Railway Minister Mamata Banerjee has rubbished the allegations of BJP and left parties of her supporting the Maoists after the rebels put forward their demand that she should mediate between them and the central government. Banerjee, while interacting with media persons in New Delhi on Thursday, said that it was not her personal choice to become a mediator and that she would follow the decision of the government.Attacking CPM, She also raised questions on CPM leader Sitaram Yechuri's visit to Nepal, as an ambassador of India to talk with the Maoists in March this year. Keeping religious sentiments and environmental concerns in view, a Group of Ministers (GoM) today scrapped the NTPC''s controversial 600 MW Loharinag Pala hydel project on Bhagirathi river in Uttarakhand. Headed by Finance Minister Pranab Mukherjee, the GoM in a meeting made a detailed re-examination of the project and recommended that the hydro-power dam, the work on which had been under suspension for sometime, should be scrapped.
"A technical panel would be set up to recommend specific safeguard measures to be undertaken to protect the environment and to maintain the fragile eco-geological balance in the area," said Union Power Minister Sushilkumar Shinde, who is one of the members of the GoM. The fate of the project had been hanging in balance for the last few years with the government doing a flip-flop -- first deciding to suspend the work and then partially resuming construction citing huge financial cost given that it had already incurred Rs 700 crore on the project. Two projects on Bhagirathi -- 480 MW Pala Maneri and 381 MW Bhairon Ghati hydel projects proposed by the state government have already been scrapped by the GoM. Shinde said that in view of environmental concerns and after Prime Minister Manmohan Singh asked the GoM to revisit the issue, it decided to do away with the project on Bhagirathi river, a key tributary of the Ganga.
Environment Minister Jairam Ramesh said, "earlier decision (to resume work) was taken reluctantly and after the GoM revisited the decision, it finally decided to scrap the proposed dam on the river to ensure its free flow." A large number of religious leaders had also been protesting against the proposed dam, claiming that it will threaten the existence of the river and block free flow of Ganga, which is considered holy by the Hindus.

The Supreme Court on Thursday directed the Special Investigation Team (SIT) not to make public Gujarat chief minister Narendra Modi's statements recorded by the apex court-appointed panel on his alleged role in the post-Godhra communal carnage of 2002. The SIT is probing the alleged role of Mr Modi, his cabinet colleagues and police officials in aiding and abetting killings during the course of riots in the state.
"We direct the SIT not to divulge any information collected during the course of investigation to anyone except the trial court and public prosecutor concerned," said a special bench comprising Justices D K Jain, P Sathasivam and Aftab Alam.
The court asked the SIT not to furnish the statements of Mr Modi to the Commission headed by Justice G T Nanavati which had sought it from the panel. The commission is probing the sequence of events in the 2002 riot cases.
"We direct that the statement shall not be supplied to the Commission," said Justice Jain, heading the bench.
The SIT on March 27-28 has recorded the statements of Mr Modi in connection with the riots at the Gulbarg society in Ahmedabad in which senior Congress leader Ehsan Jaffri was killed by the riotous mob.
The apex court had asked the SIT, headed by former CBI director R K Raghavan, to probe into the complaint of Zakia Jafri who in her complaint gave details of how the riots were allowed to go on, with the chief minister, cabinet ministers and other police officials becoming a mute spectators.
Her charge against Mr Modi read: "The constitutionally elected head of the state and responsible for fundamental rights, right to life and property of all citizens regardless of caste, community and gender. Alleged to be architect of a criminal conspiracy to subvert constitutional governance and the rule of law; unleash unlawful and illegal practices during the mass carnage and thereafter protecting the accused who played direct as well as indirect role and abetted commission of crime".
Saying it has full faith in SIT, the court allowed the panel to further probe into the alleged role of then junior home minister G Zadaphia who now parted ways with Modi, top cop MK Tandon and other officials in the riots.
The court during the course of hearing also took strong exception to petitioner social activist Teesta Setalvad contacting a prosecutor after an application of a victim was rejected by the trial court.
"We cannot appreciate this. It is very serious," the bench said and read out the comment of the supervising officer Ashish Bhatia, who is a senior IPS officer.
It was alleged that after an application moved by advocate Salim Sheikh was rejected by the trial court, Setalvad on July 19 had telephoned Special Public Prosecutor R C Kodekar and allegedly threatened to make complaint in the apex court for objecting the plea.
Setalvad, who was present in the courtroom, admitted calling Kodekar but said the allegations were false and she only spoke about the witnesses.

Minister of State for Science and Technology Prithviraj Chavan said the government has accepted the BJP's demand and the necessary amendment has been made in the bill.
'We got a note of strong opposition from the BJP over clauses 17(a) and 17(b) and we have accepted their position. We are getting very large support across the party line and I hope we will be able to pass the legislation,' Chavan told reporters here.
BJP leaders, who had earlier backed the amendments, Thursday opposed a section of the bill. It claimed that the Congress-led United Progressive Alliance (UPA) government had changed the text agreed to by both the parties. The word 'and' was inserted between clauses 17(a) and 17(b) in its original text.
The BJP said the insertion of the word 'and' between the two clauses made the draft legislation biased in favour of the supplier, mainly the foreign companies, an euphemism for the potential American suppliers.
Chavan rejected allegations that the proposed civil nuclear liability bill is designed to benefit any particular country. 'Some have expressed apprehensions that this bill was designed to address or benefit a particular country,' he said.
'It's totally wrong. I deny it emphatically,' he said while underlining the need for building political consensus on the bill which seeks to compensate victims in case of an accident.
The cabinet Friday morning approved the recommendations of a parliamentary panel on the civil nuclear liability bill, Chavan added. The copy of the bill is with the Lok Sabha secretariat and it is likely to be tabled in the house Wednesday.
The cabinet meeting, presided over by Prime Minister Manmohan Singh, approved the panel's recommendations that includes a suggestion for tripling the operators' liability to Rs.1,500 crore.
The 31-member parliamentary standing committee on science and technology tabled its report in both houses of parliament Wednesday.
The panel recommended that while the government may increase the compensation cap, it should not decrease it under any circumstance. It also recommended doubling the period for victims' claims to 20 years.
Chavan said 18 official amendments have been made to strengthen the bill.
'Another feature added to the bill is that the government can notify for no insurance required for a nuclear plant operated by a Public Sector Enterprise (PSE) and in that case it will be the government's responsibility to pay the compensation,' he said.
The minister said that India is in talks with four companies from France, Russia and Japan for buying the nuclear reactors.
He said the government stands firm that private sectors will not be allowed to operate nuclear reactors in the country, but they can be minority partners.
Replying to a question on India joining the Convention on Supplementary Compensation (CSC), he said: 'There is no compulsion for India to join the CSC and we will see later if it is required.'
'Joining the CSC will provide India access to international funds and moreover it's a UN convention by the International Atomic Energy Agency (IAEA) which India helped to draft,' he said.

It is no secret why and where several hundred thousand condoms got consumed during the Beijing Olympics in 2008. An international sports event such as the Olympics or the FIFA World Cup is just an excuse for the sex industry to smell a lucrative business opening. This holds true for the upcoming Commonwealth Games in the Capital in October as well.
The Games may have been dogged by controversies so far, but for pleasure-seeking tourists, there is something tempting - beauties are already being flown to the Capital to make it a thriving sex industry during the fortnight-long sports event.
If the escort agents whom HEADLINES TODAY contacted are to be believed, then it is clear: you name a country - Britain, Spain, Germany, Poland, former USSR countries, Afghanistan and Turkey - and the brokers, numbering about 450-500 in the city, would arrange these at your doorstep in the garb of escorts.
"There are over 450 brokers working overtime to put the business in order as each has about 15-20 escort girls under their charge," said one of the biggest escort agents operating in Delhi for the past decade, who called himself Rohan Kapoor.
After being tipped off by reliable sources, HEADLINES TODAY's special investigation team went undercover to expose several escort agencies, which have set their eyes on the Games for a lucrative business. After several meetings, the team met 26-year-old Russian Anna.
The stunning woman, who is one of the major agents of a huge sex syndicate, is doing business in South Delhi. She said: "Escort agencies are operating in Europe and Russia and are now looking for lucrative business during the Commonwealth Games." To check her claims, the team asked her how many girls she could arrange. "Fifty to one hundred," she replied confidently. "Any problem in arranging the demand?" a reporter asked. "No problem," Anna said. What about the nationality of these girls? "Of course, all foreigners," she said, adding, "but a mix from different countries."
Another interesting thing was that these girls would be available all day and night and for 10-12 days. Each broker has to pay between 1-2 lakh for a girl from the former USSR countries and about 5-7 lakh for someone from Britain or Spain. "The Brits command the highest price," Anna said.
But Anna is just one player in the intricate web of this illegal flesh trade. Someone like Kapoor has more inner details to offer. "The net is spread far and wide. High-class escorts from London cost about 7 lakh while those from Spanish-speaking countries charge around 6 lakh. Turkish escorts are relatively cheaper at about 2 lakh," he said.
Eyeing the major chunk of this business are the syndicates from the former USSR countries. All of them are hired under a contract for a fortnight. Getting into India is not a big deal for these escorts.
Diana, from Moscow, and Saira from Uzbekistan are both operating in Delhi now. These two women also confirmed that the number of escort girls will rise manifold during the Games.When asked how many girls from her country (Uzbekistan) are currently present in the Capital, Saira said: "about three hundred". How do they make it work? Perhaps Kapoor has all the answers. "Under the garb of escort services, illegal flesh trade continues unchecked. The local broker first contacts foreign escort agencies and then a rate is fixed for the whole trip," he said. A girl gets about 50- 60 per cent of the total contract money, depending on the broker. They do not come on work permits, but on a tourist visa, for which they pay about $1500.
Apart from the foreign escort syndicates, the Indian syndicates would be operating too during the Games. But do not forget that behind all these sex syndicates, the Russian mafia is allegedly giving the backup cover of security to these brokers and escort agents.

Pakistan finally accepts Indian aid
After dithering for a week, Pakistan today accepted Indian aid of USD five million for flood victims, a decision welcomed by New Delhi which has offered more help to that country to handle the devastation caused by the deluge. The acceptance of the aid was announced by Pakistan Foreign Minister S M Qureshi on the sidelines of the special session of the General Assembly on Pakistan at the United Nations headquarters in New York.
Reacting to the development, External Affairs Ministry spokesman Vishnu Prakash said the acceptance was conveyed by Qureshi and, "We welcome the decision of Pakistan to accept the aid offer." He described the assistance as goodwill gesture made to express solidarity with the people of Pakistan, who have been hit by the worst floods in 80 years.
Prime Minister Manmohan Singh had called up his Pakistani counterpart Yousuf Raza Gilani yesterday and said India was willing to provide more assistance in handling flood relief, Prakash said. Nearly one-fifth of Pakistan is reported to be badly hit by the devastating floods.
Over 1,700 people have died and the UN says more than 6,50,000 people are without basic shelter while six million desperately need emergency aid. Last week, Minister of External Affairs S M Krishna had called his Pakistani counterpart and offered USD 5 million in aid for flood relief work.
With Pakistan dilly-dallying on taking Indian aid for flood relief, the US had yesterday said politics should have no role in disaster response and it "expects" Islamabad to accept the assistance. "We believe India and Pakistan share a common destiny and also that it was in common interest of both our countries to work together for having cordial and cooperative relations," Prakash said.
Yesterday, in his telephonic conversation, the Prime Minister had said India was willing to do more in this "hour of need", the spokesman said. Qureshi, who is in New York to attend a special meeting of the United Nations on flood situation in his country, had said, "I can share with you that the Government of Pakistan has agreed to accept the Indian offer (of USD 5 million aid).
" Qureshi thanked Singh, his government and Krishna for this "very positive" gesture of extending aid and said it was highly appreciated by Pakistan.
Maoists blow up government buildings in Dantewada District
Maoists blew up several government buildings, including an Aanganwadi centre, a primary school, a society for dispensing rations, and a village council hall on Thursday in Kirandul city in Chhattisgarh's Dantewada District."There were buildings of a society, one primary school, a village council hall and an Aanganwadi centre, and they were blown up last night," said Rajneet Kaur, an observer with the Women And Child Development Department of Kirandul.
The Maoist network in the state's Drabha division has accepted responsibility for the attack. They have issued a warning letter as well.
"We do not know the reason behind this, but whatever has happened is not right because whatever the issues are, they can be talked about. Now, this vandalism or the blast that they carried out, all the buildings were associated with children. The school, the Aanganwadi centre and the society was for the village people who come here to buy their rations. So, blowing up all these buildings was not right, according to me," Kaur added.

Bowing to demands from the main opposition Bharatiya Janata Party (BJP), the cabinet Friday approved changes in the draft civil nuclear liability bill to include tripling the accident compensation cap to Rs.1,500 crore and cleared the ambiguity about the liability of suppliers.The approved changes have brightened the prospects of the Civil Liability of Nuclear Damage Bill, 2010, getting passed in the ongoing monsoon session of parliament to remove the last hurdle in the way of resuming atomic commerce between India and foreign suppliers.
The cabinet, presided over by Prime Minister Manmohan Singh, Friday approved recommendations of the parliamentary standing committee on science and technology, which examined the bill for nearly two months and tabled its report two days ago.
The copy of the bill is with the Lok Sabha secretariat and it is likely to be taken up in the house Wednesday, Minister of State for Science and Technology Prithviraj Chavan told reporters here after the cabinet meeting.
With the BJP and some Left parties creating an uproar in parliament Thursday about the confusion surrounding the suppliers' liability, Chavan said the government has accepted the demand for reworking a key clause in the bill that critics contended made it easy for suppliers to escape their liability in case of a nuclear accident.

The suppliers will now be liable if the nuclear incident has resulted as a consequence of latent or patent defect, supply of sub-standard material, defective equipment or services or from the gross negligence on the part of the supplier of the material, equipment or services.
The panel's report makes it clear that the operator should have a written contract with the suppliers providing for the right of recourse and says that an operator must compensate victims first and then settle liability with the supplier.

The bill also provides for the appointment of a Claims Commissioner and a Nuclear Damage Claims Commission to dispose off claims within three months.
Chavan said 18 official amendments have been made to strengthen the bill. 'Another feature added to the bill is that the government can notify for no insurance required for a nuclear plant operated by a public sector enterprise and in that case it will be the government's responsibility to pay the compensation,' he said.
The minister said that India is in talks with four companies from France, Russia and Japan for buying nuclear reactors. He said the government stands firm that the private sector will not be allowed to operate nuclear reactors in the country, but they can be minority partners.
Replying to a question on India joining the Convention on Supplementary Compensation (CSC), he said: 'There is no compulsion for India to join the CSC and we will see later if it is required.'
'Joining the CSC will provide India access to international funds and moreover it's a UN convention by the International Atomic Energy Agency (IAEA) which India helped to draft,' he said.
