Executive Summary: - Even as India installed record 20,000MW new generation capacity last year power shortages in North, West and South Regions has not reduced – most of the imported units are Defective. Northern region installed 'Lame Duck Hydro Power Units That Produce around 10,000MW Power from 15,500MW installed capacity when they ought to produce 30,000MW. For example Nathpa Jhakri Project ought to produce 4,000MW than 1500MW- Bhakra Dam ought to have added 1000MW new capacity to 1350MW capacity etc'. North India has not integrated 15,000MW standby power to the Grid. But most shocking is the 'Gross Incompetence of Regulators, Power Generators and Distributor Companies,' 'Instead of Cutting The Load These Tripped Generators' that led to Grid Collapse. When Delhi day and night temperature was 32-28 degrees it was drawing 4347MW-3328MW is Criminal to power Air Conditioners of 1m rich than irrigating Crops in Drought Situation of 300m farmers. Grid is not designed to restore Power to Priority Services like Hospitals and Railways quickly. In addition Northern Region has 60,000MW Hydro Potential in J&K, HP and Uttarkhand, 80,000MW in Nepal. Just a fortnight ago 'National Load Shedding Policy & Rules– Rs.10,00,000 Crore Advantage (C) on July15, 2012'. [Eastern Region & NE Region are not specifically & Directly covered to lack of information & data – most of above points apply to all other regions as well.]
With Such Great Potential, Northern Region Struggled To Supply 40,000MW Avg Power Than Supply Clean Hydro Power.
http://www.nrldc.in/DOReport/pdf/daily290712.pdf , http://www.nrldc.in/DOReport/pdf/daily300712.pdf , It is Unbelievable North Grid had 54353MW availability including 15731MW of Hydro Power – 30% yet Grid Was Allowed to Collapse, even Hydro Power States J&K, HP, Uttarkhand and Punjab that has over 1148MW of own Hydro Availability and major share in BBMB besides other Hydro generators couldn't restore power for 8-16 hours. By 3AM or 28 minutes after grid collapse just 293MW was available in Northern Grid – GROSS -GROSS INCOMPETENCE.
Ministry of Power doesn't have 'Load Shedding Policy', 'No R&D Program', 'No Quality Control, Service Standard & Inspection Authority' and 'No Drought Power Supply Policy.' The main reasons are –

3. Stretching the generation units to Peak Load for very long durations.
4. Lack of Regulation.
5. No program to Conserve Energy and Absence of 'Load Shedding Policy.'
6. Lame Duck Hydro Power Stations
7. System not designed to restore Power to Essential Services in Minutes.
DETAILS
1. Sabotage cum Union Action: I can't imagine 24 units of NTPC with 1330+5050 MW capacity along with 4 units of NPC 880MW capacity total capacity 7260MW were all mainly affected But No Other Unit In North Grid Was Affected. It is absolutely clear 24 NTPC units stretched across Jhajjar to Singhrauli were mainly affected.
Even more shocking first of NTPC unit revived was after 8.24 hours that is ABNORMAL, in 1975 when I worked at BTPS – all units after Black Out were revived in 30-120 minutes. There was well planned drill to bring back tripped units.
2. Substandard Quality of Chinese Units installed. Earlier report pointed to how Reliance Infra of installed Substandard Units in Haryaya – UP. This was confirmed by Haryana Electricity Regulator also. 'MoP has No Quality Control, Metering, Service Standards & Inspection Authority'
3. Stretching the generation units to Peak Load for very long durations.
Hours before Grid Failure – Northern Grid had 54353MW capacity but 10737MW +5050 MW- 7260 MW = 8527MW was already down and 7260MW units tripped at 2:33 hours due to grid collapse.
Capacity available before Grid failure was 54353-8527= 45826 MW yet Northern grid met peak load of 38140MW and average load of 36404MW.
4. Lack of Regulation. Regulators didn't integrate 50,000MW Standby Power with the grid that is $200b Advantage. Domestic Load, Commercial Load, Essential Services Like Hospitals and Industries are connected to common feeders.
5. No program to Conserve Energy and Absence of 'Load Shedding Policy.' Details are in attached petition.
6. Lame Duck Hydro Power Stations. In another report 'Lame Duck Hydro Power Projects in HP, J&K & UK(C)' it was explained how all Hydro Units being built produce just 39% of the site potential, produce very little power in winter and nothing when flows and therefore potential is Maximum for 16 days of high silt flows.
7. Power Grid is not designed to restore Essential Services like Railways, Hospitals, Traffic Signals, Airport etc even as 15,500MW of Hydro Power could be revived in 5 minutes, 5000MW Gas Power Units in Northern Grid in 30 minutes and Thermal Units in 30-60 minutes.
It is possible to Provide Most Economical Uninterrupted Power to North Zone – Generate close to 70% Clean Hydro Power. In 20 years commission over 100,000MW of Hydro Power that Clean and Most Reliable.
