No precise headcount on OBCs: Panel
NEW DELHI: Amid the raging controversy on reservations for OBCs in Central educational institutions, a parliamentary committee has stressed that there is no authentic estimate of the actual strength of the "backward castes".
Parliament's Standing Committee on Social Justice and Empowerment has asked the government to pursue the Registrar General of India to conduct a survey for an exact estimate of OBCs' share in the total population.
The recommendation is considered important for two reasons. First, if it is accepted, it will lead to the first-ever caste-based census since 1931 when the practice was dropped.
More important, it comes at a time when the reliability of the claim of the Mandal Commission that OBCs make up for 52% of the total population has been questioned. The Commission cited its estimate to recommend 27% reservations for OBCs in Central government services and educational institutions.
A recent analysis derived from National Sample Survey and National Family Health Statistics figures pegged OBC numbers at a much a lower 36%.
The move is sure to add fuel to the caste controversy. Upper castes have for long complained that the Mandal Commission had inflated the size of OBC population to wrangle the 27% award and would still be in a position to claim that they have done others a favour by not asking for a quota proportionate to their numbers.
Findings of a caste-based census, which bears out the claim will be a handle for them.
The Mandal votaries concede the point that there was no empirical basis to Mandal estimate of 52% which was arrived at by factoring out number of SCs, STs, Muslims, upper castes and others. But they assert that the OBC numbers could be more than 52% because of a higher growth rate.
In fact, Samajwadi Party leader in Lok Sabha Ram Gopal Yadav suspected foul play in the recommendation, saying that the move was aimed at delaying the implementation of OBC quota in educational institutions, but was sure to fail.
The recommendation of the Standing Committee on Social Justice, headed by BJP's Sumitra Mahajan, is part of its report on National Backward Classes Finance and Development Corporation. Significantly, the rise in SC population has led to an increase in the quota for Dalits.

While the last BPL census was carried out in 2002, this is the first effort to carry out caste census since 1931. Both enumeration to be carried simultaneously by the rural and urban development ministry and the Registrar General of India would cost the exchequer around R3,500 crore.
The cabinet Thursday approved the conduct of the survey, which will begin in June and will be completed by December. It will be jointly organised by the ministries of rural development and housing and urban poverty alleviation, and the Registrar General and the Census Commissioner of India.
"Paperwork (in the survey) will be almost eliminated," said Sanjay Kumar Rakesh, joint secretary in the rural development ministry.
An unit of two people will go to each household across the country, one to ask questions and the other to directly type in the answers into a hand-held computer.
There will around 14 lakh government employees involved in the information collection, which will includev six to seven lakh enumerators and the rest as data entry operators.
The size of a small notebook, the personal computer has a touchscreen, as well as a small keyboard. It has been manufactured by Bharat Electronics Ltd, and has already been "pre-populated" from the results of the National Population Register 2011.
"Once the information is entered, it will be read back for confirmation. Lastly, the signature of the person will be taken," he said.
This information will be directly uploaded into the database at four data centres.
"The time lag to convert the paper data into digital database has been done away with. That's why we will be able to complete the survey in six months. Also, the preliminary results will be released early, say by March (2012)," said Rakesh.
The census will be carried in phases (the first states being Orissa, Chattisgarh, Goa) and would be available in time for the 12th plan. Officials hope the exercise identifying the actual poor would put an end to doubt over the numbers claimed by the states and assist in better targeting PDS, housing schemes.
In a first, the census will be paper-free as the responses will be fed into a hand-held PC tab and the data uploaded on central server at tehsil level. The device to be supplied through Bharat Electronics Limited will cost R3,900 each and the country will need about six lakh such devices.
But there is no official word as to who will carry the census now that the Right to Education bans teachers — expect polls, decennial census — from being assigned to carry out such tasks.
For the caste census the enumerator will just have one question - what is your caste?, but the task involves exclusion or inclusion of people in case of BPL census, which is a technical process.

A nationwide survey that will simultaneously map the economic, caste and religious backgrounds of the entire population was approved by the Union Cabinet on Thursday. The survey marks two firsts: firstly, in a break with past practice, the Below Poverty Line (BPL) Census has been widened to include urban areas; earlier, it was restricted to rural India. Secondly, the caste headcount, which will be conducted simultaneously with the BPL census, will be done for the first time after 1931.
Announcing the Cabinet decision, Union Information and Broadcasting Minister Ambika Soni told journalists, "This completely fulfils the assurance given by the government in Parliament to the Opposition parties to have a caste-based census along with the socio-economic profiling."
In an effort to refine the BPL census, the government has redefined what constitutes poverty: Sanjay Kumar, Joint Secretary in the Rural Development Ministry, said BPL households in urban areas would be identified through an "inclusion criteria," based on three factors — place of residence, social vulnerability (illiteracy, chronic disability or female headed households etc.) and occupational vulnerability (those in the most informal and least remunerative sectors).
However, the identification of their counterparts in rural areas would be done differently, he said. Here, the population would be divided into three categories — those at the top in rural areas (such as families owning fixed-line telephones, refrigerators and farmers with a credit limit of Rs.50,000) would be excluded, those at the bottom (such as destitutes, manual scavengers and primitive tribal groups) would be automatically included, and finally, for those in between to qualify for BPL status, there would be seven "deprivation indicators."

At the Cabinet meeting, Ms. Soni said there was a long and thorough discussion on these seven "deprivation indicators," with Ministers pointing out possible loopholes in those that had been listed. Eventually, Union Rural Development Minister Vilasrao Deshmukh was asked to factor in his colleagues' suggestions before finalising the seven "deprivation indicators."
The BPL census, Ms. Soni said, would be conducted by the Rural Development Ministry in association with the Housing and Urban Poverty Alleviation Ministry and the Registrar General of India (RGI). The actual implementation is to be left to the State governments, who will deploy panchayat workers, patwaris and the Mahatma Gandhi National Rural Employment Guarantee Act workers. The entire process would be completed by December 2011, and the results of the BPL census would be utilised in the 12th Five Year Plan (2012-13 to 2016-17).
While the BPL lists would be placed in the public domain in case anyone wishes to challenge inclusions or exclusions, the data on caste and religion would be given to the Registrar-General and kept confidential, Mr Kumar said. The last BPL census was conducted in 2002.
In the past, many Chief Ministers have challenged the BPL figures for their States, claiming that the numbers of the poor were much higher than those computed by the Centre. To a question, Mr. Kumar said that if any State government challenged the figures that emerged from the BPL census, it would have to sort it out with the Planning Commission. These figures were critical in the past, for instance, for foodgrain allocations for the PDS; in the future, allocations under the proposed Food Security law would also hinge on these figures.

After lots of struggle within and without parliament the union cabinet on 09 September, 2010 decided that Census, 2011 would be casteless, that Census would take place as per the schedule in February-March, that a separate caste-only headcount would take place in June-September, that data collected during separate caste enumeration would be handed over to a group of experts to analyze the same and derive conclusions.
While we welcome the willingness of the union government to reconsider its age old policy of holding casteless census, at the same time, we also protest the government's decision to delink the Census, 2011 from caste details. In independent India it is nothing but casteless censuses, while, in subjugated India censuses were never delinked from caste details.
To conduct caste delinked census is a violation of Article 340 of Constitution of our country. Article 340 directs the government to investigate the difficulties under which socially and educationally backward classes (SEBCs) labor so that methods to remove such difficulties and to improve their conditions may evolve and grants should be made. Mandal Commission was mandated under this very article. However, the Mandal commission report has suffered from the absence of data relating to socio-economic-educational status of the SEBCs due to no caste linked census having taken place after 1931. Sachar Committee, formed by the Prime Minister Manmohan Singh to investigate into socio-economic-educational backwardness of Indian Muslims, has also complained about non-availability of socio-economic-educational details regarding Indian Muslims due to the same reason as already reported by Mandal Commission. Sachar Committee has recommended for formation of 'National Data Bank' which is impossible without caste linked census. The Hon'ble Supreme Court has many a times asked the government to provide different kinds of data about the OBCs but the central government has failed to provide the desired report due to caste delinked censuses.
The government is going to incur two thousand crore of rupees on separate caste headcount. In a jointly signed memorandum to the government eminent sociologists have urged the government to include caste column in the census forms in order to save two thousand crore of rupees from going into the drain. They have also drawn government's attention to the practical difficulties in conducting separate caste headcount. After census enumeration is over in March it will be hugely difficult to send again those lacs of census enumerators for caste headcount that too within two months of the completion of census operation. As most of the census enumerators are primary and secondary school teachers school education too will suffer.
It has also been underlined that there is electoral political vested interest in conducting separate caste only headcount as this will help in knowing exact number of voters of different castes in a given constituency. This will facilitate in choosing candidate of correct caste. Separate caste-only headcount will further pollute our already casteist environment and polity as against caste linked census which will make the socio-economic-educational backwardness of backward classes and their solution the central issue.
However, it appears that the government is not even interested in doing so. The data collected in caste-only separate headcount exercise will be handed over to a group of experts who will analyse those data and deduce results. There is already a list of castes on both central and state levels. No doubt castes are many but not infinite. Basing upon the two lists of castes the census authorities can easily figure out the number of different caste people. The way the committee or commission functions in this country it is very natural to apprehend that the decision to hand over the data to a group of experts is nothing but a delaying tactics. The English conducted caste linked census when there was no computer. In this age of software the caste linked census can be easily done.
Census is conducted under the Census Act, 1948. What will be the legal standing of the separate caste- only headcount? The government says that it will prepare legal back up of the separate caste-only headcount. How will government prepare legal back up of something which is logically and fundamentally flawed? Why does government want to create a new legislation when there is already Census Act, 1948?
The million dollar question is-Why is government not in favor of caste linked census?
Census does not count heads only; it also collects data on socio-economic-educational-living standards-health-average age etc. From census report we are able to know district wise, state wise and on the country basis the number of people who are educated and who are uneducated, among the educated how many are matriculate, graduate, post graduate and highly educated. We come to know the ratio of urban and rural people. We come to know the number of people living below and above poverty line, the size of lower, middle and upper middle class people, engaged in agriculture, government jobs, self-employment, trade and commerce-big or small, having access to modern health care, the number of landless agricultural workers, small, middle and big farmers, living in pucca and kacha houses. the average age of different sections of populations, etc.?
The caste linked census will make it clear which caste or caste group [SC/ST/OBC (BC&MBC)/Upper caste] lies where in development graphs. The casteist elements feel that caste linked census will make it clear that caste character of socio-political-economic-administrative system of this country has rendered vast multitude of SC/ST/OBC people illiterate, poor, destitute, harassed, devoid of all basic amenities and facilities of life etc., that the upper caste people are socially-educationally-economically the most contented, that ten to fifteen percent population of the upper caste middle class have major share over the nation's material and human resource and, conversely, eighty five to ninety percent of people belonging to SC/ST/OBC have only a minor share of the same. The caste chauvinists apprehend that figures of caste linked census will once again make the old slogan of "Sao Me Nabbe Shosit Hai, Nabbe Bhag Hamara Hai" i.e. "We the Exploited Are Ninety, Our Share Is Ninety" reverberate in the air again. It appears very much plausible that under pressure of the caste chauvinists the government decided against caste linked census otherwise how come the Prime Minister announced on the floor of Parliament to conduct the same.
The censuses do not collect data relating to the OBC and the Upper caste but they collect data relating to SCs and STs. But even here caste specific data are not produced. Thus we have no knowledge of, after so many years of the Republic of India having come into existence, how many Dhobis are still washing linens in the rivers and ponds and how many have laundries, how many Pasis are still climbing up the toddy trees to tap toddy, how many Chamars are still stripping off skin of the dead animals, how many Mehtars are still scavenging night soil, how many Musahars are still eating rats and how many Dusadhs are still doing the rounds in night vigil, and so on.
The caste chauvinists are hell bent on not letting caste linked census take place. They apprehend that results of caste linked census will galvanize SC-ST-OBC against the caste system. They desire us to observe centenary year of last complete census (i.e. caste linked census) in the year 2031.
Everybody knew that the earth attracted everything towards itself. But when Newton calculated and discovered the process of gravitational pull, a revolution in natural science came. Similarly, we know we are backwards but have no idea of the extent of our backwardness. When the caste linked census will bring out the extent of our backwardness that will pave the path of social change and revolution. We need correct assessment of our backwardness through caste linked census.
We are miles behind China in developmental indexes. India cannot hope to catch China in growth and development mere on the strength of its 'great Indian middle class' that are overwhelmingly upper caste people. If India desires to cruise on the highway of economic development and growth it will first of all have to rescue SC/ST/OBC people from the quagmire of illiteracy and poverty. Otherwise, howsoever, they try to propel India on the path of development and growth, it will meet roadblocks. We fervently appeal to the destiny makers of India to shed hesitations and start off with conducting first ever caste-linked census in independent India. That will be a small step but a great leap forward to redeem the pledge that India took in the midnight of 14th -15th August, 1947.
The government of India adopted the slogan-Our Census, Our Future-for Census, 2011. We too adopt this slogan and proclaim: Our Census, Our Future.

India's cabinet has approved a proposal for a survey to identify people living below the poverty line, which also redefines what constitutes poverty.
It will classify the rural poor into "destitutes, manual scavengers and primitive tribal groups".
Urban poor will be defined as those in vulnerable shelters, low-paid jobs and homes headed by women or children.
The survey, to be conducted alongside a caste census later this year, will help identify those who need state aid.
There are various estimates on the exact number of poor in India.
Officially, 37% of India's 1.21bn people live below the poverty line. But one estimate suggests this figure could be as high as 77%.
The last poverty survey was conducted in 2002, but this is the first time that details about caste and religion will be included. The last caste census in India was in 1931.
Under the new system, in rural areas, families owning fixed-line telephones, refrigerators and farmers who have a credit limit of 50,000 rupees ($1,112; £688) will not be counted among India's poorest.
Government staff or those earning 10,000 rupees ($222; £137) a month will also be excluded. Home-owners with three or more rooms will also not be classified as poor.
Officials say the census to identify the people living below the poverty line is "a mammoth task", but it will help them to support those in the greatest need.
On Wednesday, a World Bank report said attempts by the Indian government to combat poverty were not working.
It said aid programmes were beset by corruption, bad administration and under-payments.
