ARA: A local court on Wednesday convicted 23 accused persons in con-nection with the infamous Bathani Tola massacre case in Bhojpur district in 1996 in which 21 persons were killed.

The quantum of punishment would be pronounced on May 12.

Additional district and sessions judge I Ajay Kumar Srivastava on Wednesday convicted 23 accused persons and acquitted 30 others for want of evidence in connection with the carnage that took place under the Maoist-hit Sahar police station. The marauders had killed 21 persons, mostly women and girls, including two babies in 3-9 month age group.

Special public prosecutor Ram Babu said that the police had filed charge-sheet against a total of 63 persons in connection with the case.

Of them, four persons died during the trial of the case while five others were acquit-ted by the Patna High Court. One of the accused persons, Rameshwar Singh, is still absconding.

Ram Babu said that 53 persons faced charges of whom, the court con-victed 23 persons and acquitted 30 others.

He said that the police had de-clared one of the main accused of the carnage, Barmeshwar Mukhia, an absconder. The Patna High Court had later granted bail to Mukhia in con-nection with the case.

It may be recalled that the members of the Ranvir Sena, a banned outfit and a private army of upper caste landlords, had raided Bathani Tola vil-lage on July 11, 1996 around 2 pm and brutally killed at least 23 persons, mostly women and girls, over wage dispute. The attack was said to be retaliatory in nature and aimed at unleashing a reign of terror in the area.

Bhopal, May 5: JP Dhanopia, spokesperson, PCC, today said that police are trying to hush up the case of minister Nagendra Singh's nephew raping a Dalit minor girl under the influence of minister and trying to sweep it under the carpet. The fact that the rape accused not being arrested, makes it clear that the accused of atrocity perpetrating on Dalits are freely roaming in the state, he said.

In a statement released today, Dhanopia said that the accused of rape, despite a FIR being lodged on May 1 against him, held a press conference on May 4 and by this way made it clear that persons holding high position could do anything as they please.
Minister's nephew Rupendra Singh alias Babaraja is a notorious person in Rewa division. Going by police records for last 10 to 15 years, it becomes clear that this is not the first time that he has been booked for a criminal case, Dhanopia said.

He asked the Chief Minister Shivraj Singh Chouhan that the rapist of a Dalit minor girl should be arrested immediately without making any effort to protect him. Going by previous criminal record of the accused, it becomes clear that family's background is also of the criminal nature. The PWD Minister should also be removed from the cabinet, so that police could act without yielding to any pressure to get justice to the rape victim, Dhanopia urged CM.

BANGALORE: A criminal complaint was filed against the chief secretary, the secretary to the chief minister, home secretary, Director General of Police and the director of prosecution on Wednesday at the Vidhana Soudha police station for failing to implement the provisions of the SC/ST (Prevention of Atrocities) Act, 1989 and rules, 1995.

Subhash Bharani, former Karnataka representative in Delhi and former additional director general of police, filed the case against the aforesaid officers.

In the complaint, Bharani has named SV Ranganath, chief secretary, Lakshminarayana, secretary to the chief minister, KM Shivakumar, home secretary, Ajai Kumar Singh, Director General of Police and HR Renuka, director of prosecution as accused in the complaint and seeking that these officers be prosecuted for failing to discharge their duties.

According to the complaint, the state government has not implemented the provisions of the SC/ST Prevention of Atrocities Act, since January 1, 2008.

All these officers are acting contrary to the interests and welfare of the SC/STs, the complaint stated. As per section 4 of the Act, the state level vigilance committee must be constituted under the chairmanship of the chief minister to monitor the cases filed under the Act.

No such committee was constituted and no meeting was held since 2008, the complaint said.

In addition to that, as per rule 9 of the SC/ST Prevention of Atrocities rules 1995, nodal officers should be appointed.

No such officers have been appointed so far, no state level monitor committee has been appointed, the state has not set up awareness centres and was not taking the help of NGOs during the process of implementing the Act, the complaint stated.

The complaint further alleged that due to negligence of duty by the secretaries of the government, large scale injustice had been caused to the SC/STs and these people were kept in dark regarding the Act, said in the complaint.

Interestingly, Bharani has left out Chief Minister BS Yeddyurappa's name in the complaint. The chief minister happens to be the chairperson of the state level vigilance committee.

Project aimed at helping SC/ST ryots improve income

NALGONDA: The State government will develop agriculture on lands belonging to SC/ ST farmers in adherence to best agricultural practices through an inter-departmental intervention at an estimated cost of Rs. 1,600 crore in the State, Minister for Agriculture N. Raghuveera Reddy said on Wednesday.

He along with Minister for Rural Development Vatti Vasant Kumar and Minister for IT Komatireddy Venkat Reddy visited Kapraipalli village in Athmakur (M) mandal and Mothkur today.

The Ministers examined the adoption of non-pesticidal management (NPM) farming method on the agriculture lands of SC/ ST farmers with NREGS funds as part of a pilot project at Kapraipalli village. They also visited Mothkur and enquired about the community-managed sustainable agriculture methods employed by farmers in the village.

Mr. Raghuveera Reddy said the pilot project was aimed at enabling the SC/ ST farmers improve their income and make agriculture a profitable vocation.

The beneficiaries would be motivated to take up best water and non-pesticide management methods, he said adding that the pilot project would be extended to all villages in a phased manner.

Mr. Vasant Kumar said NPM farming was implemented in 121 villages in the State last year. The project was presently underway in 4,000 villages to help poor farmers, mainly of drought-prone and upland areas, he added.

Mr. Venkat Reddy said the government was spending about Rs. 50,000 per acre to develop the agriculture lands of the SCs /STs.

Hisar: A Jat Mahapanchayat has demanded a CBI probe into the caste violence in Haryana's Mirchpur village in which a disabled Dalit girl and her septuagenarian father were burnt alive and several houses of the community torched saying the real picture is not being presented before the people.

The demand was made through a resolution adopted by the Mahapanchayat at its meeting in Hansi town yesterday which was attended by about 400 members including prominent leaders of the community from the surrounding areas.

The Mahapanchayat also demanded immediate release of all the persons arrested by the police so far in connection with the incident and said stern action be taken against those responsible for violence in Mirchpur.

Accusing the administration of taking longer than it should to resolve the matter, the head of the Mahapanchayat Diwan Singh threatened to intensify agitation if the police try to arrest the women of the village in connection with the incident.

The members at the meeting also demanded that no one should be arrested till the completion of CBI probe.

Police had earlier arrested 30 persons in connection with the Mirchpur incident on April 21, in which a physically challenged girl and her 70-year old father were burnt alive and 18 houses torched by the miscreants.

While the girl was charred to death, her father had died later at the hospital.

The Jat Mahapanchayat has now convened a state-level meeting on May 9 to decide its next course of action in the matter.

It also demanded suitable amendment in the Hindu Marriage Act so that Gotra (clan) problems can be solved besides asking for the release of Narnaund Station House Officer (SHO) Vinod Kajal and Naib Tehsildar Jage Ram.

Even as the district authorities are trying to act as peacemakers, the indefinite dharna by Dalits continued today seeking enhanced compensation for the next of kin of the deceased and those whose houses were burnt in Mirchpur.

The Dalits have accepted the employment offers but turned down the Rs 15 lakh compensation.

Meanhwhile, the district administration taking no chances had convened a meeting of representatives of both Jats and Dalits to sort out the issue, officials said here.

Both Congress General Secretary Rahul Gandhi and Haryana Chief Minister Bhupinder Singh Hooda have separately met the victims of caste violence in the Haryana village.

However, Jat leaders at the Mahapanchayat alleged that both Rahul and Hooda during their separate visits to Mirchpur village after the incident met only Dalits, ignoring members of the other community.

Meanwhile, Hisar's Additional Deputy Commissioner A K Garg today gave a cheque of Rs one lakh to Sunita, wife of Sartu, one of the victim of Mirchpur incident.

The victims of the Mirchpur incident have so far been provided a relief of Rs 26.49 lakh and 169 families including the next of kin of the deceased have been provided two quintals of wheat each, he said.
