Increasing Trend in Operational Expenditure of Railways
New Delhi: May 6, 2010
The operational expenditure, i.e. ordinary working expenses, normally show an increasing trend. However, there has been a sharp increase from 2008-09 as shown below:

The operational/ordinary working expenses have increased sharply after 2007-08 primarily due to impact of implementation of recommendations of 6th Pay Commission. Other factors contributing to the increase in expenditure include higher price of fuel, increase in lease charges, higher cost of stores, increased rate of dearness allowance etc.
All possible measures are being taken to contain expenditure, which include control in areas such as fuel/power consumption, contractual payments and purchase of materials, productive use of manpower, better utilization of assets, improved inventory management and steps for reduction in the cost of operations and maintenance of rolling stock and other assets.

Government Asks People to Be Vigilant of CPI (Maoist) Propaganda

It has come to the notice of the Government that some Maoist leaders have been directly contacting certain NGOs/intellectuals to propagate their ideology and persuade them to take steps as would provide support to the CPI (Maoist) ideology. It is brought to the notice of the general public that under Section 39 of the Unlawful Activities (Prevention) Act, 1967, any person who commits the offence of supporting such a terrorist organization with inter alia intention to further the activities of such terrorist organizations would be liable to be punished with imprisonment for a term not exceeding ten years or with fine or with both. General public are informed to be extremely vigilant of the propaganda of CPI (Maoist) and not unwittingly become a victim of such propaganda.
This is being issued in public interest so that the general public are aware that the Communist Party of India (Maoist) and all its formations and front organizations are terrorist organizations whose sole aim is armed overthrow of the Indian State and that they have no place in India's parliamentary democracy. CPI (Maoist) continues to kill innocent civilians including tribals in cold blood and destroy crucial infrastructure like roads, culverts, school buildings, gram panchayat buildings, etc. so as to prevent development from reaching these under-developed areas.

The Union Minister for Information & Broadcasting, Smt. Ambika Soni has condoled the tragic demise of Shri Ajay Tiwari who died while covering a major fire in the capital yesterday.
In her message Smt. Soni said that in Shri Tiwari's death Indian journalism has lost promising talent. Shri Tiwari died in the line of his duty maintaining the highest tradition of television journalism, the Minister added.

Railways Encourage Private Investment in Rolling Stocks

There is no shortage of wagons for transportation of foodgrains on Government account and fertilizers as these commodities are loaded on high priority.
To encourage private investment in rolling stock, various schemes like Own Your Wagon Scheme (OYWS), Wagon Investment Scheme (WIS) and Liberalized Wagon Investment Scheme (LWIS) have been launched by Indian Railways from time to time wherein cooperatives and Public Sector Undertakings (PSUs) are also allowed to participate.
Cooperatives and PSUs have responded well to these schemes. Under OYWS, cooperatives and PSUs like Indian Farmers Fertilizer Cooperative Limited (IFFCO), Krishak Bharati Cooperative Limited (KRIBHCO), Rashtriya Chemicals & Fertilizers Limited (RCF), Indian Oil Cooperation (IOC), Hindustan Petroleum Corporation Limited (HPCL), Madhya Pradesh State Electricity Board (MPSEB) etc. have participated. Minerals and Metals Trading Corporation (MMTC) has participated in Wagon Investment Scheme (WIS) and National Aluminium Company Limited (NALCO) has participated in Liberalized Wagon Investment Scheme (LWIS).

Rishikesh – Karanprayag Railway Line
New Delhi: May 6, 2010
Construction of Rishikesh-Karanprayag new line (125 km.) has been included in Railway Budget 2010-11 at an anticipated cost of Rs. 4295 crore. Presently there is no proposal for construction of Katgodam-Gopeshwar rail line.
Survey for Dehradun-Kalsi new line has been completed and the survey report is presently under examination in the Ministry.
Another survey for new line between Ghanauli and Dehradun (via Nalagarh, Baddi, Surajpur, Kala Amb and Poanta Sahib) has been sanctioned in Railway Budget 2010-11.
Since these projects have not yet been sanctioned, dates for commencement of work cannot be indicated at this stage.

Railways Engage Quality Control Inspectors to Ensure Quality Food in Trains
New Delhi: May 6, 2010
Quality Control Professionals have been engaged by Railways for conducting inspections to ensure quality food served onboard trains. Quality of cleanliness in coaches is checked by supervisory staff on the Railways during the maintenance of the trains in the coaching depots.
In all 78 Quality Control Professionals are deployed for monitoring quality of food by Indian Railway Catering and Tourism Corporation (IRCTC) on the Railways.
An 'On Board Housekeeping Scheme' has been introduced in select trains, to carry out frequent cleaning through escorting staff provided by professional agencies. This is to be super checked by the 'Executive Housekeeper' of the concerned agency.
During the inspection conducted by Quality Control Professionals during 2009-10, about 1681 complaints regarding overcharging were recorded. The details of action taken by IRCTC on the complaints are – Fined - 340, Warned – 887 and Advised Suitably – 454.

Accounting System in Railways

The statement of 'Cash' and "Investible Surplus' is not an accounting system, and has been discontinued in the Budget 2010-11. Railways will attempt to completely switch-over to accrual based accounting in consonance with the accounting standards to be stipulated by the Government Accounting Standard Advisory Board (GASAB).
Railways pay excise duty, custom duty, Value Added Tax etc. on the materials and stores purchased, as levied by the Government from time to time. The 'Dividend' is paid at a specific rate on the Capital invested by General Revenues as recommended by Railway Convention Committee from time to time. The investment of the General Revenues in Railways is treated as loan, in perpetuity, by the Ministry of Finance.
Imposition of Service Tax on freight on Railways as proposed in the Finance Bill, 2010 has been deferred till July 3, 2010. No Service Tax on passenger fare has been proposed.

Army Major Cough Spying For Pakistan

A report has been published in Indian Express "Army Major caught spying for Pakistan, tip-off came from US" by Ms Ritu Sarin on 06 May 10.
It is clarified that this is a case of computer hacking through an external agency. The matter is still under investigation, however so far there are no evidences to suggest of an "espionage case". The officer was never under "safe custody" and is on duty in his parent unit.

Foreign Tourists in Darjeeling

The Minister of State in the Ministry of Tourism Shri Sultan Ahmed has said, as per the information received from Government of West Bengal, the number of foreign tourists who visited Darjeeling during the years 2007, 2008 and 2009 were 19885, 21152 and 21025 respectively. The State Government does not maintain any records regarding the income earned from foreign tourists visiting Darjeeling.
In a written reply in the Rajya Sabha today he said, as may be seen from the above figures, there is no significant decrease in the number of foreign tourists visiting Darjeeling as a result of the ongoing Jan Mukti Morcha movement.

Effective Water Management

The National Water Resources Council adopted the National Water Policy 2002 (NWP) in April 2002 which addresses various issues related to water resources management. NWP lays stress on sustainable development and efficient management of water resources. Salient features of NWP are annexed. NWP recognises that its success will depend entirely on evolving and maintaining a national consensus and commitment to its underlying principles and objectives and that to achieve the desired objectives, State Water Policy backed with an operational action plan shall be formulated. So far 13 States / Union Territories have formulated and adopted State Water Policy. Various schemes and programmes related to water resources development and management are planned and implemented by the respective State Governments as per their own priorities. Government of India provides technical and financial assistance to States with a view to encourage them and supplement their efforts in achieving the objectives of NWP. The overall outlay for XI Plan for major and medium irrigation, minor irrigation, flood control and command area development sectors under State Plan and Central Plan are Rs. 1, 82,050 crores and Rs. 50,261 crores respectively. Similarly, the outlay for XI Plan for rural water supply and sanitation under State Plan and Central Plan are Rs. 48,875 crores and Rs. 47,306 crores respectively. The total outlay for urban water supply and sanitation is Rs. 75,000 crores.
Government of Orissa has formulated "Orissa State Water Policy-2007" which has been approved by State Water Resources Board. Orissa State Water Policy-2007 aims at laying down the principle of equitable and judicious use of water for survival of life, welfare of human beings and sustained as well as balanced growth of the State. The total XI Plan outlay for major and medium irrigation, minor irrigation, command area development & water management and flood control in respect of Orissa is Rs. 6,518.18 crores. "Orissa Integrated Irrigated Agriculture and Water Management Investment Programme" funded by Asian Development Bank and "Orissa Community Tank Management Project" funded by World Bank are also being implemented by Government of Orissa which aim at improved water management.
Annex
Salient features of the National Water Policy
o Water is a prime natural resource, a basic human need and a precious national asset. Planning, development and management of water resources need to be governed by national perspectives.
o A well developed information system for water related data at national / state level should be established with a net-work of data banks and data bases integrating and strengthening the existing central and state level agencies.
o Water resources available to the country should be brought within the category of utilizable resources to the maximum possible extent.
o Non-conventional methods for utilization of water such as through inter-basin transfers, artificial recharge of ground water and desalination of brackish or sea water as well as traditional water conservation practices like rainwater harvesting, including roof-top rainwater harvesting, need to be practiced to further increase the utilizable water resources. Promotion of frontier research and development, in a focused manner, for these techniques is necessary.
o Water resources development and management will have to be planned for a hydrological unit. Appropriate river basin organisations should be established for the planned development and management of the river basins.
o Water should be made available to water short areas by transfer from other areas including transfer from one river basin to another, after taking into account the requirements of the areas / basins.
o Planning of water resources development projects should, as far as possible, be for multi-purpose with an integrated and multi-disciplinary approach having regard to human and ecological aspects including those of disadvantaged sections of the society.
o In the allocation of water, first priority should be given for drinking water, followed by irrigation, hydro-power, ecology, agro-industries and non-agricultural industries, navigation and other uses, in that order.
o The exploitation of groundwater should be regulated with reference to recharge possibilities and consideration of social equity. The detrimental environmental consequences of over-exploitation of ground water need to be effectively prevented.
o Careful planning is necessary to ensure that construction and rehabilitation activities proceed simultaneously and smoothly. A skeletal national policy on resettlement & rehabilitation needs to be formulated so that project affected persons share the benefits through proper rehabilitation.
o Adequate emphasis needs to be given to the physical and financial sustainability of existing water resources facilities. There is a need to ensure that the water charges for various uses should be fixed such as to cover at least the operation and maintenance charges initially and a part of the capital costs subsequently.
o Management of the water resources for diverse uses should incorporate a participatory approach by involving users and other stakeholders alongwith various governmental agencies, in an effective and decisive manner.
o Private sector participation should be encouraged in planning, development and management of water resources projects for diverse uses, wherever feasible.
o Both surface water and ground water should be regularly monitored for quality. Effluents should be treated to acceptable levels and standards before discharging them into natural streams. Minimum flow should be ensured in the perennial streams for maintaining ecology.
o Efficiency of utilization should be improved in all the diverse uses of water and conservation consciousness promoted through education, regulation, incentives and disincentives.
o There should be a Master Plan for flood control and management for each flood prone basin.
o Land erosion by sea or river should be minimized by suitable cost-effective measures. Indiscriminate occupation of, and economic activity in coastal areas and flood plain zones should be regulated.
o Needs of drought-prone areas should be given priority in the planning of project for development of water resources. These areas should be made less vulnerable through various measures.
o The water sharing / distribution amongst the states should be guided by a national perspective with due regard to water resources availability and needs within the river basin.
o Training and research efforts should be intensified as an integral part of water resources development.

Rejuvenation of Water Sources

The Government of India has approved two state sector schemes for Repair, Renovation and Restoration (RRR) of water bodies one with external assistance with an outlay of Rs. 1500 crore and another with domestic support with an outlay of Rs. 1250 crore for implementation during the XI Plan period. The state governments are required to prepare Detailed Project Reports (DPRs) for RRR of water bodies identified by them as per the guidelines issued by the Ministry of Water Resources, Government of India in this regard. Under the scheme with domestic support, projects benefitting special category states, undivided Koraput, Bolangir and Kalahandi (KBK) districts of Orissa and drought prone/naxal affected/tribal areas of other states are eligible for 90% of the project cost as central assistance. Other projects are eligible for 25% of the project cost as central assistance. Under the scheme with external assistance, the Government of India provides central assistance to the extent of 25% of the project cost whereas 75% state share is to be borrowed from the World bank by the concerned states.
i. The main objectives of the scheme are:Comprehensive improvement of water bodies including restoration.
ii. Improvement of catchment area of water bodies.
iii. Community participation and self-supporting system for sustainable management for water bodies covered by the programme.
iv. Ground Water Recharge.
v. Capacity Building of communities, user groups, standing committee for Panchayats and State Government/Central Government Agencies concerned with the planning, implementation and monitoring of the project.
vi. Increase in storage capacity of water bodies.
vii. Improvement in agriculture/horticulture productivity.
viii. Environmental benefits through improved water use efficiency
ix. Irrigation benefits through restoration of water bodies.
x. Promotion of conjunctive use of surface and ground water.
xi. Development of tourism, cultural activities, etc.
xii. Increased availability of drinking water.
Regular monitoring of the project is to be carried out at each stage. Monitoring has to include the maintaining of both physical and financial progress and the outcome. Monitoring will be done with the association of the standing committee of the Panchayat at the appropriate level. The Water User Associations (WUAs) are to play an active role in the planning, implementation, supervision, maintenance of water body systems and other necessary activities.

Height of Narmada Dam

The Hon'ble Supreme Court, in its Majority order dated 18.10.2000 in W.P. (Civil) No. 319/1994-Narmada Bachao Andolan V/s Union of India, has directed that the permission to raise the Sardar Sarovar Dam height beyond 90 mts will be given by the Narmada Control Authority (NCA) from time to time after it obtains the clearances from the Relief & Rehabilitation (R & R) Sub Group (including consultation with the three Grievances Redressal Authorities of Madhya Pradesh, Gujarat and Maharashtra) and the Environment Sub Group. The proposal of Government of Gujarat for further raising of Sardar Sarovar Dam was considered in the 80th meeting of Narmada Control Authority held on 12.08.2008 wherein it was interalia decided that further construction of Sardar Sarovar Dam Project would be carried out in two phases:
i. Construction of spillway piers to its full height and installation of gates (to be kept in raised position ) and;
ii. Lowering down of the gates and impounding water in the Reservoir to Full Reservoir Level to EL 138.68 M.
The Authority directed that the issue of next stage of construction would first be considered in Environment Sub Group and R & R Sub Group including consultation with Grievances Redressal Authorities and thereafter the matter would be considered by the Narmada Control Authority.
The matter was further discussed in the 81st & 82nd Meeting of NCA held on 16.03.2009 and 28.01.2010 respectively. Environment Sub Group of NCA have concluded that the raising as mentioned at (i) above is conditionally permitted. Approval from R & R Sub Group is yet to be obtained.

The World Bank report titled "Deep Wells and Prudence: Towards Pragmatic Action for Addressing Groundwater Overexploitation in India", includes an analysis of the potential of community groundwater management in India and mentions that "State-level engagement is still required to support and nurture a community-based approach". It further states that "State agencies should create an enabling environment, ensuring that community-based initiative receive the support they need to build capacity, take on the lessons of experience, and improve institutional coordination at the local level".
National Water Policy, 2002 envisages that "Management of the water resources for diverse uses should incorporate a participatory approach, by involving not only various governmental agencies but also the users and other stakeholders such as water users' associations, municipalities and gram panchayats, in an effective and decisive manner in various aspects of planning, design, development and management of the water resources schemes.
In order to preserve water resources and their proper utilization as well as checking of the depletion in the ground water level, the Government of India has initiated several augmentation and regulatory measures which, inter-alia, include: (a) launching of schemes for "repair, renovation and restoration of water bodies", "artificial recharge of ground water through dugwells", "demonstrative projects for artificial recharge to ground water aimed at creating awareness about water conservation practices during the year 2007-2010 and (b) circulation of a draft Model Bill to all the States / Union Territories to facilitate regulation and control the development and management of ground water, issuing of directions by Central Ground Water Authority (CGWA) to States having 'over-exploited' areas for taking necessary measures to adopt / promote artificial recharge to ground water/rain water harvesting, conservation of ground water and to also include provision for making construction of roof top rain water harvesting structures mandatory under the building bye-laws. Directions also issued to Residential Group Housing Societies / Institutions / Schools / Hotels / Industrial Establishments for adoption of Roof Top Rain Water harvesting systems in their premises latest by May, 2010. The Central Ground Water Authority has 'notified' 43 areas in 10 States / UTs for regulation of ground water development.

Assessment of Housing Units in the Country

The Minister of State in the Ministry of Urban Development Shri Saugata Roy has said that a Technical Group constituted by the Ministry in 2006 to assess the urban housing shortage has estimated that at the end of the 10th Five Year Plan (2007-08), the total housing shortage in the country was 24.71 million. Further, an additional requirement of 1.82 million dwelling units has been projected for the 11th Plan, bringing the total housing requirement during the 11th Plan Period (2007-2012) to 26.53 Million dwelling units.
In a written reply in the Rajya Sabha today he said, 'Land' and 'Colonisation' being State subjects, it is primarily the responsibility of State Governments to provide for adequate Shelter. However, the Union Government has formulated the first urban area focused National Urban Housing & Habitat Policy, 2007 to set in motion a process in providing 'Affordable Housing for All' particularly the Economically Weaker Sections (EWS) and Low Income Group (LIG). This policy intends to promote sustainable development of habitat in the country with a view to ensuring equitable supply of land, shelter and services at affordable prices to all sections of society.
The Minister said, apart from this, Jawaharlal Nehru National Urban Renewal Mission (JNNURM), launched by the Government in the year 2005 caters to provision of housing and basic services to urban poor in 65 specified cities under the Sub Mission Basic Services to the Urban Poor (BSUP) and in other cities and towns under the Integrated Housing and Slum Development Programme (IHSDP). A total of 475 projects under Basic Services to the Urban Poor (BSUP) and 947 projects under Integrated Housing & Slum Development Programme (IHSDP) have been approved all over the country so far envisaging construction/ upgradation of 1022689 and 502281 dwelling units respectively.
Shri Roy said, a new scheme – Interest Subsidy Scheme for Housing the Urban Poor (ISHUP) has been launched for providing interest subsidy on housing urban poor to make the housing affordable and within the repaying capacity of Economically Weaker Sections (EWS)/ Low Income Group (LIG). The scheme encourages poor sections to avail of loan facilities through Commercial Banks/Housing Finance Companies for the purposes of construction/acquisition of houses and avail 5% subsidy in interest payment for loans upto Rs. 1 lakh. The scheme is a demand driven scheme and so far Rs. 41.83 lakh have been released to National Housing Bank (NHB) towards Net Present Value (NPV) of interest subsidy claimed by State Bank of India (SBI), Indian Bank and Central Bank of India in respect of loans sanctioned in Andhra Pradesh. The subsidy will benefit 603 households.
Further, with a view to encourage allotment of land for EWS, under the newly launched Scheme of 'Affordable Housing in Partnership', Central Government assistance will be provided on a progressive scale vis-Ã -vis built up area earmarked for EWS/LIG as a percentage of total constructed area. The assistance would be available for the provision of civic services such as water supply including ground level/overhead service reservoirs, storm water drainage, solid waste management, sewerage including common sewerage treatment facilities, rain water harvesting, approach roads, electricity lines etc., he added.

Number of Poors in Country

The Minister of State in the Ministry of Urban Development Shri Saugata Roy has said that Planning Commission releases estimates of poverty from time to time based on the national sample survey conducted by the National Sample Survey organization (NSSO). As per the latest such estimates of NSSO (61st Round) for the year 2004-2005, based on the uniform Recall Period (URP) method, the estimated number of poor in the country is 30.17 million which is 27.50% of the population of the country.
In a written reply in the Rajya Sabha today he said, the 61st Round of NSSO survey data do not provide information on migration. So data on migrant poor in metropolitan cities is not available. Government has enacted the unorganized worker's Social Security Act, 2008 to provide social security to the unorganized workers. The ct provides for constitution of National Social Security Board which shall recommend for formulation of social security schemes viz. life and disability cover, health and maternity benefits, old age protection etc.
The Minister said, Rashtriya Swasthya Bima Yojana (RSBY) has also been launched from 1-4-2008 to provide smart card cashless health insurance cover of Rs. 30000/- per annum to below poverty line families in the unorganized sector. More than 1.45 crore smart cards have been issued under this scheme as on 30-4-2010.

Expert Committee on Serious Fraud Investigation Office

The Government has said that the Expert Committee i.e. the Vepa Kamesam Committee constituted to examine the issues concerning Serious Fraud Investigation Office (SFIO) has submitted its report; and has made recommendations in respect of statutory, administrative and organizational changes for improving effectiveness and efficient discharge of duties by SFIO. Giving this information in written reply to a question in the Lok Sabha today, the Minsiter for Corporate Affairs, Shri Salman Khurshid told the House that necessary steps have been initiated to strengthen the SFIO by releasing additional 56 posts. As regards the legislative changes in respect of the definition of corporate frauds etc., necessary suggestions have been made to the Parliamentary Standing Committee on Finance for consideration as the Standing Committee is considering the Companies Bill, 2009.

Appointment of Independent Directors
New Delhi: May 6, 2010
The Government has said that the Companies Act, 1956 does not provide for appointment of Independent Directors. But, as per clause 49 of the Listing Agreement, all the listed companies are required to appoint Independent Directors. Giving this information in written reply to a question in the Lok Sabha today, the Minsiter for Corporate Affairs, Shri Salman Khurshid told the House that as per the information received from Securities Exchange Board of India (SEBI), there are 83 companies listed in BSE and 47 companies listed in NSE which have not fully complied with clause 49 of the Listing Agreement.

Cases Referred to the Serious Fraud Investigation Office
New Delhi: May 6, 2010
The Ministry of Corporate Affairs has referred cases of 22 companies to the Serious Fraud Investigation Office (SFIO) for investigation during last two years. Giving this information in written reply to a question in the Lok Sabha today, the Minsiter for Corporate Affairs, Shri Salman Khurshid said that out of these 22 cases, investigation reports in respect of two companies were submitted by SFIO. Necessary instructions for action in respect of violation of various provisions of the Companies Act, 1956 have been issued to SFIO.

Civil Services (Main) Exam., 2009 Result Announced
New Delhi: May 6, 2010
The Union Service Public Commission (UPSC) has announced the result of the Civil Services (Main) Examination 2009. A total of 875 candidates have been recommended for appointment including 399 General (including 21 Physically Challenged candidates), 273 Other Backward Classes(including 09 Physically Challenged candidates), 127 Scheduled Castes and 76 Scheduled Tribes candidates.
The number of vacancies reported by the Government for the Indian Administrative Service is 131 (66 General, 38 Other Backward Classes, 18 Scheduled Castes and 09 Scheduled Tribes); for the Indian Foreign Service is 30 (15 General, 10 Other Backward Classes, 01 Scheduled Castes and 04 Scheduled Tribe); for the Indian Police Service is 150 (77 General, 39 Other Backward Classes, 21 Scheduled Castes and 13 Scheduled Tribes); for the Central Services Group 'A' is 582 (298 General, 159 Other Backward Classes, 81 Scheduled Castes and 44 Scheduled Tribes) and for Central Services Group 'B' is 96 ( 57 General, 27 Other Backward Classes, 06 Scheduled Castes and 06 Scheduled Tribes). This includes 30 vacancies for Physically Challenged candidates.
Appointment to the various services will be made according to the number of vacancies available with due consideration to the provisions contained in Rules 2 and 19 of the Rules of the Examination and subject to the final decision of the Supreme Court / High Court / C.A.Ts. on the S.L.Ps. / R.As/ W.Ps. O.As. pending therein.
The list of candidates recommended for appointment has been drawn pursuant to the ad-interim stay granted by the Hon'ble Supreme Court in SLP(Civil) No.13571-72/2008 dated 16.05.2008 filed by the Union of India on the judgment of the Hon'ble Madras High Court in WP No.37196 of 2007 and related batch matters and therefore, this result is provisional subject to the final outcome of the Special Leave Petitions No.13571-72/2008 and judgment/directions of the Hon'ble Supreme Court in the matter.
The written part of Civil Services (Main) Examination, 2009 was held in October-November, 2009 and the interviews for Personality Test held in March-April, 2010,
In accordance with Rule 16 (4) & (5) of the Civil Services Examination Rules 2009, the Commission is maintaining a consolidated Reserve List of 228 candidates which includes 114 General, 88 Other Backward Classes, 18 Scheduled Castes and 08 Scheduled Tribes candidates ranking in order of merit below the last recommended candidate under respective category.
UPSC has a "Facilitation Counter" near Examination Hall in its campus. Candidates can obtain any information / clarification regarding their examinations / recruitments during working hours in person or over telephone Nos. 23385271 / 23381125 / 23098543. Result is available on PIB website i.e www.pib.nic.in and also on the U.P.S.C. website i.e. www.upsc.gov.in.
