Pending Proposals/Projects Under Sgsy
New Delhi: April 19, 2010
The Minister of State for Rural development Shri Pradeep Jain 'Aditya' informed the Lok Sabha today that the details of the proposals/projects submitted by various States and Union Territories to the Union Government under Swarnjayanti Gram Swarozgar Yojana (SGSY) for approval and those out of them cleared during the last three years and the current year; State-wise and Union Territory-wise are placed at Annexure.
A large number of special project proposals under SGSY are received from State Governments and other Agencies for sanction. Since they are large livelihoods projects, these proposals are scrutinized for their compliance with the guidelines of Special Projects under SGSY. The project proposals which comply with the basic parameters of the guidelines are then appraised through two Inter-Ministerial Committees for screening and approval. These Committees are Project Screening Committee (PSC) and Project Approval Committee. Since receipt of project proposals, their revision by the sponsoring agencies and their appraisal and approval through the above two tier Inter Ministerial Committees is a continuous process, no time frame can be indicated for final clearance of such project proposals.
The funds sanctioned for Special Projects under SGSY are released in three installments and is utilized as per implementation schedule prescribed under the project. Subsequent instalment is released on utilizing a certain minimum percentage of funds with corresponding physical targets.
Complaints as and when received by Ministry of Rural Development are referred to concerned State Governments for enquiry. Recently, Ministry of Rural Development has received two complaints relating to Special Projects under SGSY and same have been referred to the concerned State Governments for a detailed enquiry.

Commodity-Wise Freight Revenue of Railways goes Up by 8.39 per Cent During Fiscal 2009-10

The Railways have generated Rs. 57594.61 crore of revenue earnings from commodity-wise freight traffic during financial year 2009-10 as compared to Rs. 53137.60 crore during the corresponding period last year, registering an increase of 8.39 per cent. Railways carried 887.99 million tonnes of freight traffic during April 2009-March 2010 as compared to 833.31 million tonnes carried during the corresponding period last year, registering an increase of 6.56 per cent. The Net Tonne Kilo Metres (NTKM) went up from 538226 million during April 2008-March 2009 to 584760 million during April 2009-March 2010, showing an increase of 8.65 per cent.
Of the total Rs. 57594.61 crore earnings from commodity-wise freight traffic during the fiscal 2009-10, Rs. 22366.69 crore came from transportation of 396.10 million tonnes of coal, followed by Rs. 8350.77 crore from 132.72 million tonnes of iron ore for exports, steel plants and for other domestic user, Rs. 5282.55 crore from 93.15 million tonnes of cement, Rs. 3972.39 crore from 37.52 million tonnes of foodgrains, Rs. 3319.63 crore from 39.49 million tonnes of petroleum oil and lubricant (POL), Rs. 3336.19 crore from 30.93 million tonnes of Pig iron and finished steel from steel plants and other points, Rs. 3174.51 crore from 43.58 million tonnes of fertilizers, ,Rs. 2772.43 crore from 34.36 million tonnes by container service, Rs. 883.46 crore from 11.58 million tonnes of raw material for steel plants except iron ore, and Rs. 4135.99 crore from 68.56 million tonnes of other goods.

Rural Development Ministry Releases Rs.5.80 Crore for Rural Sanitation in West Bengal

The Ministry of Rural Development has released grant in aid worth Rs.580.00 lakh (Rs. five crore and eighty lakh only) to four eligible districts of West Bengal under Total Sanitation Campaign (TSC) of Central Rural Sanitation Program for the financial year 2009-10. The grant in aid has been released to State Water and Sanitation Mission, West Bengal, an agency executing the works for Rural Sanitation Program in the state.
Total Sanitation Campaign is a comprehensive programme to ensure sanitation facilities in rural areas with broader goal to eradicate the practice of open defecation. It follows a principle of "low to no subsidy" where a nominal subsidy in the form of incentive is given to rural poor households for construction of toilets. TSC gives emphasis on Information, Education and Communication (IEC), Capacity Building and Hygiene Education for effective behaviour change with involvement of PRIs, CBOs, and NGOs etc.

The Ministry of Rural Development has released grant in aid worth Rs.277.84 lakh (Rs. two crore seventy seven lakh and eighty four thousand only) to five eligible districts of Mizoram under Total Sanitation Campaign (TSC) of Central Rural Sanitation Program for the financial year 2009-10. The grant in aid has been released to State Water and Sanitation Mission, Mizoram, an agency executing the works for Rural Sanitation Program in the state.

Grant in Aid Worth Rs.5.64 Crore for Rural Sanitation in Assam

The Ministry of Rural Development has released grant in aid worth Rs.564.03 lakh (Rs. five crore sixty four lakh and three thousand only) to 2 eligible districts of Assam under Total Sanitation Campaign (TSC) of Central Rural Sanitation Program for the financial year 2009-10. The grant in aid has been released to Rajiv Gandhi Rural Water and Sanitation Mission, Assam an agency executing the works for Rural Sanitation Program in the state.

Progress in the Implementation of the Multi-Sectoral Development Programme for the Welfare of Minorities
New Delhi: April 19, 2010
The Government has said that the implementation of the Multi-sectoral Development Programme (MsDP) for the welfare of Minorities in Minority Concentration Districts (MCDs) has gained momentum since approval of the first district plan on 25th August 2008. Giving this information in written reply to a question in the Rajya Sabha today, the Minister for Minority Affairs, Shri Salman Khurshid, said that an amount of Rs. 1,243.78 crore has already been released for implementation of this programme in MCDs.
Shri Khurshid also informed the House that the scheme of MsDP has a monitoring mechanism for regular review at different levels in district, State/UT and the Centre.
