3rd Consultation Meeting With States on Emigration Management Begins

New Delhi: October 28, 2010.

The Minister of Overseas Indian Affairs, Shri Vayalar Ravi inaugurated the 3rd Consultation Meeting with State Governments on Emigration Management here today. The two-day consultation meeting is being organized to discuss various emigration and Diaspora related matters and how best the Ministry can partner with the State Governments to provide required support and guidance in effectively addressing the concerns of Overseas Indians. This meeting is an important initiative of the Ministry of Overseas Indian Affairs (MOIA) for providing a platform for the State Governments to make suggestions and recommendations to the Government of India in the matter of emigration and overseas Indians.   The annual consultation meeting will be focused on the following aspects:

·               Promotion of overseas employment opportunities by the State Governments.

·               Creating facilities for Skill Up gradation and Pre-departure Orientation / Training for potential emigrants workers.

·               Awareness Campaign by State Governments in partnership with MOIA.

·               Development of a Joint Training Module on legal migration management for all the stakeholders.

·               Creation of Nodal Department for welfare of Overseas Indians by all State Governments and promoting legal migration from the States.

·               Review of programs / schemes operated by the States for the benefit of NRIs / PIOs / OCIs.

·               Grant of voting rights to NRIs.

·               Participation of States in the 9th Pravasi Bhartiya Divas – 2011 to be held in New Delhi from 7th – 9th January, 2011.  Details of the events are available on www.pbdindia.org.

·               States co-operation regarding issue of 'Nativity certificate' for grant of OCI.

·               Quick redressal of property related grievances of NRIs.

·               Tracing the Roots and Know India programmes - dissemination of information.

The establishing of Pravasi Bhartiya Bhavans in all the major labour sending States will also be discussed with the States, during the meeting.  This would include setting up Migrant Resource Centres (MRCs) for dissemination of information about legal migration, job opportunities abroad and counseling to the emigrant workers before their departure. The proposed Bhavans would also focus on the other initiatives of MOIA, i.e. Indian Council of Overseas Employment (ICOE), India Development Fund (IDF), Overseas Indian Facilitation Centre (OIFC) and Skill Up-gradation Centres for migrant workers. These would seek to include proposals of State Governments for opening of new POE offices in state capitals of major labour sending states.

The consultation meeting is being attended by senior officials from 15 State Governments and representatives of the Central Government Ministries including Ministry of Home Affairs, Ministry of External Affairs and Ministry of Labour.  Representatives of UNODC, IOM, CRRID, Chandigarh and CDS, Kerala would also make presentations. The recommendations of the two day Consultation Meeting would give guidance to the Ministry of Overseas Indian Affairs for setting the Agenda for future course of action for addressing the concerns of the overseas Indian community.
