US President Barack Obama and the Russian leader, Dmitry Medvedev, have signed a landmark nuclear arms treaty in the Czech capital, Prague. Is it the right strategy?

The deal, agreed last month, commits the former Cold War foes to cut their stockpiles to 1,550 warheads each, about 30% less than currently allowed. It also limits the number of launchers each country has.

For the first time the US is ruling out a nuclear response to attacks involving biological, chemical or conventional weapons. However, countries will only be spared a US nuclear response if they comply with the Nuclear Non-Proliferation Treaty - this does not include Iran and North Korea.

Prime Minister Manmohan Singh on Saturday embarked on a visit to the US to attend the Nuclear Security Summit where he is expected to pitch for firm response to the challenges of proliferation and possibility of terrorists gaining access to nuclear material.

During the eight-day visit, Singh will also travel to Brazil to attend the Brazil-Russia-India-China (BRIC) and India-Brazil-South Africa (IBSA) Summits, where Iran's controversial nuclear programme and the impending UN sanctions would be among the key issues of discussions.

In the first leg of the tour, Singh will be in Washington for four days during which he will attend the two-day Nuclear Security Summit on April 12 and 13 and meet US President Barack Obama and some other world leaders.

The Summit, an initiative of Obama, will focus on dangers posed by clandestine proliferation and illicit trafficking of nuclear material and the possibility of terrorists acquiring atomic material.

Singh is expected to share India's apprehensions about terrorists acquiring weapons of mass destruction. The threat is greater in Pakistan, where nuclear material is believed to be not too safe.

Ahead of his visit, the Prime Minister said nuclear terrorism and proliferation of sensitive technologies are "legitimate concerns" which require "firm responses".

He emphasised the need for "highest standards of security" in the nuclear field to reinforce public faith in the benefit of atomic science.

"India welcomes President Obama's initiative to hold a Summit on Nuclear Security," said Singh, who will join leaders of 42 other countries in discussing ways to strengthen global initiatives for securing nuclear material and installations amid concerns of terrorists gaining access to these.

Singh said he expected the Summit to focus on nuclear terrorism and proliferation of sensitive nuclear materials and technologies.

"These are legitimate concerns which require firm responses," the Prime Minister said.

Noting that nuclear energy was poised to play a growing role in addressing the developmental challenges of the present times, he said, "This will be possible only if we, as individual nations, and as a global community ensure the highest standards of security which reinforce public faith in the benefits of nuclear science."

He pointed out that India was an important stakeholder in this global endeavour.

Talking about India's well developed and indigenous nuclear energy programme, which dates back six decades, Singh said, "We have an impeccable record of security, safety and non-proliferation which reflects in our conduct as a responsible nuclear power."

The threats from al Qaeda target a range of teams competing at the World Cup, but the June 12 USA vs. England match, scheduled for live broadcast, is the terrorists' top priority, according to threats published in an online Jihadist magazine.

"The game … is broadcast live. The stadium is full of a Crusader audience while the sound of a blast shocks the stands and turns the stadium on its head. God willing, there will [be] dozens and hundreds of casualties. 50 grams alone are sufficient for such an operation," reads a post on the online magazine.

The South African Ministry of Police said it was aware of the threats, and the U.S. State Department's Bureau of Diplomatic Security said it was providing support as the host country beefs up security in preparation for the tournament.

"Diplomatic Security's Office of Anti-Terrorism Assistance has provided training to the South African Police Service in the run up to the 2010 World Cup," a Diplomatic Security official said in a statement to FoxNews.com.

The jihadist article said al Qaeda will focus on striking countries taking part in the "Zionist-Crusader campaign on Islam," and it specifically mentioned the American, British, Nigerian, Slovenian, French, German and Italian teams as targets. The jihadist author, Ubada bin Al-Samit, said nothing could be done to prevent the attack.

South African Police Minister Nathi Mthethwa said his force has been preparing for any potential threats since 2004.

Earlier Friday, FIFA Secretary general Jerome Valcke commented on an online magazine article that said "how beautiful" it would be if a bomb exploded at the U.S.-England game.

The comments appeared on a militant online magazine called "Yearners for Paradise," however the author said he is not a spokesman for al-Qaida.

 

Shoaib gave false information in divorce paper?

 Pakistani cricketer Shoaib Malik, who is set to marry Indian tennis ace Sania Mirza, could land in fresh trouble for furnishing false
information while giving divorce to his first wife Ayesha Siddiqui, according to official documents.

The divorce and agreement papers, which Shoaib signed April 7, have the name of his late father as Malik Saleem Hussain while the invitation for the April 15 wedding reception carries the name of his father as Malik Faqeer Hussain, the documents show.

According to legal experts, Shoaib could face legal action if Ayesha's family files a case against him on charges of furnishing false information.

The wrong name given in divorce certificate and the agreement signed on Rs 100 stamp paper could be yet another attempt by Shoaib to show that he did not marry Ayesha, they said.

The former Pakistani skipper divorced Ayesha on Wednesday after she filed a police case against him for cheating. Sania's family members and some community elders convinced him to end the row through divorce.

It was immediately not known if Ayesha's family would again approach the police against Shoaib.

The Pakistani star is still caught in a legal mesh as the police have not yet returned his passport which was seized about a week ago.

Though Ayesha has informed the police that she was withdrawing her complaint, Shoaib would get back his passport only after completing legal formalities.

With police yet to return Shoaib's passport, the qazi expressed his inability to perform the 'nikah', which was scheduled to take place Friday evening.

Qazis in Hyderabad do not perform marriages of foreigners without verifying the passport and no-objection certificates from their respective governments.

Sources said the nikah would now be possible any day before April 15, the day when Sania's family has planned to host a wedding reception at the Taj Krishna hotel here.

On Jan. 14, witnesses say, she was taunted by a group of classmates in the library and hit with a can of Red Bull thrown from a moving car. That afternoon, Prince went home and hanged herself with a scarf.

Nine students have now been charged with harassment and other bullying-related crimes, spurring national debate about the role of the justice system and the culpability of the school administration. But Prince's case raises another, more elemental question: Why are kids so cruel?


Beginnings of bullying research
Research into bullying didn't start until the 1970s, when psychologist Dan Olweus began to study the phenomenon in Norwegian schoolchildren. In fact, much of the study was triggered by the suicides of several young victims of bullying, said René Veenstra, a sociologist at the University of Groningen in the Netherlands.

Since then, decades of research have shown that the power differential between bullies and victims is a crucial component of the interaction.

"Bullies go for admiration, for status, for dominance," Veenstra said. Unlike friendly teasing, he said, bullying is long-term, unwanted and doesn't occur between social equals.

Despite their aggressive behavior, bullies also want affection, Veenstra said. His work has shown that bullies care about the approval of their own in-group, so they strategically pick victims they know few other classmates will defend.

Other researchers have found evidence that kids who are already socially awkward are more vulnerable to bullies. But there's no one thing that makes a child a target.

"There's actually no good reason," said Young Shin Kim, a professor at the Child Study Center at the Yale School of Medicine. "One day, they just don't like a kid because that kid will wear pink, and the next day they might not like other kids because they're wearing blue, or they're tall, or they're small, or they wear glasses. ... It's just not really, systemically, that there's some kind of reason or motivation. It's more like a cultural thing."

A recent study found gay and lesbian teens get bullied two to three times more than their heterosexual peers.

A culture of bystanders
For some kids, bullying behavior is just the tip of the iceberg, Kim said. These children have other problems with aggression and control and may be abuse victims themselves. But there are also many otherwise well-adjusted children who just "think it's a cool thing to do," she said.

Indeed, 85 percent of bullying cases happen for the benefit of an audience, Veenstra said. Bullies want their behavior to be noticed. That means the reactions of bystanders is another essential piece of the bullying puzzle.

"There are often defenders to the victims, but there are certainly more bystanders," Veenstra said. Other children have a difficult time intervening without the support of teachers and authority figures, who are sometimes too quick to dismiss bullying. And adults don't always set good examples. Take driving: Grown-ups often tailgate slow drivers in an effort to intimidate them, Kim said. That's a page right out of the bully handbook.

When it comes to bullying, Phoebe Prince's case was almost textbook. She was a new girl, different from her classmates, who dared to date a popular upperclassman, which allegedly drew the wrath of other popular kids who wanted to put her in her place. Bullying is often used to maintain the social pecking order, Veenstra said.

And while suicides by victims are rare, bullying does increase suicide risk. It can also cause poor school performance, depression and low self-esteem that persists for years.

Bullies, too, fall victim to their own behavior. They have higher risks of delinquency, substance abuse and psychological problems. One study of Korean schoolchildren found that all female students involved in bullying (whether as bully, victim or both) had higher rates of suicidal thoughts and behavior.

"Bullying experience is not something that you overcome without consequences," Kim said.

Bullying is also not inevitable. Anti-bullying programs work, researchers say. The Scandinavian countries, which implemented widespread anti-bullying curricula in the 1970s and '80s, now have some of the lowest bullying rates worldwide.

The key is that anti-bullying messages must be consistent and widespread, says Rosalind Wiseman, author of "Queen Bees and Wannabes: Helping Your Daughter Survive Cliques, Gossip, Boyfriends, and the New Realities of Girl World" (Three Rivers Press, 2003) and creator of the anti-bullying curriculum "Owning Up."

"Please don't waste anybody's time by doing a 45-minute bullying assembly, and then putting on some piece of paper that you have a zero-tolerance policy for bullying," Wiseman said. For the message to take, she said, teachers must be trained to respond to bullying on a daily basis, and the culture of the school must reinforce that bullying is not acceptable.

In the end, Kim said, one of the worst mistakes adults can make is to shrug off blame on the younger generation.

"We grown-ups have to be much more active, proactive and responsible and do something about it," she said. "It's not kids' problem. It's our problem."

      Gay prof's death: FIR against four AMU officials, 3 'reporters'

      It has taken death for the wheels of justice to finally begin moving in the case of AMU reader Shrinivas Ramchandra Siras. Two days after he was found dead at his rented house, the Aligarh police this evening lodged an FIR against four AMU officials and three mediapersons, one of them unidentified, who had allegedly forced their way into his house, shot his nude photos with another man, and created the controversy which led to his public humiliation and suspension by university authorities.

      The FIR was filed on the orders of a local court which Siras moved on March 15 after the police took no action on his complaint. CJM Shyam Lal Kori passed the order on April 5, the last day Siras was seen alive.

      In his application, Siras had said that on February 8, at around 6.30 pm, when he and a friend were in his bedroom, three men claiming to be reporters forcibly broke in with cameras, said they were responding to a complaint made by neighbours and threatened to publish his photographs.

      After a few minutes, Siras alleged, four AMU professors entered, had a conversation with the three intruders and they left together.

      Those named in the FIR are AMU Proctor Prof Zubair Khan; PRO Prof Rahat Abrar; Deputy Proctor Fareed Ahmed Khan and Media Adviser N A K Dhurani. The other accused are Syed Ali Murtaza and Aashu, both local mediapersons, and a third man who accompanied them. They have been booked for wrongful confinement, assault and use of criminal force, trespass, criminal intimidation, and conspiracy.

      Two Army jawans were arrested on Friday for allegedly raping a 19-year-old woman in Pune. This is the second case in a week.

      Police said Rajnishsingh Sureshchandra (26) and Sundarsingh Mahipalsingh (30), both attached to the 17 Rajaputana Rifles, were arrested after the woman filed a complaint with the Sangvi police that she was raped in an open area on defence land on Wednesday. The duo was produced in Pimpri court on Friday and remanded in police custody till April 15.

      The complaint said the two approached the woman around 9.30 pm on Wednesday when she was talking to her boyfriend in Sangvi. They took her to the defence land and raped her after pushing her friend into a pit, police said. Assistant Commissioner of Police Vishnu Mane said after raping the woman, the soldiers took her mobile number and asked her to come to Swaraj Garden in the evening. It was then that she approached the police.

      Pakistan's feminist writing reflects violence: Muneeza Shamsie

      New Delhi, April 10 (IANS) The shadow of the gun, its impact on society and gender injustice are creeping into contemporary women's literature in Pakistan, feels Lahore-based writer, critic and journalist Muneeza Shamsie.

      'It is boom time for English writing in Pakistan. New writers are talking about changes and tackling urban realities like violence, terror and gender injustice in the society,' Shamsie, a member of the Commonwealth Writers' Prize 2010 jury, told IANS in an interview here.

      The writer was in the Indian capital to promote Commonwealth literature and interface with common readers and schoolchildren.

      Citing young writer Uzma Aslam Khan's book 'Trespassing' as an example of 'post-9/11 literature of angst and social metamorphosis' originating from Pakistan, she said Khan in her book has 'explored the growth of violence and the brutalisation of society'.

      'Uzma visits the dark alleys of Karachi to investigate how the sub-class of violence was influencing the country's seamy underbelly,' Shamsie said.

      Analysing the reasons for the explosion of creativity and culture in Pakistan, the writer said, 'I think it was difficult for creativity to flourish in the totalitarian regime during General Zia's reign. But society is freer now. The old political structures have gone.'

      She said after reading her daughter and acclaimed novelist Kamila Shamsie's books, what hit her was the 'amount of violence they loaded'.

      'And I realised that their generation had grown up with it. Several women writers in Pakistan are exploring the ramifications of terrorism and violence in society,' said Shamsie, who has translated and compiled three anthologies of Urdu writing in English.

      She said the current genre of women writers in Pakistan treat 'their subjects from the perspective of their gender and are aware of issues pertaining to their sex in the country's civil society'.

      'They do not always portray women as victims as they are generally portrayed,' Shamsie said.

      Using 'Geometry of God' by Uzma, as yet another instance, Shamsie said: 'Feminist writers in Pakistan were also challenging the conventional roles played by women in society.

      'The protagonist in 'Geometry of God', set in the 1980s, is a palaeontologist who functions in a male setup. The writer tries to capture her struggle as the sole woman palaeontologist in the country,' she said.

      Daughter Kamila, in her magically-realistic novel, 'Burnt Shadows', travels from Nagasaki in 1945 to a prison cell in US in a story of love, betrayal and violence.

      'Kamila's protagonist, a Japanese woman, Hiroko Tanaka, who is a magical figure with three bird shaped burns on her back -- a reminder of the atomic holocaust of Nagasaki --straddles the decades and locations in a world where old conflicts are replaced by new wars,' Shamsie said.

      The book is reflective of the new-age immigrant literature that 'multiculturalism' in Pakistan is growing.

      The writer, who contributes to leading dailies in Pakistan, said 'the freeing of Pakistan's society has also seen the birth of a large body of Urdu protest poetry which has reached out to a wide audience'.

      Shamsie belongs to the 20th century feminist writers in Pakistan whose cultural grounding was bi-lingual. She grew up in London and returned to the country as a 19-year-old.

      'The restrictions initially stifled me. I was a very English girl unfamiliar with the traditional Islamic way of life. Hence, I took to South Asian literature, which chronicled experiences that had some relationship to my life. I started off with Attiya Hussain and Ahmed Ali because she was my aunt and later read authors like Nayantara Sehgal and R.K. Narayan. Writing gave me a great sense of freedom,' Shamsie said.

      The writer is currently working on two volumes -- Oxford Companion To Literature of Pakistan in English and a 'History of Pakistani English Literature since 1947'.
