The proposed law will authorise the UID to collect identity information, such as name, gender, date of birth, parents' name, address and finger prints, from people voluntarily seeking a unique identity number.
Mr Nilekani added that the draft proposed UIDAI Bill will be submitted to the ministry of law shortly. Preparations are already underway to prepare a draft legislation and submit it to the concerned as per extant procedures, another UID official added. Constitutional experts like Subhash C Kashyap, former secretary general of the lower house of the Indian Parliament, say a legal act will help the UID authority strengthen its case.

"Planning Commission is in itself not a constitutional body. Getting a sanction of the law for such a body like UID will strengthen its case. To exercise abundant caution in their functions, such bodies often seek legislative approval," he said. The government has already allotted Rs 1,900 crore to the authority this year. And the finance commission plans to spend another Rs 3,000 crore to give Rs 100 as an incentive to every 'below-poverty-line' citizen as a motivation to get enrolled.
Over the past few weeks, several civil right activists and NGOs (non-governmental organisations) have been protesting against the identity project for lack of proper legislation and concerns of privacy. "Passing a law won't be easy for the government. We are definitely going to oppose it," said Sanjay Parikh, advocate for human rights at the Supreme Court. Others like People's Union for Civil Liberties say mammoth citizen data residing in a single database is what worries them. "The authority will have lots of data regarding a citizen that can be misused by vested interests," said Pushkar Raj, general secretary of the organisation.
Meanwhile, activists also want the government to take a sympathetic view towards thousands of refugees from neighbouring countries, such as Bangladesh, while running the identity programme. "The government should take a sympathetic view towards them and consider them as citizens. They should be allotted UID numbers," said Rajinder Sachar, former Chief Justice of Delhi High Court and a human rights activist. Mr Sachar is the author of controversial report on the social, economic and educational status of Muslims in India.

Modernity and Politics of Exclusion

These terms are important, for they represent 200 years of historical/political development in Europe that has great significance for all nations at the dawn of the 21st century and the fast growing move toward globalization. This is an attempt to introduce the modern-postmodern distinction and the possible lesson that can be learned from it for our own experience as Iranians.
The Renaissance in art and literature, the Copernican revolution in sciences, and the reformation debate in church were the context and the points of departure for the humanist ideal of modernity. Together these different movements set up the historical background marking the modern era that started with the Enlightenment.
As a critical questioning of the past, modernity replaced the faith in God, transcendental truth and traditional thinking by a subject-centered philosophy that believed in human beings' capacity to reason.
The French Revolution added an element of emancipation to the humanist background of modernity. The turn from divinity to humanity, from God to man, from faith to reflective reason led to the modernity's philosophy of consciousness centered around the subject. Subject-centered philosophy characterized the Enlightenment in which humanity was to achieve emancipation through maturity by way of giving a critique.
To achieve maturity was to take responsibility for one's judgments and actions based on one's critical reason instead of referring the responsibility to an external agent.
Thus, the humanist ideal of modernity can be described as follows: The belief that essentially benevolent humanity, by appealing to its rationality (universal reason), is on its way of gradual progress toward an emancipated state. The homogenizing tenor of this ideal is indicative of the totalizing effect of modernity's project. That is to say, it did not take long before emancipating rationality itself became a totality with the goal of normalizing differences, a unifying whole with the promise of absolute knowledge.
Since the 18th century, however, the credibility of this project has been seriously damaged by a series of failures, such as Auschwitz, Hiroshima, Halabche. In the face of such horrors, the question that the project of modernity has to answer is this: What is rational about Auschwitz? Or, where is the progress in incinerating hundreds of thousands of people in a few seconds? Does progress mean killing more people in a lesser time?
According to J.F. Lyotard, a contemporary French philosopher, the Republican and Nazi versions of the project of modernity authorize their policy of purification by way of a division between "us" and "them." What gives legitimacy to the totalitarian politics of exclusion and cleansing of differences is the ideal of freedom and emancipation for "us" as Aryan, American, German or whatever.
This ideal's demand is not simply to ask, "Let us become who we are -- Aryans," but to say, "Let us, entire humanity, become Aryans." The universal freedom for "us" is the legitimating norm of any system whose totalizing effect is designed to protect the established state from doubt, a "grand narrative" in Lyotard's words.
In order to safeguarding its ideal, grand narratives of modernity treat its failures with silence and forgetfulness. This, however, will not bring the ideal any closer to its realization, but simply allow the failures to occur again and again.
The silence treatment of Hiroshima today results in ethnic cleansing in Bosnia and further nuclear testing by the French. So we need to remember, anamnesis. Anamnesis is needed in order not to believe in any absolute ideal. We need to remember that the humanist ideal has been defeated. Instead of appealing to a grand narrative to force homogeneity on the world based on our particular ideal, which is the source of the politics of exclusion and its terror and pain, we need to go back to the original idea of modernity, the idea of critique.
Modernity starts off by questioning old values, a critique of tradition. The postmodern claim is that having replaced the authority of myth, religion and morality, reason becomes a totality itself, losing its emancipatory character. In conducting a critique to learn the truth through reason, what is worthwhile to keep is neither the truth nor the reason but only the critique itself. For truth changes and reason is only a tool, but it is the continuous critique that keeps up with changes, diversities and complexities of the world.
A constantly renewed critique of one's regional situations, or what is called genealogy, is our only hope to avoid the stereotype, intolerance and the politics of exclusion. This is the postmodern condition.
The implications of the history of the project of modernity and its defeat are quite evident for us as Iranians. Our history has shown that regardless of the kind of accepted norm at a given time, we are strongly drawn toward homogeneity by means of exclusion and normalization of diversities and extremely hostile toward recognizing the right of what is different. We need to move fast to familiarize ourselves with such a genealogical critique without rushing to create a totality out of it.
Unfortunately, considering the existing conditions in our culture (i.e. fanaticism, dogmatism, sectarian divisions, political dispersion) this is much easier said than done. This suggests that we need to employ a mode through which we can rise to the occasion of the postmodern world.
However, I very much doubt whether we all have realized the necessity of abandoning the humanist ideal of modernity. Until then, any practical attempt to get a new critique of our present situation would miss its point. Thus, a new attitude of critical thinking is needed -- the original theme of modernity. This attitude is what we keep from the past in order to move to the future.
The critique is needed if we want to overcome our problems. Becoming is the way of the universe, shall we actively participate in shaping it or passively let it arrive upon us?

Social exclusion and inclusion remain issues of fundamental importance to democracy. Both exclusion and inclusion relate to the access to participation in the public realm, public goods and services for certain groups of people who are minorities, marginalized and deprived. Democratization has led to the inclusion of the previously excluded in the political process. While the problems of exclusion remain even in advanced Western countries in respect of the minorities of sorts, and the underprivileged, the problem of deep-rooted social and cultural exclusions is acute in post-colonial countries, including India. This book analyses social exclusions in India, which remain the most solid challenges to Indian democracy and development. Communal clashes, ethnic riots, political secessionist movements and extremist violence take place almost routinely, and are the outward manifestations of the entrenched culture of social exclusion in India. With its interdisciplinary approach, the book looks at the multidimensional problems of social exclusion and inclusion, providing a critical, comprehensive analysis of the problem and of potential solutions. The authors are experts in the fields of historical sociology, anthropology, political theory, social philosophy, economics and indigenous vernacular literature. Caste-based census required: Veerappa Moily
As opposition members continued to create a ruckus in parliament over their demand for a caste-based census, Law Minister Veerappa Moily too came out in support of such a measure, even while he accepted that it will be not done during the current exercise.Moily, who belongs to the backward class, said that a caste-based census would be 'more authentic'.
At a union cabinet meeting Tuesday, Home Minister P. Chidambaram said the census commission may not be the proper instrument to do a caste count, but it could be done by the Backwards Commission.
Moily said the caste-based census would provide authentic information on caste figures as the last such survey was done in 1931.
He added that Chidambaram's remarks were a reflection of the home ministry. 'As a home minister he has a view, and he will reflect those,' said Moily.
But he denied that the government was divided over the issue. 'There is difference in view, but that does not mean division (in the cabinet),' he said.
Veerappa Moily, along with other Congress leaders from the backward classes and Communications and IT Minister A. Raja and Urban Development Minister Jaipal Reddy, supported the demand for a caste-based census at Tuesday's cabinet meeting.
Members from many parties, led by Rashtriya Janata Dal and Samajwadi Party, have forwarded their demand for including caste count in 2011 census.
'It will reveal the actual figure of backward classes,' Samajwadi Party member Shailendra Kumar told IANS, adding it is important for their upliftment.
Main opposition party Bharatiya Janata Party (BJP) has also extended its support for a caste based census.
Speaking in favour, party leader S.S. Ahluwalia said the country's population has grown manifold since Independence. 'The caste criterion in the census can be considered by the government,' he said.

1.2 billion people: This mind-boggling number sums up the number of citizens of India.
Now think of an even more mind-boggling task: the Government of India has today launched a program called Census of India 2011 which aims to make a head count of those 1.2 billion citizens to create a National Population Register(NPR). President Pratibha Patil has the honour of being the very first Indian citizen to provide data for the NPR.
Meaning of Census of India 2011
A census is a poll or a survey. Census of India 2011 is a survey of the citizens of India, in order to create a comprehensive database of the population of India. Photographs and fingerprints will be taken. After Census of India 2011 is completed, each citizen will be issued an NPR ID card having a unique number that will not match any other ID number. This NPR ID card will then be valid proof of an Indian citizen's identity and will thus prevent needless documentary evidence for various facilities.
Duration of Census of India 2011
As mentioned earlier, Census of India 2011 will begin on 1st April, 2010 and the general results of Census India 2011 will be declared in March 2011. However, the specific data collected about Indian citizens during the Census will not be revealed to anybody.
Information required during Census of India 2011
Census of India 2011 will involve collection of 2 types of data:
1. Data on your House & Assets: There will be a total of 35 questions which you need to answer, with relation to the use of your house, facilities in the house (for drinking water, latrine facilities, electricity, internet connectivity, etc), the assets in your home (appliances, computers, etc.), possessions (mobile phones, etc), and so on.
2. NPR: Data collected for the NPR will need to be filled up in a form separate from data of (1). This data includes the name of the person, gender, date & place of birth, marital status, name of parents & spouse, relation to head of the family, present address & permanent address, duration of stay at present address, educational qualification, and occupation.
Method of conducting Census of India 2011
A Census enumerator will go from house to house to collect data for Census of India 2011. On collecting the data, the enumerator will stick a small Census label at your doorway. The date collected will then be submitted to the Unique ID Authority of India (UIDAI) for de-duplication, after which the unique ID number will be provided. Subsequent updates will be done by the Office of Registrar General and Census Commissioner, India. The Registrar General and Census Commissioner of India is C. Chandramouli.
Phases of Census of India 2011
Census India 2011 will be organized in 2 phases:
First phase: April to September 2010
Second phase: Starting from 9th February, 2011. This phase will collect data about the citizen's level of education, mother tongue and religion, and details of SC/ST community if any.

Inaugurating the two day Data Users Conference for the 2011 Census here today, organised by the Office of the Registrar General and Census Commission, the Union Home Minister Shivraj Patil observed that the creation of NPR might usher in the era of register-based census in the country.
He further said that it would help in future to have the estimates of population on a real time basis by combining it with the system of registration of births and deaths in the country.
Pointing out that the population of India is expected to reach 1.2 billion by 2011, he said that the difficult areas and difficult populations should be identified in advance so that no person in any household is left unrecorded and no area is left untouched.
He informed that a Committee has been set up under the Chairmanship of the Registrar General and Census Commissioner of India to look at the provisions of the India Census Act, 1948 and consider providing for supervision by independent observers, wherever deemed essential.
The Home Minister emphasised the need to use technology at every possible stage of the census planning and census taking, while adding that a number of new technologies have emerged and matured over the past decade.
He said that the endeavour of census organisation should be to complete the release of the 2011 data within two to three years from the date of completion of census.
Addressing the conference, the Minister of State for Home Shakeel Ahmed mentioned that innovations have been made from time to time in the process of census taking.
He said that for the 2011 census, database of village boundary and location for each sub-district has been digitally prepared and for the towns, the census organisation has undertaken preparation of digital geographic database with the support of Survey of India.

The Minister observed that the focus of data dissemination would continue to be more on electronic media and the data dissemination strategy would aim at developing a healthy camaraderie with all sections of data users, both within the government and outside.
Earlier, the Union Home Secretary Madhukar Gupta said that India has not only an exceptional record as a country of having uninterrupted decennial censuses but also of managing the census within an affordable cost.
He further informed that the cost of the 2001 census was Rs 1,403 crore which comes to Rs 14 per person.
Gupta stressed that there was a need to ensure that the number of questions in the next census did not become so large as to disturb the balance which is essential to maintain between the enumerator's motivation and respondent's fatigue.

Thousands protest displacement in Orissa
More than 2,000 men and women, majority of them tribals, held a meeting in Orissa's Jajpur district Wednesday to protest forcible displacement of people by the government for various steel, power and other industrial projects in the state, the organisers said.Tribal leaders, human rights activists and anti-displacement leaders from across the state participated in the meeting held near the industrial complex at Kalinganagar, some 120 km from here.
'We condemn the way the state government is forcibly displacing people in recent months from their homeland, using goons for various projects,' human rights activist and Lokashakti Abhiyan president Prafulla Samantray said.
Addressing the meeting, K.N. Ramachandran, general secretary of the Communist Party of India (Marxist-Leninist), said the state government is dancing to the tune of many companies who are hell bent on looting the mines.
The gathering was organised by Visthapan Virodhi Jana Manch (VVJM)- an anti-land acquisition group which has been spearheading agitation against Tata Steel's six million tonnes per annum integrated steel plant in the area.

Govt reacts cautiously to SC ruling on narco test
Government today reacted cautiously to the Supreme Court verdict declaring as illegal compulsory use of narco-analysis test, saying it had to go through the judgement. "Judiciary has given a judgement.We need to go through it.
it is too early to react on that (judgement)," Law Minister M Veerappa Moily told reporters here.
He said the issue of narco-analysis has been "agitating" the mind of the jurists and the judiciary and the issue has been a subject of national debate. The Supreme Court today declared as "illegal" compulsory use of narco-analysis, brain-mapping and polygraph tests on suspects.
Government to bring legislation to avoid custodial deaths
The Government has plans to make a legislation, which would act as a deterrent for Public Servants from indulging in custodial deaths and abuse of power by police authorities.Minister of State for Home Affairs Ajay Maken on Wednesday in a written reply in the Rajya Sabha said, "A Bill titled "The Prevention of Torture Bill, 2010" was introduced in the Lok Sabha on April 26 in this regard."
"The Bill provides for punishment to those involved in the incident of torture and specifies the time limit for taking cognizance of the offence of torture," he added.
"The custodial death recorded for the year 2007-2008 was reported to be 2267. For 2008-2009, it was reported to be 1943 and for 2009-2010, the number of custodial deaths is reported to be 1794," reported the Government to the National Human Rights Commission (ANI)
Govt taking steps to check illegal movement of arms

"The State and UT Governments have been urged to make sustained and continued efforts to unearth illegal weapons/ arms, effective domination of the borders by carrying out round the clock surveillance and patrolling (on foot, by boats and vehicle), laying nakas (border ambushes) and by deploying observation posts all along with international border," Mr. Ramachandran stated.
"Erection of fencing along the international border and flood lighting of the border to enhance the observation during night, construction of border roads to facilitate border patrolling and speedy interception of infiltrators and introduction of modern and hi-tech surveillance equipments to detect crossing at night and during bad weather," he added.
"Upgradation of intelligence network and coordination meetings among para-military forces, which are held at functional and directional level. In this context, coordination is also being maintained between Central Para-Military Forces, Army and State Police, conduct of special operations, along the borders, setting up of improvised fence breach alarm system at susceptible locations and random checking of persons and vehicles crossing the border on the basis of specific intelligence are the other steps being taken," the minister in his reply further stated. Govt to give oil retailers 140 billion rupees subsidy - oil min
The finance ministry will authorise giving state-run oil retailers 140 billion rupees ($3.1 billion) of cash this month to partially subsidise their selling of fuel at cheaper prices, Oil Minister Murli Deora said on Wednesday.
The funds will reach the firms at a later stage, but the firms can use the authorisation while preparing their financial results for the 2009/10 financial year, Deora said.

Won't let Mittal mine Jharkhand ore: Naxals
Maoists target Steel Authority of India Limited (SAIL) and railway properties at Kiriburu and Karampada inside Saranda forests in Jharkhand's West Singhbhum district. Barely 24 hours later they blow up SAIL's Meghatuburu pump house in the same area.
Maoists have resumed their attacks on SAIL and the railways in West Singhbhum district, but their real target appears to be the Lakshmi Mittal-owned ArcelorMittal. They want to pressure the government to bar the world's largest steel-maker from mining iron ore in the district's Karampada region, around 150 km southwest of Ranchi.
"We are ready with a blueprint to prevent the Mittals' entry into the region," newly appointed Maoist spokesman, Rakeshji told Hindustan Times. The local population would lead the agitation, with Maoist backing, he said.
"We will create another Singur in Karampada," Rakeshji said, adding they would not allow the Mittals to exploit the state's rich mineral wealth. The Maoist attacks on SAIL properties come after a gap of almost four years.
They were initially thought to be the usual Maoist violence, but Rakeshji's warning revealed that the attacks carried a message. Maoists call the shots in at least 17 out of 24 districts in Jharkhand.
The Centre has endorsed an iron ore licence for Arcelor-Mittal's India operations at the Karampada deposit, which will be able to meet part of the iron ore needs of its proposed 12 million ton per annum Greenfield steel project. The company plans to invest Rs 4,000 crore in the state.
But alleged Maoists pressure has forced the Shibu Soren-led ruling alliance to rethink its mining policy. "We are reviewing all mining recommendations made to Centre in the past," Soren recently said.
The West Singhbhum police, however, downplayed the Maoist threat. "We have not received any intelligence input on the threats so far," Police Superintendent Akhilesh Kumar Singh said.

New Delhi: Facial biometrics, say experts, have a high failure rate (of 1 in 10 people). Recognising this danger, the Unique Identification Authority of India (UIDAI), which has been empowered to issue unique numbers or Aadhaars to the 1.2 billion residents of the country, has decided not to use the facial scan as a de-duplication device or primary biometric verification method.
UIDAI will scan three biometric characteristics of each individual -- face, fingerprints and iris (coloured part of the eye). However, facial scans will be used to detect false matches only if the other two biometric scans fail to convince authorities about the identity of a person.
"Along with the demographic details of a person, the face will only find a place in our records," Ram Sewak Sharma, director general and mission director of UIDAI, told Business Standard .
"The Aadhaar project will use the three big biometrics of face, fingerprints and the iris, but the face will not be used for primary matching or aprimary biometric. Only in exceptional cases, where the eyes are obscured or fingerprints unprintable or worn out, will the face be used," said Mark Crego, Partner (Chief Biometrics Architect), Accenture.
Crego pointed out there could be many similar faces. There is only 30 per cent accuracy in the face as a biometric and one needs manual checking to ensure accuracy.
It was because of these problems that UIDAI decided to have another biometric -- iris scan. The addition of iris to finger and facial biometrics would help achieve accuracy rates beyond 95 per cent, according to the authority.
UIDAI says collecting and de-duplicating biometrics of children is a challenge because face and finger biometrics are not stable until the age of 16. The lack of deduplication of a child's biometrics would require that the child's unique identification (UID) or Aadhaar be linked to the parents' UIDs in the database and the child's ID is not issued on the basis of de-duplication of his/her biometrics.
This however, increases the risk of duplicates and fakes among UIDs for children. Such UIDs would represent a significant proportion of the UIDs issued, since the percentage of population below 15 years of age is 35.3 per cent according to the 2001 census.
The iris presents a potential means to issue the majority of children a unique number linked to their biometrics, since the iris stabilises at a very young age. Unlike fingerprints, iris is said to be fully developed at the time of birth itself.
"If we use iris besides the fingerprints, we would be able to reduce the size of our inaccurate UID sub-set due to the inability to de-duplicate from 35 per cent to 11 per cent, according to the 2001 census. Moreover, adding more biometrics will increase the cost of the project," added Sharma.

The last wave of globalisation has primarily been an economic phenomenon; as it was market mediated, finance oriented, commodity based and consumption related. There has been high visibility of the economy and finance related issues, processes, rules and institutions. It was followed by commodity, technology, information and labour related globalisation.
North-South Divide?
There are limits to economic globalisation in terms of fairness, inclusiveness and sustainability capacity. Firstly, it is a capitalist design against the working classes or peasants; secondly, it is rooted in the agenda of the US unilateralism, which hopes to establish a global hegemony; thirdly, it is promoting clashes of civilizations; fourthly, it is destroying the national sovereignty of the post-colonial nation-states and promoting power of the multinational and transnational corporations; fifthly, it is causing identity crisis through decline and fragmentation of the 'national identity'; and finally, it is deepening disparities within and between nation-states. Moreover, there are several structural and systemic gaps inherent in globalisation, which provide preferential treatment for a minority section of the world population at the cost of deliberate ignorance for the rest.
As a result, globalisation has brought uneven development for the world – the North and the South have been affected differentially. According to critics, economic globalisation perpetuates 'exclusion'; that the global South is completely excluded from the advantages of the process as the North stands the sole 'gainer'. In this reflection the focus is on differences in analysing and representing global conditions between the North and the South.
For some, exclusion is too crude a term to describe the actual situation. The term exclusion ignores the many ways in which developing countries are included in global process; they are subject to global financial discipline and part of global markets. Thus it would be more accurate to speak of asymmetrical inclusion or hierarchical integration. Thus the people in the South are within the reach of global mass communications and advertising, within the reach of the message but not necessarily the action. In Western Europe, the viewers experience 'long-distance suffering' and engage in schizophrenic behavior – making limited or vague gestures of solidarity, while finding shelter in the 'chauvinism of prosperity' that is being sustained by institutions and the media. Electoral politics in many advanced countries exclude 'terrorists' and marginalizes welfare recipients.
North-South inequality runs very deep, though poverty does not have a marked territory. Of course, the South is in the North and North is in the South, and privilege and poverty are no longer neatly geographically divided. In demographic terms they are the minority world and the majority world. They are "worlds" because they make up complete life-worlds. The division simply does not run between the middle class and the underclass. Thus, the middle class in the South shares many of the majority's economic, political and geographical frustrations. The poor majority and the middle class in the South suffer domestic political incompetence and corruption, western double standards, superpower geopolitics and geo-economics, and share national and regional destinies. Therefore, perhaps along with 'exclusion' we need another analytic namely 'interdependence' to understand the deeper consequences of globalisation especially in the 21st century.
East-South and South-South Link
The new century momentum of globalisation is markedly different from twentieth century globalisation. Slowly the axis of globalisation is turning from North-South to East-South relations. This poses a major question: Is the rise of Asia and the newly industrialized economies (NIEs) just another episode in the rise and decline of nations, another reshuffling of capitalism, without affecting the 'logic' of accumulation? What is the relationship between the zones of accumulation and the modes of regulation and what are the ramifications for global inequality?

Lessons from BPL Censuses
To perpetuate a system that assigns a household to a single BPL/APL category in circumstances in which poverty is multi-dimensional is not only bad economics, but unconscionable as well.
The pilot surveys for the next Census of BPL (below-poverty-line) households are due to begin. Discussions are now on to finalise the methodology for the survey, and as the BPL Census is a matter of the subsistence and survival of hundreds of millions of India's households, it is important that we draw lessons from the experience of past BPL Censuses.
Poverty alleviation programmes in India can be categorised into universal programmes (or programmes whose beneficiaries are self-selected), and targeted programmes (or programmes that are exclusively for predetermined target groups). An example of the former is the National Rural Employment Guarantee Scheme, for participation in which any "rural household whose adult members volunteer to do unskilled marginal work" qualifies. Most anti-poverty programmes, however, are targeted programmes. The Public Distribution System (PDS) for the provision of fair-priced food, and the Indira Awas Yojana (IAY), India's major rural housing scheme, are examples of targeted programmes.
The criterion for targeting is, most often, whether or not a household is below the poverty line. Identifying BPL households as on the ground is thus crucial to the implementation of targeted anti-poverty schemes. Indeed, the XI Plan Working Group on Poverty Elimination Programmes has written that the "best course in future would be to rely increasingly on the aggregation of BPL Survey data for the policy decisions at the state and central level and for monitoring the progress of poverty elimination."
Since 1992, the Ministry of Rural Development (MoRD) has conducted three BPL Censuses in rural areas.
The BPL Survey of 1992 used an income criterion to determine poverty, and the annual income cut-off was fixed at Rs. 11,000 per household. The BPL Census of 1997 was conducted in two stages. First, some families were excluded on the basis of certain criteria. In the second stage, each remaining household was interviewed to determine its total consumer expenditure, and was identified as a BPL household if its per capita consumer expenditure was below the poverty line set by the Planning Commission.
Unlike the previous BPL Censuses, the BPL Census 2002 used a "score-based ranking." Each household questionnaire had two parts. Section A recorded some introductory characteristics of households. These were the "non-scoring parameters," which did not figure in the final assessment of the household's poverty status. Section B, which recorded 13 "scoring parameters," was intended to evaluate the quality of life of the households. A score (0, 1, 2, 3 or 4) was assigned for each parameter. The aggregate score of the thirteen parameters for each household was calculated and the absolute and relative position of each household in a village in respect of its poverty status was set.
The BPL Census 2002 has been widely criticised by the rural poor and their organisations, and by scholars. Even the expert group set up by the MoRD to advise it on the methodology for the next BPL Census said that, although the number of parameters needed to measure poverty had gone up from one in the 1992 survey to thirteen in 2002, the errors of exclusion and inclusion remained above acceptable limits. Targeting errors involved exclusion errors, which exclude poor households from the category of the poor, and inclusion errors, which include non-poor households in the category of the poor.
We recently conducted a study of the reliability of the BPL Census of 2002, comparing household-level data from the MoRD website for four villages (one each in Maharashtra, Uttar Pradesh, Rajasthan and Andhra Pradesh) with village-level socio-economic data collected by the Foundation for Agrarian Studies in the same villages.
There were four types of causes for exclusion and inclusion errors in BPL household identification. First, there are errors involved in the survey, i.e., in the questionnaire and in the investigation process. The selection of indicators and the scoring scheme for each parameter have rightly been criticised for their inconsistency. There were two major types of problems with respect to the stipulation of scoring parameters. The first set of problems relates to specification. With regard to many variables there are problems of mis-specification, under-specification, or vagueness, allowing for no certainty in how a household is to be classified. The second set of problems relates to gradation. It is not always true that a higher score in the questionnaire represents lower poverty in practice. For instance, with respect to the indebtedness parameter. although a household that has a few paltry household assets and no debts could be one that is in fact too poor to be considered creditworthy by even an informal-sector lender, such a household receives a score of 4, which is higher than the score assigned to, say, a rich landlord who borrows only from commercial banks.
Secondly, there was data-cooking or manipulation after the survey. Even the expert group wrote that "in actual practice no detailed survey was done and survey sheets were filled up within the office itself."
Thirdly, one of the most serious flaws in the methodology of BPL household identification was in the aggregation of scores of 13 parameters to establish the absolute and relative position of each household with respect to poverty status in a village.
Lastly, another serious cause for exclusion errors is the way cut-off scores were set for each State, district and village. According to the MoRD guidelines, the State-level cut-off was set at the level of the official Planning Commission poverty line plus 10 per cent as an allowance for including the "transient poor" in the BPL category. The determination of the cut-off for administrative divisions within the State (district, block, and village, for example) was left to State governments. As a consequence, the aggregate cut-off score for the determination of BPL households could vary across those administrative entities. In our study, in one State the cut-off varied even from village to village in the same block.
Two main methods of conducting the fourth BPL Census are now under discussion. The first, suggested by the Expert Committee chaired by N. C. Saxena, proposes a method that will identify those who will automatically be excluded, "ensure that the poorest and most vulnerable sections are automatically included," and grade the rest to identify the poorest among them. The second proposes that identification be broadly on the basis of exclusion and inclusion.
Past experience teaches us important lessons. First, any system of score-based ranking to identify the rural poor is inevitably — in theory and practice — arbitrary, unfair, and inequitable. Secondly, poverty is multi-dimensional, that is, people can be poor with respect to some or all of a range of criteria — for instance, with respect to income, hunger, health, schooling and education, housing, access to the means of sanitary living, and so on. Why then should a single classification of poverty — whether based on criteria set by the MoRD or the Planning Commission or a combination of the two — be considered adequate to measure whether a person is income-poor, nutrition-poor, education-poor, housing-poor, and so on? The natural beneficiaries of a scheme that provides housing should be the population without adequate, safe and clean housing, just as the natural target group for a scheme to provide sanitary toilets is those who have no access to such facilities. Why should access to such schemes be determined by arbitrary reference to fictitious BPL categories? And why should State governments be forced to fit welfare policies to the Procrustean bed of the MoRD's current BPL measure?
In India today, BPL and APL (above poverty line) are not used merely as analytical categories, but as categories that determine inclusion in and — more important — exclusion from anti-poverty programmes. The basic welfare of households and their access to facilities that should be basic rights — food, education, health, and sanitation, for example — is made or broken by the system of BPL-APL segregation in our administrative system. To perpetuate a system that assigns a household to a single BPL/APL category in circumstances in which poverty is multi-dimensional is not only bad economics, but unconscionable as well.

West Bengal Chief Minister Buddhadeb Bhattacharjee today met Home Minister P Chidambaram and is understood to have discussed about Maoist violence and the ongoing operations to tackle them. During their 20-minute meeting, the two leaders are believed to have discussed the issue of political support being allegedly given to the Maoists in West Bengal.The Chief Minister, however, refused to divulge anything about his discussions with Chidambaram. His meeting came a day after Left MPs in Lok Sabha raised the issue of alleged links between a Minister of State and an arms dealer in Bangladesh, a charge denied by the Minister and his party, the Trinamool Congress.
Bhattacharjee had expressed concern over regular instances of the Maoists carrying out attacks in West Bengal and escaping to the jungles of neighbouring Jharkhand. He has earlier said that the joint security operations currently on in Bengal would not have much effect if similar operations are not carried out in Jharkhand and bordering Orissa as well.
The Chief Minister is also advocating greater cooperation between the Centre and his government in carrying out developmental activities in the extremist-affected areas. He has been saying that a majority of the local populace were living in fear of the Maoists who were not allowing them to carry out their normal day-to-day activities.

Specially-abled protest Railways' decision, observe hunger strike in Chennai
Specially-abled persons in Tamil Nadu staged a demonstration on Wednesday to protest the decision of Indian Railways making the disabled-friendly coaches open for general public.Members of the Federation of Tamil Nadu Handicapped Association went on a hunger strike to protest the move here, demanding that disabled-friendly coaches should be made open for their exclusive use again.
"The Railway Department has converted the reservation coaches (reserved for specially-abled persons) into unreserved coaches (open to general public), which is very unfortunate. This move of the Railway Department is condemnable and we need to see that the railway should retract this, and till then we are not going to give up this fight and we will move forward, and make the whole Railway Department stand still," said Govindakrishnan, member of Federation Of Tamil Nadu Handicapped Association.
Protestors said they are facing problems after the coaches have been made open to everyone.
They rued that they have been protesting for nine months but their representations have not been heeded.
"The specially-disabled coaches with disabled people have suddenly been made into a reservation compartment (where anyone can reserve seats) and we don't want that to be a reservation compartment. We want that as an unreserved compartment for the disabled people, and for this we have been fighting for a very long time, say, for about nine months. We have made several representations and everything has gone into vain. So, till that retraction of the decision comes across we are not going to withdraw our hunger strike. We are going to continue for that," said Deepak, a member of Federation Of Tamil Nadu Handicapped ssociation.Spicejet plane makes emergency landing in Kolkata after alleged terror scare
A Spicejet plane made an emergency landing at Kolkata Airport on Wednesday following a terror scare.Initial reports quoted airport officials as saying that two male passengers traveling on the Pune-Delhi-Kolkata SG-203 flight were overheard discussing a hijacking plan.
Flight crew said one of the suspicious males was dressed as a woman.
The plane made a priority landing in Kolkata and was taken to an isolated spot. The two suspects were taken off the aircraft and handed over to the Central Industrial Security Force (CISF) for interrogation. Further details are awaited. (ANI)
Violence in Manipur over ban on rebel Naga leader's visit
Unknown armed miscreants in Manipur's Senapati District bordering Nagaland resorted to arson and torched Manipur bound trucks to protest against the ban imposed on the proposed visit of Thuingaleng Muivah, the rebel Naga leader.The incident occurred late on Tuesday night in the vicinity of Manipur-Nagaland border along the National Highway from Zakhama in Nagaland to Imphal in Manipur via Senapati district.
Apprehending unrest among the ethnic Nagas residing in Senapati and Ukhrul regions, the Manipur Government has banned the entry of Thuingaleng Muivah, the leader of the rebel National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) into Manipur, where he has planned to visit his ancestral place Somdal, where he was born.
He had proposed to visit Somdal, located in Ukhrul district, between May 3 and 10.
The miscreants torched five Manipur-bound trucks. Police suspect it to be an act of local Nagas' anger at the government's decision barring Muivah's entry.
Local administration officials confirmed the violence.
"Yes the trucks have been burnt by miscreants. We still don't know, who have done it. I don't know much as I was out of station. As far as I know, five trucks have been burnt. Fortunately, we have not received any news of anybody being injured," said Linda Soro, Sub Divisional Officer (Civil), Zakhama, Nagaland.
Meanwhile, the ethnic Nagas residing in and around Senapati and Ukhrul regions of Manipur vent their anger at the ban on Muivah's visit.
They staged a demonstration at Maram Bazar village here demanding the ban to be withdrawn.
"We are sitting in protest in opposition of the Manipur Government decision taken against the Muivah's visit. We want him to visit his native place. We welcome him, because after 40 years working outside for the Nagas, we want him back. We want him to come and see his brothers, sisters, uncles and all his Naga people," said Kanga Regina, a resident of Maram Bazar village.
"But since these promissory given by the Central Government, Manipur Government is opposing. So we want everybody to reflect on it, we want him back and we welcome him," he added.
According to the truck drivers, whose vehicles were held up and later torched mentioned that a group of unknown armed people came in a vehicle and torched their trucks.
As per latest reports, security forces in Manipur are escorting the stranded inter-state passenger buses and 22 laden trucks coming from Guwahati via Nagaland and entering Manipur at Mao order check post. (ANI)
13 political leaders seek all-party meet on EVMs
Thirteen leaders of various political parties have approached the Election Commission, seeking an all-party meet to discuss whether electronic voting machines (EVMs) are liable to be manipulated with an aim to rig the election.The leaders have jointly written to the commission on the issue.
Among them are Samajwadi Party president Mulayam Singh Yadav, Rashtriya Janata Dal chief Lalu Prasad, AIADMK supremo J. Jayalalitha, Communist Party of India-Marxist general Secretary Prakash Karat, Communist Party of India general secretary A.B. Bardhan, Telugu Desam president N. Chandrababu Naidu, Janata Dal (United) chief Sharad Yadav and Rashtriya Lok Dal chief Ajit Singh.
'Many democracies like Germany, Ireland, Holland and the US have either banned the use of EVMs or imposed stringent safeguards for their use,' said a letter signed by the 13 leaders and sent to the chief Election Commissioner April 24.
'This was done as storing voting data only electronically is considered non-transparent, unsafe, unreliable and prone to manipulations,' the letter said.
'We have serious apprehension regarding the use of EVMs in elections,' it said.
'The gold standard throughout the world today is that there must be a verifiable, physical record of voting for all concerned to repose confidence in the election results,' said the leaders, seeking an all-party meeting to discuss the issue.
Cut motion: a short-term victory
India, May 2 -- The common perception after the UPA government defeated the cut motion by an overwhelming support of 289 members against 201 secured by the NDA and some other parties is that deft handling and appropriate strategy led to the outcome. The result also showed that those opposing the UPA were in a minority and the Opposition parties as a whole were not only divided but willing to help the UPA in the voting.
The perception perhaps does not reflect the ramifications of the voting pattern and how it may have impacted the Congress. In defeating the NDA and some others, the Congress obviously brought on board parties like the BSP against whom its cadres led by its general secretary Rahul Gandhi are waging a war in Uttar Pradesh.
Securing a majority on its own in Uttar Pradesh has been the party's objective. In its aggressive campaign, Rahul Gandhi has been exposing the alleged corrupt practices of the state government.
He has also been at loggerheads with Uttar Pradesh CM Mayawati whose support was sought and received by the Congress to save its government last week. The question that will torment many who have been in this battle with Rahul Gandhi is whether it was worth taking the BSP support when it is one party that the Congress leadership perceives as the biggest hurdle to its getting a majority on its own both in the state as well as in the Lok Sabha later.
The Yadav duo - Lalu Prasad and Mulayam - had made it known that they would abstain from the voting in Parliament. Under no circumstances would they want to be seen supporting the cut motion sponsored by the BJP. This clearly meant that even without Mayawati, the government could have been saved.
Naturally, the margin of victory would have been slender but victory was assured. But since Mayawati has supported the government, she is bound to demand her pound of flesh.
Politically, she has scored a victory over the Congress, which will be seen as a party seeking its rival's support even though its leadership and cadres have been attacking it on issues of corruption and misgovernance. She can easily say that the Congress was dependent on her and, therefore, could not be her replacement in the state.
The argument against this may be that in politics one has to take the support of even enemies and this was a one-off case. It could be said that the battle for UP will begin in the months to follow.
But no one can contest the fact that this battle will not be as strong as Rahul Gandhi had perceived it. The second question which could arise is whether by seeking her assistance, the Congress has virtually given up on UP and may, henceforth, look at the state in terms of contesting the polls along with an ally.
Its challenge of emerging as an alternative stands diluted. Unless subsequent events dispel this impression, it will find it hard to become a major stakeholder in the state's politics.
Another way of looking at it is that the cut motion has been used by elements within the Congress to curb the rising influence of Rahul Gandhi who has been taking all opponents of the party head-on. Many believe that though he could have acquired the highest office in the country had he so desired, his supporters would have wanted him to do so as and when their party had a majority on its own.
The majority objective can be achieved only by capturing the most seats in UP. That is unlikely now.

This is a scary prediction for the already tainted European economies and global markets. Recent credit-rating cuts on Greece, Portugal and Spain have spread concerns across global investors. The European deficit crisis seems to be spreading. This is intensifying pressure on policymakers to widen a bailout package. We believe all this would be a negative for the economic recovery that was just starting to find some wings!
Roubini has also said the US probably will need a combination of increased tax revenue and lower government spending. Europe needs to curb spending. At a time when central bankers are busy pumping in cheap money into the markets in the name of stimulus, any cutback on government spending isn't seen coming anytime soon.
Anyways, as we wrote yesterday, if these European countries actually default, there will be an impact on emerging markets like India. But the impact would just be a knee-jerk i.e., short term. Whatever it is, it could provide you with opportunities to buy into your favourite stocks at lower prices. The idea is to not take cues from the 'price action' that will follow a Greece default, but to take a call on stocks' 'valuations' and then act.

Infrastructure is perhaps the Indian economy's most pressing need. It is the government's job to provide it. But it makes sense to rope in the private sector in whenever possible. They are able to bring in capital, expertise and cost reducing technology. But such public private partnerships (PPP) are not easy to stitch together. As the chart of the day shows, southern and western Indian states have done a better job at attracting PPP projects. Large states like Uttar Pradesh (value of PPP contracts Rs 21 bn) and Madhya Pradesh (Rs 78 bn) pale in comparison. In our view, India's heartland must help their economic cause. And it begins with infrastructure.

Indeed. It is the ratings agencies who lulled them into buying junk securities by labeling them as triple A. Thus, an editorial in FT is piqued that while the US Government is trying to bring full scale financial reform in the country, very little is being done about the ratings agencies. And it is not as if this is the first instance of the ratings agencies failing. They have failed on quite a few occasions in the past as well. The article thus argues that if the ratings agencies are not doing the function they are supposed to do, why give them a special status. It is time the Government became very strict with the ratings agencies and initiated some sort of action. According to the paper, the best place to start would be to remove their 'regulatory licenses'. This would go a long way in reducing the halo effect around them. And investors will no longer be tempted to trust them blindly. Not a bad idea at all we should say.

In an interesting article in the Financial Times, Martin Wolf, its chief economics commentator, suggests some solutions. Reduce the leverage ratios of banks. In other words, increase their capital requirements. Especially during economic booms. Make sure a large part of their assets can be easily valued by central banks. Have a long lock-in period for stock options given to bankers. That way they do not benefit from short term profits. Move derivatives contracts from private placements to public exchanges. Let the government and not companies pay rating agencies.
In our view though, no matter how the rules are designed, they are never entirely fool proof. Hence, incentives are equally important. Financial institutions, their employees, ratings agencies and investors at large must be incentivized to aim for long term profits and avoid piling up risks. The Indian economy is not yet a full blown market economy. In addition, we have a prudent central bank in charge. But, as and when we provide more freedom to the financial system, we must build the right incentives.
