"The NCW is acting like frontal organisation for Congress," said Mayawati on Saturday.
The NCW on Saturday said women were molested and stripped in Bhatta Parsual village of Greater Noida in Uttar Pradesh and a CBI probe should be ordered into the atrocities.
The farmers of Bhatta Parsual are agitating against land acquisition by the UP government for an expressway, demanding higher compensation.
"The situation is serious and evidence is being destroyed. The accused are romaing free. People fled the villages while women were stripped and molested by policemen in large numbers," said NCW chairperson Yasmeen Abrar.
She said a Central Bureau of Investigation (CBI) probe should be ordered.
Claims of rape and murder of farmers and their womenfolk in Greater Noida's Bhatta Parsual by Rahul Gandhi got some corroboration from the National Commission for Women (NCW) after its chairperson said women were indeed stripped and molested by policemen.
She said a final report would be presented soon with all details.
The NCW remarks came as a shot in the arm for Congress general secretary Rahul Gandhi.
Congress general secretary Rahul Gandhi was in a spot after he alleged "without proofs" that women were raped and villagers killed and their ashes were found in the villages of the region where a farmers' agitation against land acquisition and higher compensation led to violence and killings.
While the Mawayati government in Uttar Pradesh trashed the allegations of Rahul and even his party Congress tried to defend Gandhi by passing the blame on media for "misquoting" him, the latest findings of NCW came as a reprieve for the young politician who even took a farmers' delegation to the Prime Minister and made the allegations before him.
The National Commission for Women had taken suo moto cognizance of the incident wherein it was reported atrocities on women have been committed by the local administration of Gram Bhatta Parsual of the Gautam Buddha Nagar district of UP.
Yasmeen Abrar, Acting Chairperson, NCW, earlier said this matter was of grave concern and it was very shocking.
She also wrote to UP Chief Minister Mayawati and the Home Minister in this regard.
A delegation of the villagers had met the Acting Chairperson and handed over a representation calling upon for immediate intervention on the incidents of human rights violation in the area.
"The issue here is a more fundamental one with regard to these villages in particular and a large number of villages in UP all down the Agra highway, where state repression is being used, where people are being murdered. Quite severe atrocities taking place there. There is a set of large 74 heaps of ash there with dead bodies inside. Everybody in the village knows it. We can give you pictures. The National Commission for Women, NCW has demanded an immediate CBI enquiry into the Bhatta Parsaul firing incident in Greater Noida on 7th of May. Addressing the media in New Delhi, the Acting Chairperson of NCW, Yasmin Abrar alleged that grave atrocities like rape and murders were committed in the two villages by the Uttar Pradesh police. Later speaking to AIR Ms Yasmin Abrar said, only an impartial enquiry by the CBI will bring out the truth as the state police is party to the crime.
She also asked the UP Government to lodge an FIR into the incident and book the culprits. Ms Abrar said, many of the villagers are still missing and mounds of ashes must be examined as people from the areas claim that human remains are there in the mounds. A team of the National Commission for Women visited the villages for an on-the-spot assessment of the situation.
Reacting over demand for CBI probe by the National Women Commission, the ruling Bahujan Samaj Party alleged that the Commission is working as a frontal organisation of the Congress party.
In a statement issued this evening at Lucknow party spokesperson has said that all allegations made by the acting chairman of the commission were unfortunate and against the honour and prestige of women of the concerned villages.
The UP Government has already ordered a magisterial inquiry into the Bhatta Parsaul firing incident.
The Allahabad High Court issued notices to the Centre and the Uttar Pradesh government on a petition seeking a CBI inquiry into the incidents of violence during farmers' agitation in Bhatta Parsaul village at Greater Noida earlier this month.
The order was passed by a division bench comprising justices Vineet Saran and Vikram Nath on a petition filed by Atul Sharma, a social worker and resident of Surajpur village of Gautam Buddh Nagar, situated close to Bhatta Parsaul.
The court asked the Centre and the State government to file their replies within four weeks and fixed July 11 as the next date of hearing in the matter.
The petitioner had demanded a CBI inquiry into the May 7 incident and its aftermath. On May 7, violence broke out when a team of officials led by DM Deepak Agarwal visited the village to free some officials of the state roadways transport corporation who were allegedly held hostage for three days by irate villagers whose land had been acquired by the Mayawati government for the Yamuna Expressway project.
Two Provincial Armed Constabulary jawans and as many farmers were killed in the violence, while several others including the DM were seriously injured.

Lucknow: The Bahujan Samaj Party (BSP) has hit out at the National Commission for Women (NCW) for their claim that women were raped by Uttar Pradesh policemen in Bhatta and Parsaul.
National Commission for Women acting Chairperson Yasmeen Abrar on Saturday alleged that crime against woman in Uttar Pradesh is very high and demanded an enquiry by the Central Bureau of Investigation (CBI) into the violence and alleged police atrocities in Bhatta and Parsaul villages of Greater Noida.
BSP on Saturday issued a statement saying that the NCW chief is perhaps trying to show her loyalty to the Congress by making false allegations of molestation of women in Bhatta and Parsaul villages.
CNN-IBN had on Friday accessed details of the NCW Report on Bhatta and Parsaul villages.
The report alleged that policemen tore clothes of women, paraded them naked and threatened villagers. The NCW Report, based on its visit to the affected areas on May 12, said that about 10-12 policemen tore clothes of women, paraded them naked and teased them.
BSP also said that the Prime Minister should immediately dissolve the NCW and induct only those who have no political ambitions in the new panel.

BSP supremo and Uttar Pradesh CM Mayawati demanded immediated dissolution of National Commission for Woman.
Earlier on Saturday, backing Congress general secretary Rahul Gandhi's claim that women were raped and molested in Uttar Pradesh's Bhatta-Parsaul village, NCW demanded a CBI probe into the matter.
"We have prepared a preliminary report which states that the women in the village have been molested and sexually assaulted. There are allegations that they have been raped but it could be confirmed only after all the investigations are over," said Yasmeen Abrar, acting NCW chairperson, demanding a CBI inquiry into the incidents.
The village in Greater Noida, near the Indian capital, has become the epicentre of the movement against land acquisition for an expressway project.
An NCW team which visited the village on May 12 noticed ransacked homes, horrified women, hungry and helpless children and bones of human beings lying in the ashes on the ground.
"There are bones of human beings lying with the ashes of burnt bodies. The family members of the villagers have been burnt alive. The burnt houses bear the marks of flames on the walls. Villagers, especially women, are not just broken, but terrified," said Abrar.
An NCW team visited the village after a delegation of villagers met its officials and alleged rape, molestation and sexual assault of women by policemen countering protests over land takeover.
Supporting Gandhi's claim that women were molested in the village, the report said the women alleged that a group of about 10-12 policemen tore their clothes, paraded them naked and teased them.
Besides demanding an inquiry into the matter, the report also asked the government to deploy women constables and lodge a first information report (FIR) on the victims' complaint.
"Till now, not even a single FIR has been lodged, neither is there any women constable for rescue (of women)...we request for a CBI probe as police is itself a party in the crime," said the report.
According to the report, women in the village go out in groups as they were terrified of police.
Meanwhile, reacting to the forensic examination done by the state government to check if there were any human bones in the heaps of ashes in the village, Abrar said: "I do not believe in the forensic report which denies the presence of any human bones in the village. We have got certain proofs and pictures, which we cannot disclose now, to prove it."
The report also has testimonies of around 20 villagers with their signatures that describe the condition of villagers and all that they have been going through.
The women rights panel would be submitting the report to Prime Minister Manmohan Singh.
A fresh 11-member team comprising retired judges, lawyers, social activists, civil society members and some NCW members would be visiting the village in a couple of days to work on the second report.
"This time, we will bring more facts and proof along with us to prove the negligence of the Uttar Pradesh government," said Abrar, who would be heading the 11-member team.
Gandhi earlier staged a daylong sit-in to back the farmers' demand for higher compensation for land takeover after a clash saw four people, including two policemen, killed in firing May 7.
He also met the prime minister with a delegation of farmers from Bhatta-Parsaul and handed over pictures of ashes with bones, injured people and ransacked houses.
He quoted villagers speaking of "mass murders, repression and rapes" by police in the village.

AIDWA sees no evidence for Rahul Gandhi's claims

'Land Acquisition Act must be amended to make consent of farmers essential"
Contrary to the claims made by Congress general secretary Rahul Gandhi regarding mass killings and rapes by security men at Bhatta-Parsaul in Uttar Pradesh, the All India Democratic Women's Association (AIDWA) said there was no evidence to this claim, albeit "there was clear evidence of police brutality and repression in the two villages." Mr. Gandhi's claims had come in the wake of protests by farmers over land acquisition by the State government.
The Congress party must refrain from seeking to divert attention from this pertinent issue by making sensational claims and allegations, AIDWA general secretary Sudha Sundararaman told reporters here on Friday. She was visiting the affected area along with a team from AIDWA.
The Land Acquisition Act, she said, must be amended in such a manner as to make the consent of farmers essential and provide adequate monetary compensation, with a gender-sensitive perspective. The land losers, she said, must be given a stake in the appreciated future value of the land, in addition to other livelihood options.
It is the women who had faced the brunt of police brutality. They were in distress about male household members who were injured, jailed or had left the villages fearing police attacks. "We found them to be extremely intimidated about the heavy police presence in the areas," the AIDWA team said.
Rajya Sabha member T.N. Seema was one of the members of the visiting team. Calling upon the U.P. government to shed its high-handed attitude on land acquisition and announce a meaningful dialogue with the agitating farmers, Ms. Sundararaman said the Land Acquisition Act was at the root of the entire "unfortunate turn of events."
The team said efforts must be made to restore normality in the villages without delay. It stressed that medical and other facilities be provided to the injured and police presence be phased off — likewise the threats and intimidation by the police and administration, so that people could return to their homes.
Calling for a meaningful dialogue between the U.P. government and the agitating farmers, the AIDWA demanded adequate compensation for the villagers, who had suffered loss of life and property. "While the law must take its own course in the case of all those killed, including two policemen, the effort to take revenge upon all villagers must be discarded. The investigation must keep in view the entire context of administrative high-handedness," Ms. Sundararaman said.
