविद्यालय के कुलाधिपति और हमारे आलोचक शिरोमणि की बेशर्म चुप्पी है.रोज़ सबसे अधिक बोलने वाले नामवर सिंह ने बोलने के सही मौके पर .शतुर्मुग की तरह रेत में अपनी गर्दन घुसा दी है.उन्हें लगता होगा कि यह समय भी किसी तरह निकल ही जायेगा .उन्हें उबार लेने वाले चमचों की संख्या भी तो कम नहीं है. पता नहीं इस बुढौती में भी आखिर वह अपना इहलोक सुधारने में कितनी चालाकी बरतते रहेंगे.लेकिन वर्तमान दौर के इस सबसे भयानक विवाद में उनकी मिट्टी पलीत हो चुकी है. अब आने वाले समय में बुढउ चाहे जितने भाषण झाड़ते रहें.और अपने चमचों से चाहे जितनी तालियां बटोरते रहें, उनकी कलई खुल चुकी है. पोज़िटिव पक्ष यह होगा कि हम कालिया- विभूति विवाद के बहाने आने वाले दिनों में अपने समय के इस नये यथार्थ का और भी बेमुरव्वत विश्लेशण कर सकें . इसके बहुत सारे आयाम खुलने लगे हैं.अभी एक लंबी बहस बाकी है.

• एक पाठक ♦ विभूति नारायण राय का ताजा कुकर्म ऐसा है कि उनके समर्थक अगर कहीं हैं भी, तो सामने नहीं आते। एक भारत भारद्वाज, जिनका विभूति राय से अर्थ और बिरादरी का रिश्ता है, के अलावा कोई साहित्यकार विभूति के पक्ष में आने को तैयार नहीं है। नामवर सिंह भी नहीं और मनोरोग का इलाज कराने के लिए वर्धा में नौकरी करने पहुंचे एक समय के हमारे सबसे प्रिय कवि आलोकधन्वा भी नहीं। राजकिशोर भी चुप हैं और लाल बहादुर वर्मा भी। इस माहौल में भी, जब विभूति के साथ दिखने में हर कोई शर्म महसूस कर रहा है, तो कौन हैं वे लोग जो खुलकर तो कुछ भी नहीं कह रहे हैं, वे कौन हैं, जिनकी उंगलियां विभूति के पक्ष में वोट देने के लिए दबती हैं?

• दिलीप मंडल ♦ कविता कोई भी लिख सकता है। सबको अधिकार है। नरेंद्र मोदी को, जगदीश टाइटलर को, सज्जन कुमार को, मुतालिक को, निठारी के पंढेर को, मिर्चपुर के बांके जवानों को, खैरलांजी के हत्यारों को, शाहबुद्दीन को, रणवीर सेना के वीर जवानों को… साहित्‍य के लोकतंत्र में हर किसी को अपनी बात कहने का अधिकार है। और फिर कविता तो मनुष्य को उदात्त बनाती है। किसी से उदात्त होने का हक छीन लेना तो अमानवीय होगा? राजेंद्र यादव ने कह ही दिया है कि शास्त्रार्थ की हमारे यहां परंपरा पुरानी है और तालिबानी सख्ती से उसे नहीं दबाया जाना चाहिए। साहित्य के लोकतंत्र में तमाम कवियों का स्वागत है। कवि को कविता के अलावा किसी भी और कसौटी पर कसना असाहित्यिक है।

• परिवर्तनकामी टोली ♦ अरुंधती ने 'हंस' के जलसे में न जाने का फैसला सार्वजनिक करने से पहले राजेंद्र यादव से किसी तरह की पुष्टि नहीं की। अगर उन्होंने ये फैसला करने से पहले राजेंद्र यादव से एक बार बात कर ली होती या यह पता लगा लिया होता कि क्या विश्वरंजन को भी बुलाया गया है, तो उनका भ्रम तभी दूर हो जाता। इस संवादहीनता ने दो जनपक्षधर व्यक्तित्वों के बीच भ्रम की स्थिति पैदा की। अरुंधती और राजेंद्र यादव की जनपक्षधरता असंदिग्ध रही है। भ्रम की ये स्थिति दुर्भाग्यपूर्ण है। अरुंधति राय का जो कद है और जो विश्वसनीयता है, उसमें उन्हें सुनी-सुनाई बातों के आधार पर इस तरह का कोई फैसला सार्वजनिक करने से बचना चाहिए। राजेंद्र यादव का कहना है कि वे अब भी चाहते हैं कि अरुंधती इस कार्यक्रम में शामिल हों।

• डेस्‍क ♦ मीडिया का ओनरशिप कैरेक्‍टर समझे बिना पत्रकारिता और उसकी सीमाओं को समझना मुश्किल होगा। जिस मीडिया को करोड़ों रुपये मैनेज करना होता है, वो देश की चिंता क्‍यों करेगा? बहसतलब तीन में पत्रकार दिलीप मंडल ने मीडिया का पूरा सीनैरियो समझाते हुए कहा कि पत्रकार कितना भी ईमानदार हो जाए, ओनरशिप स्‍ट्रक्‍चर की वजह से वो प्रोपीपुल नहीं हो सकता। दिलीप मंडल ने सकाल के एमडी की एक बात कोट की कि मैं खबर और विचार पाठकों को बेचता हूं और अपने पाठक विज्ञापनदाताओं को दे देता हूं। उन्‍होंने मीडिया बिजनेस का ऐसा नक्‍शा रखा, जिससे साफ हुआ कि मीडिया में देश की साफ छवियों को देखने की मांग करने वाली तमाम बहसों से कभी कुछ हो नहीं सकता।

• विनीत कुमार ♦ बाजार का मीडिया और जैसा बाजार चाहे, वैसा मीडिया। बाजार का कोई सपना नहीं होता, बाजार मुनाफे से चलता है और वो किसी का नहीं होता। बाजार मीडिया को पूरी तरह नियंत्रित कर रहा है। बहसतलब 3 में "किसका मीडिया कैसा मीडिया" बहस का जो मुद्दा रखा गया, इस पर बात करते हुए मणिमाला की ये लाइन पूरी बहस के बीच सबसे ज्यादा असरदार रही। ये वो लाइन है, जिसके वक्ताओं के बदल जाने के वाबजूद बहस का एक बड़ा हिस्सा इसके आगे-पीछे चक्कर काटते हैं। इस लाइन को आप पूरी बहस के निष्कर्ष के तौर पर भी देख सकते हैं या फिर बहस का वो सिरा, जिसे लेकर सूत्रधार सहित कुल चारों वक्ता सहमत नजर आये। मीडिया को बाजार का हिस्सा मानने से हमारे कई भ्रम दूर होते हैं।

• पंकज नारायण ♦ पत्रकारों द्वारा आयोजित और संपन्न इस कार्यक्रम में बदलाव की दिशा में विकल्पों से जुड़ी रचनात्मकता और उसकी धार की शक्ति को लेकर कुछ बातें हो सकती थी और पूंजीवाद की जगह इसे स्थापित करने के रास्ते ढूंढे जा सकते थे। लेकिन ऐसे कई सवाल वहां नहीं उठे, जबकि वो सवाल सीधे पत्रकारों या विकल्पों से जुड़े थे। हमने उन मुद्दों पर बात की, जिसका हम कुछ नहीं कर सकते। सिर्फ उसको घटित होते हुए अपने सामने देख सकते हैं और कभी-कभार अपने भीतर के आदमी को डोज देने के लिए खुद को गलिया सकते हैं। सवालों का जिंदा रहना जरूरी है, लेकिन कुछ इस तरह जहां कुछ बूढ़े सवाल मरें और नये सवाल पैदा हों। वह बहस अधूरी है, जो समस्या को महिमामंडित करके हमें उसकी शरण में ले जाती है।

• अविनाश ♦ कहीं जाकर या नहीं जाकर, किसी को सुन कर या नहीं सुन कर हम अपनी प्रतिबद्धताएं, अपने आचरण की शुद्धता साबित कर सकते हैं – लेकिन इस सबूत से कुछ फर्क नहीं पड़ता। मैं अभी भी इस बात पर कायम हूं कि अरुंधती मान जाएं और विश्‍वरंजन छत्तीसगढ़ से चल कर हंस की गोष्‍ठी में आ जाएं तो पूरे आंदोलनी हिलोर का एक नया संदेश प्रसारित किया जा सकता है। विश्‍वरंजन को घेर कर, उनको सामने खड़ा करके हत्‍यारा बता कर, उनके सामने उनका पुतला जला कर, उन्‍हें जूतों की माला पहना कर। और ऐसा करते हुए अगर उस वक्‍त तमाम बुद्धिजीवियों की गिरफ्तारी हो जाती है – तो इस भारतीय स्‍टेट को एक्‍सपोज करने का कितना आसान अवसर आपके पास है, ये आप ही तय कीजिए।

• दिलीप मंडल ♦ इन तमाम बयानों के बीच ही हमने नामवर सिंह, माफ कीजिएगा ठाकुर नामवर सिंह के बयान भी देखे। ठाकुर नामवर सिंह इन दिनों शानदार संगत में हैं। वे एक ऐसे आंदोलन से जुड़ गये हैं, जहां उनके साथ मंच पर प्रवीण तोगड़िया, मोहन भागवत, मुरलीमनोहर जोशी, सीआईआई से जुड़े उद्योगपति और सबड़े बड़े पूंजीपति खड़े हैं। सोमनाथ चट्टोपाध्याय का समर्थन भी उन्हें मिल गया है। इस मंच से ठाकुर नामवर सिंह हिंदुस्तान के साहित्यकारों को उनकी ऐतिहासिक भूमिका की याद दिला रहे हैं। तो योद्धाओ, तैयार हो जाओ। रणभूमि पुकार रही है। साहित्‍यकार आगे आएं और "संतों के साथ" मिलकर जाति गणना के "दुष्चक्र को तोड़ें" और ठाकुर नामवर के सपनों को पूरा करें।

• दिलीप मंडल ♦ शाहूजी महाराज के कार्यों और उपलब्धियों के बारे में स्कूल में पढ़ायी जाने वाली किताबें में कितना कुछ लिखा है, यह शोध का विषय है। अगर स्कूलों में शाहूजी महाराज के बारे में पढ़ाया जाता है, तो इंग्लिश के अखबारों और वेबसाइट के पत्रकारों ने जो किया है, वह अक्षम्य है। और यदि स्कूल की किताबों में शाहूजी महाराज के बारे में कुछ भी नहीं लिखा है या नाम मात्र का लिखा है, तो इतिहास की किताबों के पुनर्लेखन की जरूरत है। देश के सबसे प्रतिष्ठित और नामी अखबार और उनकी साइट अगर शिवाजी के वंशज को दलित नेता या दलित प्रतीक (dalit icon) कहें तो इसे मामूली भूल कैसे कहा जा सकता है। वैसे भी भारत में किसी दलित के महाराजा होने की कल्पना कर पाने के लिए ढेर सारी कल्पनाशीलता की जरूरत होगी।

बिहार : कोशी में नाव पलटी, 50 मरे

सुपौल : बाढ़ से उफनती कोशी नदी में बुधवार को सुपौल जिले में एक नाव के पलट जाने से कम से कम 50 लोगों के डूब कर मरने की खबर है. आधिकारिक सूत्रों ने बताया कि नाव ओवरलोडेड थी. दुर्घटना जिले के हरि पंचायत के पास घटी. बुधवार की शाम दर्जनों यात्रियों से खचाखच भरी नाव कोशी नदी पार कर रही थी. उसी दौरान नाव नदी की उफनती धारा में फंस गयी और पलट गयी. जिला मजिस्ट्रेट कुमार रवि ने इस दुर्घटना की आधिकारिक पुष्टि की है. हालांकि मृतकों की सही ...
